    Tales from the Development Frontier : How China and Other Countries Harness Light Manufacturing to Create Jobs and Prosperity

    Despite widespread agreement among economists that labor-intensive manufacturing has contributed mightily to rapid development in China and other fast-growing economies, most developing countries have had little success in raising the share of manufacturing in production, employment, or exports. Tales from the Development Frontier recounts efforts to establish light manufacturing clusters in several Asian and African countries, looking in particular at China. A companion volume to Light Manufacturing in Africa—which laid out a strategy for injecting new industrial growth nodes into African economies—Tales from the Development Frontier focuses on the six main binding constraints to competitiveness that nascent light manufacturing industries must overcome in developing countries: the availability, cost, and quality of inputs; access to industrial land; access to finance; trade logistics; entrepreneurial capabilities, both technical and managerial; and worker skills. The volume systematically explores potential growth opportunities in light manufacturing in a carefully selected subset of industries: agribusiness, apparel, leather goods, wood-working, and metal products. It specifies the constraints that need to be addressed before local and international entrepreneurs can take advantage of the latent comparative advantage available to many low-income economies in the target industries. It also proposes policies to ease the constraints—policies that can open the door to rapid increases in industrial output, employment, productivity, and exports. The outcomes described in this volume include both inspiring successes and miserable failures in addressing the binding constraints in the identified sectors. These examples reveal how and why industrial development efforts in poor countries—where, by definition, underlying conditions are far from ideal—can accelerate growth. Most of the firms described in a series of case studies started from a very simple and modest base in an environment full of seemingly insurmountable obstacles. With its rich array of new material, this book will support the ongoing research of policy analysts focused on China and other developing countries. Above all, the volume aims to embolden business entrepreneurs and government officials in low-income countries to pursue newly emerging opportunities to expand and accelerate the growth of light manufacturing in their home economies.

    Demanding Good Governance : Lessons from Social Accountability Initiatives in Africa

    This is a challenging time for Africa. The combined effects of the global economic crisis, the need for equitable allocation of natural resource assets, and the ever-changing balance of influence and power between the developed and developing worlds are requiring African countries to re-evaluate their governance structures. "Social accountability," as defined in this book, is an approach to enhancing government accountability and transparency. It refers to the wide range of citizen actions to hold the state to account, as well as actions on the part of government, media, and other actors that promote or facilitate these efforts. Social accountability strategies and tools help empower ordinary citizens to exercise their inherent rights and to hold governments accountable for the use of public funds and how they exercise authority. Global experience has shown that such initiatives can be catalytic and that they increasingly play a critical role in securing and sustaining governance reforms that strengthen transparency and accountability. The case studies presented in this book represent a cross-section of African countries, drawing on initiatives launched and implemented both by civil society groups and by local and national governments in countries with different political contexts and cultures. Over the past decade, a wide range of social accountability practices- such as participatory budgeting, independent budget analysis, participatory monitoring of public expenditures and citizen evaluation of public services-have been developed and tested in countries such as Brazil, India, the Philippines, and South Africa. In less developed Sub-Saharan African countries, civil society and government actors are also actively creating and experimenting with social accountability approaches (and tools), but these experiences, their outcomes, and lessons have received less attention and been less documented, studied, and shared. This volume aims to help fill this gap by describing and analyzing a selection of social accountability initiatives from seven Sub-Saharan countries: Benin, Ghana, Malawi, Nigeria, Senegal, Tanzania, and Zimbabwe.

    The name Tanzania is a portmanteau of Tanganyika, the mainland, and Zanzibar, the nearby archipelago in the Indian Ocean. The two united to become the United Republic of Tanzania in 1964. With a surface area of 947,300 square kilometers, Tanzania is comparable in size to Nigeria and is slightly more than twice the size of the U.S. state of California. Tanzania's population of approximately 40.4 million (as of 2007) is the second largest in East Africa, after Ethiopia's. Dar es Salaam, the most populous city, contains approximately 2.7 million people and accounts for most commercial activity. Swahili (or Kiswahili) and English are the two official languages of Tanzania. A large number of local languages are also spoken. In Zanzibar, Arabic is commonly used. Agriculture remains the mainstay of Tanzania's economy, accounting for one-quarter of gross domestic product (GDP) and approximately 80 percent of employment. Tanzania is endowed with mineral and natural resources, including gold, diamonds, and several other precious and semiprecious stones. The blue gemstone tanzanite is found only in Tanzania. Tanzania accounted for almost two percent of world gold production as of 2006. Tanzania has a long history of hosting refugee's fleeing civil wars in nearby countries. As of January 2008, there were more than 380,000 refugees living in Tanzania, predominantly from Burundi and the Democratic Republic of Congo. Tanzania is an up-market tourism destination. The country is endowed with a variety of tourism assets, including seven United Nations Educational, Scientific, and Cultural Organization (UNESCO) world heritage sites and numerous wildlife parks, beach resorts, coral reefs, and spectacular scenic mountain views.

