    Better Regulation for Higher Growth : Bulgaria's Business Regulation - Achievements and Recommendations

    Removing regulatory obstacles that create barriers to business is a major objective for economic policymakers. There is broad understanding among policymakers and development practitioners that microeconomic reforms aimed at strengthening property rights, unleashing competition, and reducing the cost of doing business are critical to creating a sound investment climate and promoting economic growth (World Bank 2004; World Bank 2005; Lewis 2004). It is also commonly agreed that these changes need to be credible and sustained for private firms to respond by increasing investment and production (World Bank 2005). This report summarizes the findings of three topical studies of the World Bank: Administrative and Regulatory Barriers to Business (volume two) studies the overall burden of regulation for companies in comparison to other new European Union (EU) peers and specifically assesses Information Technology (IT) and manufacturing companies and the role of key stakeholders. The ex-post impact assessment of the act on limiting administrative regulation and administrative control on economic activity (Volume three) makes an assessment of how the act has been enforced, identifies and estimates the impacts of the act, and provides recommendations for amendments. Reforming the regime of state fees (volume four) examines how reforms to the structure of state fees could decrease the regulatory burden for firms.

    Bulgaria - Administrative and regulatory barriers to business

    The present report on the Administrative and Regulatory Barriers to Business is part of an ongoing World Bank analytical and advisory support to the Government of Bulgaria in the area of regulatory reform. Since 2006, the World Bank has provided analytical and advisory support to the government in this area. In 2007, the Bank reviewed administrative procedures in the tourism, food, and road transportation sectors, calling for reduction and simplification of certain burdensome administrative regimes and emphasizing superfluous regulation at the municipality level. This report aims to identify ways in which Bulgaria can further remove obstacles to business regulation, recognizing that achieving pre-crisis growth levels, raising labor productivity and improving the business environment will require continued reforms to eliminate administrative and regulatory barriers to business. The report serves three purposes, such as: 1) providing the economic backdrop and comparators of Bulgaria's regulatory environment; 2) reporting on survey results including assessments by and perceptions of senior managers of Bulgarian enterprises; and 3) identifying strategic reform recommendations, including regulatory changes, institutional upgrading and capacity building, and legislative amendments.

    Technical Assistance and Training in Integrated Provincial Planning : Quang Nam Province, Vietnam

    Traditionally both national and regional development planning in Vietnam has been driven by 'top-down' Central Government social and economic targets based on limited analytical investigation. However, with the advent of the free market economy in Vietnam since the late 1980s, vigorous global economic competitiveness and Vietnam's membership to the World Trade Organization (WTO), changes in national policy in Vietnam have now required a more decentralized approach to development planning based on the preparation of integrated regional development strategies. This change in policy direction requires the application of new and innovative approaches to development planning underpinned by 'best practice' tools and techniques. This new way of planning will more effectively manage current and future investment opportunities at the provincial and regional levels in Vietnam. This report is the culmination of the findings and recommendations of the project over this three month period noting that the training program itself involved a total of 45 participants from relevant provincial government and district level authorities in Quang Nam Province (QNP). Appendix two is a list of participants. It is emphasized that the method of training adopted in this technical assistance project was very interactive, it required individual and group tasks to be completed by participants based on the organization of participants into five teams, nomination of a team leader for each team and regular presentations of team activities to the whole group throughout the training program. The program ran for a total of seven days (7-9 October 2008 and 4-6 November 2008) with a 'report back' workshop session of all participants and other provincial government officials on 7 November 2008.

