    Turkish Cypriot Economy: Identifying and Analyzing Priority Agri-Food Value Chains

    Cyprus joined the European Union (EU) in 2004 as a de-facto divided island. The agriculture sector is an important driver for the Turkish Cypriot (TC) economy. The sector has significant linkages to other economic sectors, such as food processing and tourism. Manufacturing, which includes agri-food processing, produces predominantly dairy products and therefore relies heavily on domestic milk production. Agriculture also performs important social protection functions by providing income-generating activities for the rural population, thereby improving household consumption, food security, and the accumulation of durable assets. Improving agri-food value chain linkages can increase farm incomes, improve sustainability, and support the agriculture sector’s contribution to the economy. An analysis of value chains will help to identify business-to-business relationships that connect the chain, methods for increasing efficiency and profitability, and ways to enable businesses to increase productivity and add value. The report consists of three sections: a macro analysis focusing on competitiveness and comparative advantage analysis, a value chain analysis of the TCc halloumi/hellim subsector, and a value chain analysis of the TCc carob subsector. The latter two sections contain specific recommendations and actions to strengthen value chain competitiveness.

    Mali Climate-Smart Agriculture Investment Plan

    This document provides an investment plan for climate-smart agriculture (CSA) in Mali, developed with support of the AAA Initiative and the World Bank, and technical assistanceof the International Center for Tropical Agriculture, the World Agroforestry Centre and the CGIAR Research Program on Agriculture, Climate Change and Food Security (CCAFS). It identifies specific interventions that define on-the-ground action that are consistent with Mali’s NDC and national agricultural strategy, which can be funded by public and private sector partners. CSA interventions are designed to increase agricultural productivity, to help farmers, livestock keepers and fisher-people adapt and build resilience to climate risks, and, where appropriate, to reduce greenhouse gas emissions that cause climate change.This plan includes a set of 12 key CSA investments for Mali that were developed with strong stakeholder engagement, expert input and scientific evidence. This plan is not intended to be comprehensive but can further include additional projects when more funds will be available. The plan presents a situation analysis of Mali’s national policies, plans and programs in relation to key climate risks, which form the context for key prioritized interventions. Designed project concepts are developed for each of these key investments, including the main project objectives, components and implementation arrangements. These provide a tangible set of project concepts for potential investors and donors to consider for funding. Finally, a general framing for developing a monitoring and evaluation (M&E) framework for the CSA investment plan (CSAIP) is provided, showing how CSA outcomes relate to other M&E frameworks and other monitoring activities for national-level development priorities.The CSAIP provides the context and evidence for the importance of these projects, and details how they can be economically beneficial and provide food security to the people of Mali. This can help spur investment and funding for CSA to help Mali deliver on its NDC and other national targets.

    Agricultural Transformation and Inclusive Growth: The Malaysian Experience

This report analyzes what Malaysia did to achieve transformative results in agriculture. It focuses on four main areas in which the Malaysian experience is distinctive and which have been critical to its success, as follows: (1) The role of the public sector, encompassing national leadership, vision, and government action; (2) The main drivers of transformation and inclusive growth; (3) The role of value chains; (4) The inclusiveness of Malaysia's agricultural transformation.

    Local Sourcing in the Cabo Verde Tourism Food Supply Chain: Opportunities and Challenges

    The objective of this research report is to assess the market potential for local sourcing in the Cabo Verde tourism food supply chain, with a particular emphasis on traditional sectors such as agriculture and fisheries. As tourism continues to expand rapidly in Cabo Verde, the sector creates a growing market potential for locally sourced produce. The number of inbound tourists in the country has steadily increased from 428,000 in 2011 to 710,000 in 2018 - a 7,5 percent CAGR in the period - causing with it a rise in the direct economic contribution of travel & tourism activities to GDP, now estimated at near 20 percent. The islands of Sal and Boa Vista dominate the market, attracting together 76,4 percent of all arrivals, who visit overwhelmingly under the all-inclusive resort segment. In addition, higher average lengths of stay in these two islands imply that they account for proportionally more room nights (89,9 percent of the total bed nights) than the rest of the country. The level of linkages between the primary sector and tourism has long been a debated topic, particularly the untapped potential of additional positive spillovers and impact on poverty reduction. A World Bank study commissioned in 2013 estimated that more than 80 percent of food and beverage products consumed by all-inclusive resorts were imported. While these resorts have been decisive in pushing infrastructure development and promoting job creation, the level of linkages with local businesses is seen as being below potential. The study found that the low level of local food sourcing stemmed from a range of challenges related to sanitary and quantity standards, volumes, reliability of supply, and connectivity. Since then, very little research has sought to quantify the market potential in supplying tourism or assessing which products could be prioritized at local production level, on comparative and competitive advantages vis-à-vis imports. The methodology for this research comprised a quantitative and qualitative survey with a representative sample of large hotels in Sal and Boa Vista, in addition to in-depth follow-up interviews and desk review of pertinent data. The type of commercially sensitive information required from the surveyed participants severely undermined participation, despite guarantees of confidentiality. A substantial effort was invested in following-up, and the team was able to gather consumption data covering a small representative sample of large hotels, as well as relevant information on market characteristics and trends from the leading hotel supplier wholesalers.

