All Drops in the Bucket for Universalization: Public Expenditure Review of Water and Sanitation in Brazil
(Washington, DC, 2022-03) World BankBrazil has a pressing need for better water supply and sanitation services (WSS), but in recent years public investment in the sector has been declining both in real terms and as a proportion of gross domestic product (GDP) and is often spent behind schedule and inefficiently. WSS budgets are allocated to states with higher populations, leaving behind rural areas. Federal and state resources must be aligned to incentive inclusion through WSS investments and improvements in service providers’ operational efficiency. -

Angola Country Climate and Development Report
(World Bank, Washington, DC, 2022) World Bank GroupClimate change is already affecting people’s lives and livelihoods in Angola, as well as the Angolan economy. The country is experiencing increasingly severe and frequent climate hazards, including the South’s worst prolonged droughts in decades. Climate change impacts also come with a heavy price tag: climate-related disasters (floods, storms, droughts) cost Angola nearly US1.2 billion dollars between 2005 and 2017, and on average droughts alone affect about a million Angolans every year. Impacts of climate variability on Angola’s water resources are expected to be particularly severe and will affect food and energy production, as well as hydropower, on which Angola relies for most of its electricity. The future does not look much brighter: climate models predict a rise in temperatures, with most of Angola becoming 1–1.5 degree Celsius warmer in 2020-2040 relative to the 1981–2010 period, with a 1.4-degree Celsius increase in the annual average temperature already recorded. The imperative to adapt and transition to a proactive model for climate risk management is urgent. Against this backdrop, and the equally urgent priority to diversify away from a highly oil-based economy, the Angola Country Climate and Development Report (CCDR) provides options for the country to adapt to a fast-warming and decarbonizing world and adopt measures for more diversified and climate-resilient development that will underpin sustainable and inclusive growth. Angola has significant renewable capital, including agricultural land, forests, water resources, and, above all, its people, who can facilitate this process. But climate change also threatens these renewable assets, and necessary investments in climate resilience will be critical to realize their potential. This report identifies five pathways to achieve a vision of a future Angolan economy that is both diversified and climate-resilient, with opportunities for all. Tailored to the national context, these approaches were identified in dialogue with the Government of Angola and build on national development priorities. Angola is rich in natural capital, not only oil, gas, and diamonds, but also abundant water resources, renewable energy potential, and fertile arable land. Therefore, to shift away from an economy driven by oil and gas extraction and toward a sustainable and diversified economy based on renewable natural capital, this CCDR recommends investing in and building the resilience of key sectors, notably 1) water resources, 2) agriculture and fisheries, and 3) renewable energy. Delivering the vision of a climate-resilient and diversified economy also entails 4) enabling green and resilient cities with economic opportunities for all Angolans; and leveraging Angola’s young population by 5) boosting human capital, through expanded, climate-resilient access to basic services and by fostering a culture of climate preparedness. -

More and Better Jobs from Crops and Trees in Mozambique
(World Bank, Washington, DC, 2021-11-25) Delgado, Christopher ; Costa, Carlos ; Ricaldi, FedericaThis book focuses on entry points for creation of better jobs through agricultural value chains and lays out the policy implications, using cassava, cashew, and plantation forestry as examples. It is based on case studies carried out in 2018-2020 by the World Bank Jobs Group as part of the multi-stakeholder Let’s Work Program in Mozambique. Let’s Work is a global partnership encompassing over 25 private sector organizations, international financial institutions, multilateral development banks, and bilateral donors focused on supporting private sector-led job growth. The study documents opportunities for creating more and better jobs, often in formal employment, linked to the cassava, cashew and plantation forestry value chains. Cassava in Mozambique is currently a traditional subsistence food crop; cashew is a struggling traditional export crop; and plantation forestry is a relatively new sector. However, the study also argues that to realize these opportunities Mozambique requires proactive public policy and investments to overcome significant challenges such as: climate change; over-concentration in current export market destinations; and the unintended side effects of some public policies. The study is focused on promoting an enabling environment for private sector growth in these value chains. It aims to inform ongoing debates about how agriculture and improved natural resource management can contribute more to economic transformation in Mozambique. -

Diagnosing Angola’s WASH Sector: An Urgent Call to Action

The Angola WASH sector diagnostic identifies key service-delivery problems in the WASH sector and their enabling environment through an institutional assessment and political economy analysis that takes into account the cross-sectoral links underpinning human development. Specifically, the diagnostic first explores inequalities in access to WASH services and their relationship to childhood health in Angola, using data from the most recent demographic health survey (DHS, 2015-16) and the joint monitoring program (JMP) of the United Nations Children’s Fund and World Health Organization. Next, the diagnostic identifies key institutional constraints and bottlenecks through a comprehensive governance and public expenditure review of Angola’s WASH sector. Finally, the report provides guidance on how to improve the effectiveness of the WASH sector in support of broader policy goals to achieve sustainability and meet the targets of the sustainable development goals (SDGs). The diagnostic answers the following questions, each of which probes the links between access to safe WASH services and human development and highlights opportunities to improve policy, investments, and practice: (1) what is the current level and quality of access to WASH services in Angola, and how does access vary temporally and spatially?; (2) what are the links and synergies between WASH and other sectors critical to human development in Angola?; (3) what constrains WASH service delivery; and (4) what solutions will have the greatest effect on overall human development? -

