    A Roadmap for Climate Action in Latin America and the Caribbean, 2021-2025

    In Latin America and the Caribbean (LAC) the rapidly changing climate is increasing the frequency and intensity of extreme weather‑related events. The year 2020 saw the most catastrophic fire season over the Pantanal region and a record number of storms during the Atlantic cyclone season. Eta and Iota, two category 4 hurricanes, affected more than 8 million people in Central America, causing tens of billions of dollars in damage. In Honduras, annual average losses due to climate‑related shocks are estimated at 2.3 percent of gross domestic product (GDP). In rankings of the impacts of extreme weather events from 2000 to 2019, five Caribbean nations figure among the top 20 globally in terms of fatalities per capita, while in terms of economic losses as a share of GDP eight of the top 20 countries are in the Caribbean. Extreme precipitation events, which result in floods and landslides, are projected to intensify in magnitude and frequency due to climate change, with a 1.5°C increase in mean global temperature projected to result in an increase of up to 200 percent in the population affected by floods in Colombia, Brazil, and Argentina; 300 percent in Ecuador; and 400 percent in Peru. Climate shocks reduce the income of the poorest 40 percent by more than double the average of the LAC population and could push an estimated 2.4–5.8 million people in the region into extreme poverty by 2030.

    The State of the Global Education Crisis: A Path to Recovery

    Even before Coronavirus disease 2019 (COVID-19) hit, the world was already experiencing a learning crisis. 258 million primary- and secondary-school age children and youth were out of school. Many children who were in school were learning very little: 53 percent of all ten-year-old children in low- and middle-income countries were experiencing learning poverty, meaning that they were unable to read and understand a simple age-appropriate text at age 10. This report spotlights how COVID-19 has deepened the education crisis and charts a course for creating more resilient education systems for the future. Section one gives introduction. Section two documents COVID-19’s impacts on learning levels by presenting updated simulations and bringing together the latest documented evidence on learning loss from over 28 countries. Section three explores how the crisis has widened inequality and had greater impacts on already disadvantaged children and youth. Section four reviews evidence on learning recovery from past crises and highlights current policy responses that appear most likely to have succeeded in stemming learning losses, while recognizing that the evidence is still in a nascent stage. The final section discusses how to build on the investments made and the lessons learned during the pandemic to accelerate learning recovery and emerge from the crisis with increased education quality, resilience, and equity in the longer term.

    Utility of the Future: Taking Water and Sanitation Utilities Beyond the Next Level

    The sustainable development goal for water and sanitation to ensure availability and sustainable management of water and sanitation for all is a lofty goal. Worldwide, 2.4 billion people remain without access to improved sanitation and nearly 0.7 billion remain without access to improved drinking water sources. Those who have access to water supply and sanitation (WSS) services often must cope with intermittent water supply, sewerage system overflows, and poor customer service. Poor service frequently stems from a vicious cycle of dysfunctional political environments and inefficient practices. Global forces - including climate change, water scarcity, population growth, and rapid urbanization - exacerbate these challenges in providing high-quality, sustainable WSS service delivery. Therefore, WSS utilities require a new approach to planning and sequencing reforms to provide WSS services in a sustainable manner. The utility of the future (UoF) program provides this new approach and was designed in a way that builds on the extensive body of knowledge on utility performance improvement. Chapter one gives introduction. Chapter two defines the UoF concept, the determinants of success, and the analytical basis of the program. Chapter three presents the methodology developed specifically to conduct the diagnostic assessment and determine the utility’s desired maturity level. Chapter four presents a 15-step approach to translating the results of the diagnostic assessment into a prioritized and sequenced action plan.

    Loud and Clear: Effective Language of Instruction Policies for Learning

    Part 1 addresses why we should care about LoI (Language of Instruction) issues and the major challenges involved. Its four sections are entitled: (i) why should we care (ii) how big is the problem (iii) the role of political economy; and (iv) diverse LoI contexts. Part 2 presents existing solutions (in section 5) and proposes a detailed way forward for the WB Education Global Practice (section 6). It should be noted that the paper does not claim to possess or propose a complete set of technical solutions for the myriad of difficult policy issues involved. By enhancing engagement and devoting adequate resources to the problem, existing solutions will be deployed, and new solutions devised. Increased partnership and knowledge sharing will be part of this, as will be the testing of innovative approaches. The new approach will involve learning at the individual and institutional level, with an intensity of engagement commensurate with the urgency of the issue.