    Improving Mindanao Agro-Industrial Competitiveness through Better Logistics and Connectivity

    Despite being the largest food producer of the country, Mindanao remains Philippines’ poorest region. At the heart of Mindanao’s high poverty rate is the region’s weak ability to transform its natural advantage into a competitive one in domestic and foreign markets. This report examines the key constraints faced by Mindanao agricultural and manufacturing producers along the supply chains. For agricultural products, vegetables and cacao were chosen as illustration of the typical constraints faced along different value chains. Vegetables is a smallholder crop consumed domestically with a relatively short supply chain composed of producers, consolidators, and primary consumers. This short supply chain reflects the domestic market focus and limited extent of processing Cacao, on the other hand, has a longer supply chain extending to export markets. Compared to vegetables, cacao requires an additional layer of processing (from wet beans to dry fermented beans to processing for chocolate) before it can reach its final markets.

    Bangladesh Climate-Smart Agriculture Investment Plan: Investment Opportunities in the Agriculture Sector’s Transition to a Climate Resilient Growth Path

    Bangladesh’s agriculture sector is the country’s main source of food security, employment, and poverty alleviation. More than 70 percent of Bangladesh’s population and 77 percent of its workforce lives in rural areas. Nearly half of all Bangladeshi workers and two-thirds of workers in rural areas are directly employed in agriculture. About 87 percent of the nation’s rural households rely on agriculture for at least part of their income. With one of the fastest rates of productivity growth in the world (averaging 2.7 percent per year since 1995, second only to China), Bangladesh’s agriculture sector accounted for 90 percent of the country’s reduction in poverty between 2005 and 2010. This growth has also allowed the country to triple its rice production since it gained independence in 1971 and to halve its food deficit, and with it the number of malnourished people, since the mid-1990s. In 1991, nearly two-thirds of Bangladeshi children were underweight; today that number is less than one-third. Bangladesh faces growing demand for food and pressure from rapid land use change including significant losses of arable land. Population increases to an estimated 186 million by 2030 and 202 million by 2050, increasing income levels, and rapid urbanization at a rate of 3.5 percent annually 1 are expected to shift diets away from rice and wheat toward animal-based diets. At the same time, while Bangladesh produces almost all its own rice, current yield trends indicate production will not be able to satisfy growing demand for cereals (including rice), which is projected to increase 21 percent by 2030 and 24 percent by 2050. Given the increasing population density and continued loss of arable land caused by urbanization and other factors, enhancing the productivity of rice and other staple foods remains crucial. These trends suggest that Bangladesh must sustainably increase food production on far less arable land per capita to continue to strive for self-sufficiency in agricultural production. The World Bank considers climate-smart agriculture (CSA) a strategic priority investment in response to climate change in agriculture. The executive directors of the International Development Association (IDA) of the World Bank Group have recognized the need to address several concerning trends in the world’s poorest countries, including the growing demand for food, the unsustainable pressure of current agricultural practices on agricultural landscapes, the increasing threat of climate change to agricultural productivity, and agriculture’s significant contribution to greenhouse gas emissions.

    Farm Restructuring in Uzbekistan: How Did It Go and What is Next?