Mozambique Economic Update, February 2021: Setting the Stage for Recovery
(Washington, DC: World Bank, 2021-02) World BankThe global pandemic has taken a heavy toll on Mozambique’s economy. In 2020, the country experienced its first economic contraction in nearly three decades. COVID-19 (coronavirus) hit the economy as it was attempting to recover from the slowdown triggered by the hidden debt crisis and the tropical cyclones in 2019. Real gross domestic product (GDP) contracted by 1.3 percent in 2020, compared to a pre-Covid estimate of 4.3 percent, as external demand declined, domestic lockdown measures disrupted supply chains and depressed domestic demand, and liquified natural gas (LNG) investments were delayed. COVID-19 has caused a sudden income loss for enterprises and households, worsening living conditions, especially for the urban poor largely engaged in the informal sector. According to the National Institute of Statistics, as of June 2020, about 120,000 jobs were lost and 63,000 employment contracts suspended, with women being the most affected. Around 3 percent of the firms affected were forced to cease their activity. Services activities are the hardest hit. The tourism and hospitality industries have particularly suffered a steep decline in revenues. COVID-19 has jeopardized years of hard-won development gains, with about one million people estimated to have slipped into poverty in 2020 (as measured by the international poverty line of 1.90 US Dollars per day). While there is great uncertainty about the path of the pandemic, the economy is expected to gradually recover from 2021 as aggregate demand rebounds and LNG investments and extractive production gain momentum. Despite the expected recovery, the widespread deployment of COVID-19 vaccines will be at the core of a resilient recovery. This Economic Update explores the implications of COVID-19 for the economy, businesses and households. It makes recommendations for moving forward—in the short-term relief phase, as well as over the medium and longer term in order to 'build back better'. -

Protecting People and Economies: Integrated Policy Responses to COVID-19
(World Bank, Washington, DC, 2020-05) World BankThe COVID-19 pandemic has unleashed a global health emergency and an unprecedented economic crisis of historic magnitude. Governments facing this threat are in uncharted territory, but three policy priorities addressed in this note are clear. Disease containment is a first-order concern to combat the pandemic, and measures such as testing and tracing, coupled with isolating and treating the infected can bring first-order gains. The economic crisis requires a parallel and simultaneous effort to save jobs, protect income, and ensure access to services for vulnerable populations. As governments act to slow the pandemic and protect lives and livelihoods now, they will need to maintain macro stability, continue to build trust, and communicate clearly to avoid deeper downturns and social unrest. Looking forward, this crisis can be an opportunity to rethink policy to build back with stronger systems for people and economies. -

Inclusion Matters in Africa

As in other parts of the world, positive developments have been uneven in Africa. This report places the notion of social inclusion in an analysis of Africa’s achievements and challenges. Its interdisciplinary approach uses evidence to bring empirical weight to issues that are often debated through advocacy and contestation. It also contributes to the priority areas of a new regional strategy for the Africa region of the World Bank by focusing on women’s empowerment, digital technology, fragility, and climate change, among others. The report asks, in the wake of the advances Africa has made over the years, who is excluded, from what, how, and why. It then highlights what has been attempted in the quest of African countries for social inclusion. One of the main contributions of this report is that while grounded in the experience of African countries, it shows that Africa’s challenges in social inclusion are not unique or exceptional. It highlights examples of the remarkable innovations that abound in Africa and of the policy and programmatic movement towards social inclusion. It surmises that social inclusion must be based on a clear social contract that recognizes both the costs and benefits of policies and interventions towards social inclusion. -

Afro-descendants in Latin America: Toward a Framework of Inclusion

They comprise a highly heterogeneous population and are unevenly distributed across the region, but share a common history of displacement and exclusion. Despite significant gains over the past decade, Afro-descendants still are overrepresented among the poor and are underrepresented in decision-making positions, both in the private and the public sector. The extent to which Latin America will be able to end extreme poverty and boost shared prosperity will therefore depend, to a very large degree, on the social inclusion of Afro-descendants. The objective of this study is to deepen the region's empirical understanding of the drivers behind the persistent exclusion of the afro-descendants, as a first step to design appropriate solutions. The report proposes a framework to organize and think of the myriad options available to address their situations, based on the experience accumulated by the region and the data available. -

Mozambique Jobs Diagnostic: Volume 1. Analytics
(World Bank, Washington, DC, 2018-08-16) Lachler, Ulrich ; Walker, IanThis report focuses on the challenge of Mozambique's jobs transition: how to accelerate the shift into higher value-added activities and better livelihoods. As Mozambique enters the next phase of the demographic transition, the working-age population (WAP) is growing rapidly. Education levels are also steadily improving. However, good jobs are not expanding fast enough to absorb the growing, better educated labor force. The risk is that many young people will end up doing the same jobs as their parents—and in similar levels of poverty. In this context, the challenge is to help the labor force (particularly young people entering the labor market) increase their earnings by creating opportunities for more productive work. Regardless of whether they are engaged in self-employment or in wage jobs, it is necessary to link them to sources of capital, technology and markets, and to give them access to scale and agglomeration economies. Otherwise, the demographic dividend will be squandered. -

Review of International Practices for Determining Medium Term Resource Needs of Spending Agencies

Both reports were carried out with support of the Governance Partnership Facility Trust Fund and in partnership between the Brazilian and Indonesian country offices of the World Bank. The first report aims to review international practices for determining medium term resource needs of spending agencies (what is also referred to as bottom-up costing for medium term expenditure frameworks). The principal objective is to compile comparative information on practices and methodologies used by selected OECD countries to determine program costs as part of their medium term expenditure planning. The second report details the experiences of three selected subnational governments in Brazil: Sao Paulo, Rio Grande do Sul and Pernambuco with the development and use of cost information. The main objective is to present comparative information on practices adopted by these jurisdictions. It is expected that this volume helps to fill a gap in the technical literature by presenting practical examples of the development and use of cost information within budgetary and fiscal planning frameworks in advanced and developing countries both at the national and subnational level.