    Tunisia's Global Integration : Second Generation of Reforms to Boost Growth and Employment

    This report addresses the following issues: Chapter one takes stock of the integration policies implemented since the early 1970s and assessed their impact on foreign direct investments (FDI), exports and employment. Chapter two looks at today's major challenges in the manufacturing sector and the specific policies needed to address them. Chapter three assesses the entry, business, and trade restrictions in Tunisia's key backbone services sectors (telecommunication, banking, air transport, accounting, auditing, and legal services) using a well-focused regulatory questionnaire. The restrictiveness indices calculated from the regulatory questionnaire are then used to benchmark Tunisia against Organisation for Economic Co-operation and Development (OECD) and some emerging economies and to simulate the impact of various liberalization options on the price of services and the economy via a multi-region general equilibrium model. Finally, chapter four examines the prospect for increasing exports and off shoring of a large number of services for which Tunisia has demonstrated a strong capacity for export in recent years. The significant increase in real incomes in Tunisia is the result of solid gross domestic product (GDP) growth since the mid-1960s (5 percent a year), low inflation and the demographic transition, faster than in neighboring countries. In 1996-2007, economic growth has exhibited greater resilience to moderate exogenous shocks, thanks to prudent macroeconomic management public debt declined from 62.4 percent in 2001 to 50.9 percent of GDP in 2007 thanks to pro-active debt management. The resulting decline in the debt service since 2005 combined with steady GDP growth allowed the government to 'protect' capital expenditures and key social spending within the context of low but structural fiscal deficit. While the current account remained in deficit over the last 10 years, foreign exchange reserves increased steadily thanks to increasing FDI inflows. In 2007, international reserves increased by US$ 1 billion to US$ 7.8 billion, representing 4.6 months of imports of goods and services.

    Development of Construction Industry : A Literature Review

    The construction industry in Pakistan is well aware of the challenges it faces and its issues, constraints, and recommendations are also well documented in reports published from time to time. This study shows that business environment (demand-side), Human Resources (HR), equipment and materials are key factors restraining growth therefore showing that there are no short-term fixes for these problems. A sustained long-term committed approach to developing the construction industry (contractors, consultants, and, clients) is of paramount importance. Considering the Government of Pakistan's (GoP) ambitious development plans for the coming years, innovative and out of the box solutions will be required to deliver the proposed infrastructure projects.

    Benin : Transport Assessment Note for Roads, Airports, and Port Sectors

    The purpose of this Economic Sector Work (ESW) is to: (i) provide a framework to help the government analyze transport sector issues and finalize the update of the transport sector strategy; and (ii) identify issues and challenges that can be addressed through donor funded operations. This ESW focuses on roads, air, and port transport. Transport infrastructure and services have a vital role to play in the economic and social development of the country. They were designed to facilitate the distribution and sale of income-generating products, mainly cotton; to promote goods transit towards neighboring countries; and to facilitate trade between towns and rural areas, and ensuring access to social infrastructure and services in the rural area. The formal transport sector contributes approximately seven percent of the gross domestic product (GDP), but its indirect contribution to the creation of added value is much greater.

    An Assessment of the Investment Climate in Botswana, Volume 2. Detailed Results and Econometric Analysis

    The objective of the Botswana Investment Climate Assessment (ICA) is to evaluate the investment climate in Botswana in all its operational dimensions and promote policies to strengthen the private sector. The investment climate is made up of the many location specific factors that shape the opportunities and incentives for firms to invest productively, create jobs, and expand. These factors include macroeconomic and regulatory policies; the security of property rights and the rule of law; and the quality of supporting institutions such as physical and financial infrastructure. The main sources of information for the ICA are two firm-level surveys. The first survey covered Small, Medium, and Large Enterprises (SMLEs) with five or more employees in retail trade, manufacturing, and other services. The second covered micro enterprise with fewer than five employees in the same sectors. Information from the survey is supplemented with information from other sources, including the doing business report; analytical reports by the World Bank, the international monetary fund, other international organizations and the Government of Botswana; and academic papers and reports. Although the analysis in this report suggests that there are some areas where the investment climate might be improved, it is important to note none of these problems with the possible exception of worker skills appear to be particularly debilitating. This suggests that other factors are probably also playing a role. One such factor is likely to be the small size (in terms of population) and remoteness of the economy. Another factor is the effect that is the macroeconomic effects of the large mining economy has on the competitiveness of the rest of the economy. Improving living standards and cutting poverty depends on broad-based economic growth, which will only take place when firms improve worker productivity by investing in human and physical capital and technological capacity. But firms will only invest when the investment climate is favorable.

