But what has received insufficient attention is the impact of the pandemic on the accumulation of human capital—the health, education, and skills—of young people. How large was the setback, and how far are we still from a recovery? Collapse and Recovery estimates the impacts of the pandemic on the human capital of young children, school-age children, and youth and discusses the urgent actions needed to reverse the damage. It shows that there was a collapse of human capital and that, unless that collapse is remedied, it is a time bomb for countries. Specifically, the report documents alarming declines in cognitive and social-emotional development among young children, which could translate into a 25 percent reduction in their earnings as adults. It finds that 1 billion children in low- and middle-income countries missed at least one year of in-person schooling. And despite enormous efforts in remote learning, children did not learn during the unprecedentedly long school closures, which could reduce future lifetime earnings around the world by US$21 trillion. The report quantifies the dramatic drops in employment and skills among youth that resulted from the pandemic as well as the substantial increase in the number of youth neither employed nor enrolled in education or training. In all of these age groups, the impacts of the pandemic were consistently worse for children from poorer backgrounds. These losses call for immediate action. The good news is that evidence-based policies can recover these losses. Collapse and Recovery reviews governments’ responses to the pandemic, assessing why there was a collapse in human capital accumulation, what was missing in the policy architecture to protect human capital during the crisis, and how governments can better prepare to withstand future shocks. It offers concrete policy recommendations to recover losses in human capital—programs that will end up paying for themselves in the long term. To better prepare for future shocks such as climate change and wars, the report emphasizes the need for solutions that bring health, education, and social protection programs together in an integrated human development system. If countries fail to act, the losses in human capital documented in this report will become permanent and last for multiple generations. It is the most water-scarce region in the world and is experiencing unprecedented levels of forced displacement. Ebb and Flow: Volume 2. Water in the Shadow of Conflict in the Middle East and North Africa examines the links between water risks (harmful outcomes related to water, from droughts and floods to lack of sanitation), conflict, and forced displacement. It aims to better explain how to address the vulnerabilities of forcibly displaced persons and their host communities, and to identify water policy and investment responses. Contrary to common belief, the report finds that the evidence linking water risks with conflict and forced displacement in the region is not unequivocal. Water risks are more frequently related to cooperation than to conflict at both domestic and international levels. But while conflict is not necessarily a consequence of water risks, the reverse is a real and concerning phenomenon: conflict amplifies water risks. Since 2011, there have been at least 180 instances of intentional targeting of water infrastructure in conflicts in Gaza, Libya, the Syrian Arab Republic, and the Republic of Yemen. Forcibly displaced persons and their host communities face myriad water risks. Access to safe drinking water is a daily struggle for millions of forcibly displaced Iraqis, Libyans, Palestinians, Syrians, Yemenis, and international migrants in the region, heightening public health risks. Tanker trucks often help fill the gap; however, significant issues of water quality, reliability, and affordability remain. Host communities also face localized declines in water availability and quality as well as unplanned burdens on water services following the arrival of forcibly displaced persons. How do they promote better coordination and integration—not only among social protection programs but also programs in other parts of government? How can they meet the needs of their intended populations and provide a better client experience? Between 1990 and 2015, successful development strategies reduced the proportion of the world’s people living in extreme poverty from 36 to 10 percent. But in many fragile and conflict-affected situations (FCS), poverty is stagnating or getting worse. The number of people living in proximity to conflict has nearly doubled worldwide since 2007. In the Middle East and North Africa, one in five people now lives in such conditions. The number of forcibly displaced persons worldwide has also more than doubled in the same period, exceeding 70 million in 2017. If current trends continue, by the end of 2020, the number of extremely poor people living in economies affected by fragility and conflict will exceed the number of poor people in all other settings combined. This book shows why addressing fragility and conflict is vital for poverty goals and charts directions for action. It presents new estimates of welfare in FCS, filling gaps in previous knowledge, and analyzes the multidimensional nature of poverty in these settings. It shows that data deprivation in FCS has prevented an accurate global picture of fragility, poverty, and their interactions, and it explains how innovative new measurement strategies are tackling these challenges. The book discusses the long-term consequences of conflict and introduces a data-driven classification of countries by fragility profile, showing opportunities for tailored policy interventions and the need for monitoring multiple markers of fragility. After many years in decline, the continent's economy picked up in the mid-1990s. Along with this macroeconomic growth, people became healthier, many more youngsters attended schools, and the rate of extreme poverty declined from 54 percent in 1990 to 41 percent in 2015. Political and social freedoms expanded, and gender equality advanced. Conflict in the region also subsided, although it still claims thousands of civilian lives in some countries and still drives pressing numbers of displaced persons. Despite Africa’s widespread economic and social welfare accomplishments, the region’s challenges remain daunting: Economic growth has slowed in recent years. Poverty rates in many countries are the highest in the world. And notably, the number of poor in Africa is rising because of population growth. From a global perspective, the biggest concentration of poverty has shifted from South Asia to Africa. Accelerating Poverty Reduction in Africa explores critical policy entry points to address the demographic, societal, and political drivers of poverty; improve income-earning opportunities both on and off the farm; and better mobilize resources