    In January 2019, Uzbekistan started a new farm restructuring1. It is said to seek to optimize the use of farmland by increasing the size of farms producing wheat and cotton, reallocating land to more efficient farmers and even clusters, and improving crop rotation options. This is not the first time that this kind of farm restructuring in Uzbekistan takes place. The country has gone through several waves of farm restructuring and land reallocations. Both these processes were administratively managed, with little reference to market or income generation opportunities. During 1992-1997, state farms were decollectivized. During 1998-2002, farm fragmentation into small production units has started, which was completed during 2003-2008. Unsatisfied with the performance of fragmented farms, the government started farm consolidation between 2008/2009 and 2016, creating a dual system when dekhkan smallholders averaging 1 hectare (ha) and producing livestock and horticulture products coexisted with large individual farms, averaging 40-60 ha and producing cotton and wheat under the state order system. The 2019 restructuring seeks to double the size of cotton and wheat farms to the average of 100 ha.

This paper tries to draw some lessons learned specific to agriculture CGSs based on some case studies in developing countries, and aims to provide useful insights for future interventions, including World Bank projects. These lessons learned focus on risk management and operational features of the CGSs serving the agriculture sector.

    Cote d’Ivoire Climate-Smart Agriculture Investment Plan

    Climate change threatens to bring substantial impacts to Côte d’Ivoire’s agriculture sector, which is central to the country’s economic productivity and food security. Climate change, of course, poses challenges not only for Côte d’Ivoire but also for countries across Africa. Côte d’Ivoire is a signatory to the United National Nations Framework Convention on Climate Change (UNFCCC) Paris agreement and has submitted its nationally determined contributions (NDC), committing to take action both on adaptation to climate change and on reducing greenhouse emissions. Côte d’Ivoire is by far a minor emitter of greenhouse gases. This document provides an investment plan for climate-smart agriculture (CSA) in Côte d’Ivoire, developed with support of the AAA Initiative and the World Bank, and technical assistance of the CGIAR Research Program on Climate Change Agriculture and Food Security (CCAFS). This plan includes a set of twelve key CSA investments for Côte d’Ivoire that were developed with strong stakeholder engagement, expert input and scientific evidence. Because it is a member of the AAA Initiative and is also committed to delivering on its NDC commitments, Côte d’Ivoire now has an investment plan that includes a set of specific climate-smart projects that improve productivity, build resilience to climate change and, as appropriate, reduce greenhouse gas emissions in the agriculture sector.

    Bangladesh: Agricultural Insurance Solutions Appraisal Technical Report

    Agriculture is a key sector in Bangladesh, but it is highly exposed to risks. While agriculture is a source of employment and livelihood for nearly one in two adults in Bangladesh and contributes about 16 percent to GDP, it is highly exposed to natural hazards. Indeed, Bangladesh is commonly ranked as one of the most vulnerable countries in the world to natural disasters with agriculture heavily exposed to floods, cyclones, and drought. In 2007, for instance, Cyclone Sidr destroyed 0.69 million ha of cultivated crop lands and killed over 460,000 head of livestock and poultry.In the past, the government of Bangladesh and development partners have provided substantialsupport to farmers in the aftermath of large disasters, but this approach has disadvantages in that support is not guaranteed to farmers and may be slow. In the aftermath of Cyclone Sidr,recovery and reconstruction needs were estimated at USD 1.3 billion, or 28 percent of governmentexpenditures. In spite of efforts by the government of Bangladesh, the gap between available funding and needs is often large and can reach more than USD 1.5 billion in bad years (Air Worldwide and ADPC 2014). Bangladesh often relies on international assistance, as over the past ten years, only 33 percent of disaster-related expenses has been met by domestic resources. In addition, disaster relief transfers often take substantial time to reach beneficiaries and require to divert resources away from long term development projects. Agricultural insurance offers the government a planned, fast, ex ante alternative to ad hoc disaster response, one that (1) reduces the ex post fiscal burden on the government, (2) improves farmers’ resilience to shocks, and (3) supports the expansion of agricultural credit. Every five years on average in Bangladesh, production shocks lead to a drop of up to 50 percent in crop income available for consumption in average rural households. This drop pushes many small- and medium- scale farmers into poverty. Although many Bangladeshi farmers can access credit, their exposure to risks makes formal financial institutions reluctant to lend to them, so that most farmers borrow from informal lenders at average annual interest rates ranging from 19 percent to 30 percent. Agricultural insurance transfers risk away from farmers, and therefore benefits financial institutions and the government of Bangladesh as well as the farmers themselves.