    Nigeria - Competitiveness and Growth : Country Economic Memorandum, Volume 2. Main Report

    The theme of this report is Nigeria's competitiveness and growth. This report consequently focuses on constraints, opportunities and strategic choices associated with increasing productivity and growth of the Nigerian economy on a sustained basis. Its objective is not to present a "blueprint" for Nigeria's growth but rather to raise issues and provide some options for the consideration of policy makers and other Nigerian stakeholders. The report is structured in four main sections. The first section analyzes Nigeria's growth history, examines the recent growth pick up and assesses its sustainability. The second section analyses how the critical constraints to competitiveness and growth may be addressed. The third section discusses how trade -domestic and external - can be used more effectively to drive growth and poverty reduction. The final chapter provides policy conclusions and suggestions on what could be key elements of a growth agenda for Nigeria. The analysis in this report suggests the following key elements for a growth strategy for Nigeria: 1) Strengthening actions to tackle the most immediate constraints to the competitiveness of the economy presented by infrastructure and the business environment; 2) Using domestic trade more effectively to enhance productivity and competitiveness by strengthening their functioning, and building stronger linkages between the oil and non-oil sectors, and over time strengthening Nigeria's integration into global markets; 3) Ensuring that the poor can participate more fully in growth by placing urgent emphasis on (i) finding ways to give back some of the proceeds of oil windfall directly to Nigerians; (ii) raising agricultural productivity-including through enhanced technology; and (iii) encouraging the transition from informality to the formal sector; and 4) Building the human capital and technological base of the economy over the longer term.

    Mauritius - Country Economic Memorandum : Managing Change in a Changing World

    This Country Economic Memorandum subscribes to the overall direction of the reform program mapped out by this body of work and it goes deeper in three important areas: (1) public sector management, (2) labor markets and education and (3) science and technology policy. Chapters 2-4 of this report, each one largely self-contained, cover these topics in order. First, however, Chapter 1 gives the context for the transition now underway with an overview of past and present development focusing on the transformation of the economy from factor-intensive to skill- and knowledge-intensive development. Then a forward-looking section offers a medium-term forecast for the economy's emergence from the recent slowdown and discusses prospects for longer-term (potential) growth.

    Belarus : Window of Opportunity to Enhance Competitiveness and Sustain Economic Growth, A Country Economic Memorandum (CEM) for the Republic of Belarus, Volume 2, Executive Summary

    This Country Economic Memorandum (CEM) for the Republic of Belarus takes stock of the growth trends in the country's economy since 1996, reviews the evidence of the accumulated challenges and risks within the existing growth patterns, and provides recommendations aimed at strengthening growth sustainability. In sum, while economic growth in the last nine years has been impressive, the report argues that maintaining the current growth strategy would lead to a gradual erosion of economic competitiveness. The government should make significant policy adjustments by reorienting its policies toward ensuring a better business environment, and a smaller sized government. Current international and domestic environment are favorable for supporting a policy shift toward the acceleration of structural reforms. At the moment, the government is well equipped to mitigate the potential costs of these reforms, because the policy settings are largely determined by the growing economy, the positive trends in both the enterprise and the household sectors, favorable developments in the global economy, low debt, and the strong administrative capacity of the state. This situation could change: various pressures might become stronger, and then these same reforms would become politically more costly, and fiscally more risky. In short, the current window of opportunity should be used to ensure that the authorities' growth and poverty objectives are sustainable in the medium to long terms. The analysis in this report has documented a significant and broad-based growth, while pointing to the erosion of several important factors that have driven this growth recently. The Belarusian economy is facing a considerable risk of declining competitiveness. To sustain growth, a significant policy adjustment is necessary to enhance market discipline, and encourage new business entry.