    Resource Financed Infrastructure : A Discussion on a New Form of Infrastructure Financing

    This report, consisting of a study prepared by global project finance specialists Hunton and Williams LLP and comments from six internationally reputed economists and policy makers, provides an analytical discussion of resource financed infrastructure (RFI) contracting from a project finance perspective. The report is meant as a forum for in-depth discussion and as a basis for further research into RFI's role, risks, and potential, without any intention to present a World Bank, supported view on RFI contracting. It is motivated by the conviction that if countries are to continue to either seeks RFI or receive unsolicited RFI proposals, there is an onus on public officials to discern bad deals from good, to judge unavoidable trade-offs, and to act accordingly. The report aims to provide a basis for developing insights on how RFI deals can be made subject to the same degree of public policy scrutiny as any other instrument through which a government of a low or lower-middle-income country might seek to mobilize development finance. The report also feeds into the global mainstreaming of 'open contracting,' providing citizens with the means to engage with governments and other stakeholders on how nonrenewable resources are best managed for the public benefit. In the case of RFI, there is a very direct link made between the value of resources in the ground and the development of (infrastructure) benefits. It should not be a surprise, therefore, that the revised Extractive Industries Transparency Initiative (EITI) Standard, adopted in May 2013, addresses extractive transactions with an infrastructure component, including RFI.

    IFC Annual Report 2012 : Innovation, Influence, Demonstration, Volume 2. Results

    This annual report of the International Finance Corporation (IFC) summarizes the innovation and leadership roles in the private sector during fiscal year 2012. The IFC invested a record $20.4 billion in 103 developing countries, reflecting a doubling of annual commitments over the last five years. Those investments included nearly $5 billion mobilized from other investors, and an investment for Sub-Saharan Africa totaling $2.7 billion, nearly twice as much as five years ago. The advisory services program expenditures grew to $197 million, up more than 50 percent over the last five years. Advisory services also helped 33 client governments introduce 56 investment-climate reforms that will improve access to basic services for more than 16 million people. IFC investment clients helped support 2.5 million jobs in 2011 and made 23 million loans totaling more than $200 billion to micro, small, and medium enterprises. Net income before grants to the International Development Association (IDA) totaled $1.66 billion. The IFC has invested more than $23 billion in IDA countries, nearly $6 billion of it in fiscal year 2012 alone.

    World Development Report 2012: Gender Equality and Development

    The main message of this year's World development report: gender equality and development is that these patterns of progress and persistence in gender equality matter, both for development outcomes and policy making. They matter because gender equality is a core development objective in its own right. But greater gender equality is also smart economics, enhancing productivity and improving other development outcomes, including prospects for the next generation and for the quality of societal policies and institutions. Economic development is not enough to shrink all gender disparities-corrective policies that focus on persisting gender gaps are essential. This report points to four priority areas for policy going forward. First, reducing gender gaps in human capital-specifically those that address female mortality and education. Second, closing gender gaps in access to economic opportunities, earnings, and productivity. Third, shrinking gender differences in voice and agency within society. Fourth, limiting the reproduction of gender inequality across generations. These are all areas where higher incomes by themselves do little to reduce gender gaps, but focused policies can have a real impact. Gender equality is at the heart of development. It's the right development objective, and it's smart economic policy. The World development report 2012 can help both countries and international partners think through and integrate a focus on gender equality into development policy making and programming.

    The World Bank Annual Report 2011: Year in Review

    Executive Directors continued to play an important role as the World Bank faced many challenges in a global post crisis economy. The Board considered a number of key documents in preparation for the committee on development effectiveness meetings. These included the World Development Report 2011, which focuses on conflict, security, and development, and responding to global food price volatility and its impact on food security, which examines the Bank's responses to food price increases and climate change risks. The Board approved more than $42 billion in financial assistance in fiscal 2011, comprising about $26 billion in International Bank for Reconstruction and Development (IBRD) lending and $16 billion in International Development Association (IDA) support. During fiscal 2011 the Bank Group committed $57.3 billion in loans, grants, equity investments, and guarantees to its members and to private businesses. IBRD commitments totaled $26.7 billion compared with $44.2billion in 2010, but still above pre crisis levels. The World Bank Group continues to operate under a real flat budget, for the seventh consecutive year.