    This book is designed to contribute to the government's thinking on how best to translate broad MKUKUTA (the government of Tanzania's National Strategy for Growth and Reduction of Poverty) policy objectives into practical tactics and programs well suited to Tanzania's economic priorities and to the removal of key institutional and infrastructure bottlenecks. The book aims to respond to three fundamental questions: (a) what factors explain Tanzania's recent acceleration in economic growth, (b) how well has the accelerated growth translated into reduced poverty, and (c) what needs to be done to sustain growth that is also pro-poor. This book focuses on three issues that are central to the success of Tanzania's poverty reduction efforts: What factors explain Tanzania's recent acceleration in economic growth? Has the accelerated economic growth translated into reduced poverty? What must be done to sustain economic growth that is pro-poor? The book presents evidence from the macroeconomic, sectoral, firm, and household levels that shed light on these questions. In addition, the book examines the effectiveness of measures that support the poor in efforts to accumulate human and physical capital, which would enhance their prospects of contributing to economic growth.     Poverty and Social Impact Analysis of Reform : Lessons and Examples from Implementation

    Poverty and Social Impact Analysis (PSIA) is an approach used increasingly by governments, civil society organizations, the World Bank, and other development partners to examine the distributional impacts of policy reforms on the well-being of different stakeholders groups, particularly the poor and vulnerable. PSIA has an important role in the elaboration and implementation of poverty reduction strategies in developing countries because it promotes evidence-based policy choices and fosters debate on policy reform options. This publication presents a collection of case studies that illustrate the spectrum of sectors and policy reforms to which PSIA can be applied; it also elaborates on the broad range of analytical tools and techniques that can be used for PSIA. The case studies provide examples of the impact that PSIA can have on the design of policy reforms and draw operational lessons for PSIA implementation. The case studies deal largely with policy reforms in a single sector, such as agriculture (crop marketing boards in Malawi and Tanzania and cotton privatization in Tajikistan); energy (mining sector in Romania and oil subsidies in Ghana); utilities (power sector reform in Ghana, Rwanda, and transition economies, and water sector reform in Albania); social sectors (education reform in Mozambique and social welfare reform in Sri Lanka); taxation reform (Nicaragua); as well as macroeconomic modeling (Burkina Faso).

    Blueprint 2050 : Sustaining the Marine Environment in Mainland Tanzania and Zanzibar

    Protection of sound management of coastal and marine areas is acknowledged as important mechanisms for alleviating poverty in the developing tropics. Tanzania has had considerable practical experience with a diversity of models that rely on private sector partnerships, community co-management regimes, and government-led initiatives for marine protection. This report outlines a vision of what a protected area system could look like in 50 years. It draws on state-of-the-art ecosystems, socioeconomic, financial, and institutional background studies, to paint a picture that emphasizes community-based adaptive co-management, within a flexible system of eight protected area networks, on of which is the Exclusive Economic Zone.

    Aid and Reform in Africa : Lessons from Ten Case Studies

    This book synthesizes the findings from ten case studies that investigate whether, when, and how foreign aid affected economic policy in Africa, and reveals the range of African policy experience. Results varied enormously, for example, while Ghana and Uganda were successful reformers that grew rapidly reducing poverty, Cote d'Ivoire and Ethiopia have shown significant reform recently, but its sustainability remains to be seen, and, in other countries, policies changed little, or even worsened. Based on the World Bank's Country Policy and Institutional Assessment, the study relates foreign aid in the 1990s, to a measure of overall economic policy, a broad measure that covers macroeconomic management, as well as effectiveness of the public sector in providing essential services for growth, and poverty reduction. In assessing aid, and reform policy, the study subdivides these countries in three groups: the post-socialist reformers (Ethiopia, Mali and Tanzania); the mixed reformers (Cote d'Ivoire, Kenya and Zambia), and the non-reformers (The Democratic Republic of Congo - Zaire - and Nigeria). Although defining "good policy", and how to measure it may be controversial, research and experience established a fair knowledge: absence of high inflation, functioning foreign exchange, openness to foreign trade, effective rule of law, and delivery of key services. Conclusions stipulate that key to successful reform, is a political movement for change; that key to beneficial aid is its disbursement alongside actual policy improvements; and, that technical assistance, and policy dialogue should continue a high level of finance in productive environments.
