    Doing Business in Mozambique 2019: Comparing Business Regulation for Domestic Firms in 10 Provinces with 189 Other Economies

    Doing Business in Mozambique 2019—the first subnational Doing Business study for Mozambique—assesses the regulatory environment for small and medium-size enterprises in the country. It measures ten provinces in the areas of starting a business, registering property and enforcing contracts: Cabo Delgado, Gaza, Inhambane, Manica, Maputo City, Niassa, Nampula, Sofala, Tete and Zambezia. It also measures trading across borders in three major seaports, Beira port, Maputo port and Nacala port, as well as one land border crossing, Ressano Garcia.

    Women, Business and the Law 2019: A Decade of Reform

    The World Bank Group’s Women, Business and the Law examines laws and regulations affecting women’s prospects as entrepreneurs and employees across 187 economies. Its goal is to inform policy discussions on how to remove legal restrictions on women and promote research on how to improve women’s economic inclusion. Women, Business and the Law 2019: A Decade of Reform introduces a new index measuring legal rights for women throughout their working lives in 187 economies. The index is composed of 35 data points grouped into eight indicators. The data covers a 10-year period not only to understand the current situation but to see how laws affecting women’s equality of opportunity have evolved over time. The index assesses economic rights at milestones spanning the arc of a woman’s working life: the ability to move freely; starting a job; getting paid; legal capacity within marriage; having children; running a business; managing assets; and getting a pension.

    World Development Report 2019: The Changing Nature of Work

    Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

    Mozambique Jobs Diagnostic: Volume 1. Analytics

    This report focuses on the challenge of Mozambique's jobs transition: how to accelerate the shift into higher value-added activities and better livelihoods. As Mozambique enters the next phase of the demographic transition, the working-age population (WAP) is growing rapidly. Education levels are also steadily improving. However, good jobs are not expanding fast enough to absorb the growing, better educated labor force. The risk is that many young people will end up doing the same jobs as their parents—and in similar levels of poverty. In this context, the challenge is to help the labor force (particularly young people entering the labor market) increase their earnings by creating opportunities for more productive work. Regardless of whether they are engaged in self-employment or in wage jobs, it is necessary to link them to sources of capital, technology and markets, and to give them access to scale and agglomeration economies. Otherwise, the demographic dividend will be squandered.

    Jobs and Growth: Brazil's Productivity Agenda

    Brazil approaches its 2018 election with an economy that is gradually recovering from the deepest recession in its recent economic history. However, for many Brazilians, the recovery has not yet translated into new and better jobs, or rising incomes. This book explores the drivers of future employment and income growth. Its key finding: Brazil needs to dramatically improve its performance across all industries in terms of productivity if the country is to provide better jobs for its citizens and generate lasting gains in incomes growth for all. This is particularly important as Brazil is aging rapidly and the boost the country has enjoyed thanks to its young and growing labor force in the past decades will disappear in just a few years’ time. The book recommends a change in the relationship between the state and business, from rewarding privileged incumbents to fostering competition and innovation—together with supporting workers and firms to adjust to the demands of the market. The book is addressed to all scholars and students of Brazil’s economy, especially those interested in why the country’s economic performance has not kept up with earlier achievements since the reintroduction of democracy in the mid-1980s. Its conclusions are urgent and pertinent but also optimistic. With the right policy mix, Brazil could enter the third century of its independence in 2022 well on track to join the ranks of high income countries.

    World Development Report 2018: Learning to Realize Education's Promise

    Every year, the World Bank's World Development Report takes on a topic of central importance to global development. The 2018 Report, Learning to Realize Education's Promise, is the first ever devoted entirely to education. Now is an excellent time for it: education has long been critical for human welfare, but is even more so in a time of rapid economic change. The Report explores four main themes. First, education's promise: Education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies - both within and outside the education system. Second, the learning crisis: Despite gains in education access, recent learning assessments show that many young people around the world, especially from poor families, are leaving school unequipped with even the most foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. Third, promising interventions to improve learning: Research from areas such as brain science, pedagogical innovations, or school management have identified interventions that promote learning by ensuring that learners are prepared, that teachers are skilled as well as motivated, and that other inputs support the teacher-learner relationship. Fourth, learning at scale: Achieving learning throughout an education system will require more than just scaling up effective interventions. Change requires overcoming technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and being adaptive when implementing programs.

    Wage Inequality in Latin America: Understanding the Past to Prepare for the Future

    What caused the decline in wage inequality of the 2000s in Latin America? Looking to the future, will the current economic slowdown be regressive? Wage Inequality in Latin America: Understanding the Past to Prepare for the Future addresses these two questions by reviewing relevant literature and providing new evidence on what we know from the conceptual, empirical, and policy perspectives. The answer to the first question can be broken down into several parts, although the bottom line is that the changes in wage inequality resulted from a combination of three forces: (a) education expansion and its effect on falling returns to skill (the supply-side story); (b) shifts in aggregate domestic demand; and (c) exchange rate appreciation from the commodity boom and the associated shift to the nontradable sector that changed interfirm wage differences. Other forces had a non-negligible but secondary role in some countries, while they were not present in others. These include the rapid increase of the minimum wage and a rapid trend toward formalization of employment, which played a supporting role but only during the boom. Understanding the forces behind recent trends also helps to shed light on the second question. The analysis in this volume suggests that the economic slowdown is putting the brakes on the reduction of inequality in Latin America and will likely continue to do so—but it might not actually reverse the region’s movement toward less wage inequality.

Readers will gain an understanding of impact evaluations and the best ways to use them to design evidence-based policies and programs. The updated version covers the newest techniques for evaluating programs and includes state-of-the-art implementation advice, as well as an expanded set of examples and case studies that draw on recent development challenges. It also includes new material on research ethics and partnerships to conduct impact evaluation. The handbook is divided into four sections: Part One discusses what to evaluate and why; Part Two presents the main impact evaluation methods; Part Three addresses how to manage impact evaluations; Part Four reviews impact evaluation sampling and data collection. Case studies illustrate different applications of impact evaluations.     Sustaining Employment and Wage Gains in Brazil: A Skills and Jobs Agenda

    In the past 15 years, employment, labor market participation, and wages have grown significantly in Brazil. Improved labor market outcomes have been the main drivers of reductions in poverty and inequality. But job creation is already slowing. Continued progress in employment and labor earnings will depend on the country’s ability to achieve a first critical goal: raising labor productivity. Continued improvements in the livelihoods of the poor will depend on the country’s ability to achieve a second critical goal: connecting the poor to better, more productive jobs. Sustaining Employment and Wage Gains in Brazil: A Skills and Jobs Agenda analyzes Brazil’s labor markets and identifies the key challenges involved in sustaining job creation, wage growth, and poverty reduction. The book discusses reforms of program design and implementation in the policy areas of skills development, unemployment insurance and other labor market regulations, active labor market programs, and productive inclusion programs. The report reviews existing interventions in these four policy areas and proposes an agenda of incremental policy changes that could more effectively support the two critical goals. It also describes specific opportunities in each policy area to better coordinate programs with private sector demands and across policies, while also adapting them to improve the results for the urban and rural poor. An essential first step will be to strengthen monitoring and evaluation systems to measure results by tracking the effects of programs on labor market outcomes and using that information to inform program expansion.