for the poor. It looks beyond macroeconomic stability and growth—critical yet insufficient components of these objectives—to ask what more could be done and where policy makers should focus their attention to speed up poverty reduction. The pro-poor policy agenda advanced in this volume requires not only economic growth where the poor work and live, but also mitigation of the many risks to which African households are exposed. As such, this report takes a "jobs" lens to its task. It focuses squarely on the productivity and livelihoods of the poor and vulnerable—that is, what it will take to increase their earnings. Launched in 2011, it includes more than 100 financial inclusion indicators in a format allowing users to compare access to financial services among adults worldwide -- including by gender, age and household income. This third edition of the database was compiled in 2017 using nationally representative surveys in more than 140 developing and high-income countries. The database includes updated indicators on access to and use of formal and informal financial services. It features additional data on Fintech and digital financial services, including the use of mobile phones and internet technology to conduct financial transactions. Global Findex data is utilized to track progress toward the World Bank's goal of Universal Financial Access by 2020 and the United Nation's Sustainable Development Goals. The data also is a source for the G20 Financial Inclusion Indicators and a benchmark for policymakers seeking to expand access to and use of financial services. Building on earlier Turn Down the Heat reports, this new scientific analysis examines the likely impacts of present day (0.8°C), 2°C and 4°C warming above pre-industrial temperatures on agricultural production, water resources, ecosystem services, and coastal vulnerability for affected populations. Data show that dramatic climate changes, heat, and weather extremes are already impacting people, damaging crops and coastlines, and putting food, water, and energy security at risk. Across the three regions studied in this report, record-breaking temperatures are occurring more frequently, rainfall has increased in intensity in some places, while drought-prone regions are getting dryer. The poor and underprivileged, as well as the elderly and children, are found to be hit the hardest. There is growing evidence that even with very ambitious mitigation action, warming close to 1.5°C above pre-industrial levels by mid-century is already locked into the Earth’s atmospheric system, and climate change impacts such as extreme heat events may now be unavoidable. If the planet continues warming to 4°C, climatic conditions, heat, and other weather extremes considered highly unusual or unprecedented today would become the new climate normal—a world of increased risks and instability. The consequences for development would be severe as crop yields decline, water resources change, diseases move into new ranges, and sea levels rise. The task of promoting human development, ending poverty, increasing global prosperity, and reducing global inequality will be very challenging in a 2°C world, but in a 4°C world there is serious doubt whether this can be achieved at all. Immediate steps are needed to help countries adapt to the climate impacts being felt today and the unavoidable consequences of a rapidly warming world. The benefits of strong, early action on climate change -- action that follows clean, low carbon pathways and avoids locking in unsustainable growth strategies -- far outweigh the costs. Many of the worst projected climate impacts could still be avoided by holding warming to below 2°C. This report focuses on the risks of climate change to development in Sub-Saharan Africa, South East Asia and South Asia. Building on the 2012 report, Turn Down the Heat: Why a 4°C Warmer World Must be Avoided, this new scientific analysis examines the likely impacts of present day, 2°C and 4°C warming on agricultural production, water resources, and coastal vulnerability. It finds many significant climate and development impacts are already being felt in some regions, and that as warming increases from present day (0.8°C) to 2°C and 4°C, multiple threats of increasing extreme heat waves, sea-level rise, more severe storms, droughts and floods are expected to have further severe negative implications for the poorest and most vulnerable. The report finds that agricultural yields will be affected across the three regions, with repercussions for food security, economic growth, and poverty reduction. In addition, urban areas have been identified as new clusters of vulnerability with urban dwellers, particularly the urban poor, facing significant vulnerability to climate change. In Sub-Saharan Africa, under 3°C global warming, savannas are projected to decrease from their current levels to approximately one-seventh of total land area and threaten pastoral livelihoods. Under 4°C warming, total hyper-arid and arid areas are projected to expand by 10 percent. In South East Asia, under 2°C warming, heat extremes that are virtually absent today would cover nearly 60-70 percent of total land area in northern-hemisphere summer, adversely impacting ecosystems. Under 4°C warming, rural populations would face mounting pressures from sea-level rise, increased tropical cyclone intensity, storm surges, saltwater intrusions, and loss of marine ecosystem services. In South Asia, the potential sudden onset of disturbances to the monsoon system and rising peak temperatures would put water and food resources at severe risk. Well before 2°C warming occurs, substantial reductions in the frequency of low snow years is projected to cause substantial reductions in dry season flow, threatening agriculture. Many of the worst climate impacts could still be avoided by holding warming below 2°C, but the window for action is closing rapidly. This book seeks to contribute toward this goal, by reviewing previous research and providing new analyses (including surveys and case studies) as well as by formulating policy recommendations that can improve the migration experience for migrants, origin countries, and destination countries. The book comprises this introduction and summary and four chapters. Chapter one reviews the data on African migration and considers the challenges African governments face in managing migration. Chapter two discusses the importance of remittances, the most tangible link between migration and development; it also identifies policies that can facilitate remittance flows to Africa and increase their development impact. Chapter three analyzes high-skilled emigration and analyzes policies that can limit adverse implications and maximize positive implications for development. Chapter four considers ways in which Africa can leverage its diaspora resources to increase trade, investment, and access to technology.
