A Roadmap for Climate Action in Latin America and the Caribbean, 2021-2025
(Washington, DC: World Bank, 2022) World Bank GroupIn Latin America and the Caribbean (LAC) the rapidly changing climate is increasing the frequency and intensity of extreme weather‑related events. The year 2020 saw the most catastrophic fire season over the Pantanal region and a record number of storms during the Atlantic cyclone season. Eta and Iota, two category 4 hurricanes, affected more than 8 million people in Central America, causing tens of billions of dollars in damage. In Honduras, annual average losses due to climate‑related shocks are estimated at 2.3 percent of gross domestic product (GDP). In rankings of the impacts of extreme weather events from 2000 to 2019, five Caribbean nations figure among the top 20 globally in terms of fatalities per capita, while in terms of economic losses as a share of GDP eight of the top 20 countries are in the Caribbean. Extreme precipitation events, which result in floods and landslides, are projected to intensify in magnitude and frequency due to climate change, with a 1.5°C increase in mean global temperature projected to result in an increase of up to 200 percent in the population affected by floods in Colombia, Brazil, and Argentina; 300 percent in Ecuador; and 400 percent in Peru. Climate shocks reduce the income of the poorest 40 percent by more than double the average of the LAC population and could push an estimated 2.4–5.8 million people in the region into extreme poverty by 2030. -

Angola Country Climate and Development Report
(World Bank, Washington, DC, 2022) World Bank GroupClimate change is already affecting people’s lives and livelihoods in Angola, as well as the Angolan economy. The country is experiencing increasingly severe and frequent climate hazards, including the South’s worst prolonged droughts in decades. Climate change impacts also come with a heavy price tag: climate-related disasters (floods, storms, droughts) cost Angola nearly US1.2 billion dollars between 2005 and 2017, and on average droughts alone affect about a million Angolans every year. Impacts of climate variability on Angola’s water resources are expected to be particularly severe and will affect food and energy production, as well as hydropower, on which Angola relies for most of its electricity. The future does not look much brighter: climate models predict a rise in temperatures, with most of Angola becoming 1–1.5 degree Celsius warmer in 2020-2040 relative to the 1981–2010 period, with a 1.4-degree Celsius increase in the annual average temperature already recorded. The imperative to adapt and transition to a proactive model for climate risk management is urgent. Against this backdrop, and the equally urgent priority to diversify away from a highly oil-based economy, the Angola Country Climate and Development Report (CCDR) provides options for the country to adapt to a fast-warming and decarbonizing world and adopt measures for more diversified and climate-resilient development that will underpin sustainable and inclusive growth. Angola has significant renewable capital, including agricultural land, forests, water resources, and, above all, its people, who can facilitate this process. But climate change also threatens these renewable assets, and necessary investments in climate resilience will be critical to realize their potential. This report identifies five pathways to achieve a vision of a future Angolan economy that is both diversified and climate-resilient, with opportunities for all. Tailored to the national context, these approaches were identified in dialogue with the Government of Angola and build on national development priorities. Angola is rich in natural capital, not only oil, gas, and diamonds, but also abundant water resources, renewable energy potential, and fertile arable land. Therefore, to shift away from an economy driven by oil and gas extraction and toward a sustainable and diversified economy based on renewable natural capital, this CCDR recommends investing in and building the resilience of key sectors, notably 1) water resources, 2) agriculture and fisheries, and 3) renewable energy. Delivering the vision of a climate-resilient and diversified economy also entails 4) enabling green and resilient cities with economic opportunities for all Angolans; and leveraging Angola’s young population by 5) boosting human capital, through expanded, climate-resilient access to basic services and by fostering a culture of climate preparedness. -

Doing Business in Mozambique 2019: Comparing Business Regulation for Domestic Firms in 10 Provinces with 189 Other Economies

It measures ten provinces in the areas of starting a business, registering property and enforcing contracts: Cabo Delgado, Gaza, Inhambane, Manica, Maputo City, Niassa, Nampula, Sofala, Tete and Zambezia. It also measures trading across borders in three major seaports, Beira port, Maputo port and Nacala port, as well as one land border crossing, Ressano Garcia. -

Women, Business and the Law 2019: A Decade of Reform

Its goal is to inform policy discussions on how to remove legal restrictions on women and promote research on how to improve women’s economic inclusion. Women, Business and the Law 2019: A Decade of Reform introduces a new index measuring legal rights for women throughout their working lives in 187 economies. The index is composed of 35 data points grouped into eight indicators. The data covers a 10-year period not only to understand the current situation but to see how laws affecting women’s equality of opportunity have evolved over time. The index assesses economic rights at milestones spanning the arc of a woman’s working life: the ability to move freely; starting a job; getting paid; legal capacity within marriage; having children; running a business; managing assets; and getting a pension. -

Republic of Cabo Verde: Adjusting the Development Model to Revive Growth and Strengthen Social Inclusion
(World Bank, Washington, DC, 2018) World Bank GroupCabo Verde’s economic achievements over the last thirty years have been spectacular and are unprecedented on the African continent. These achievements are remarkable given the unique challenges the country faces due to its small size, lack of scale for production of goods and delivery of economic and social services, remoteness, geographical dispersion, environmental fragility, and high exposure to shocks. This Systematic Country Diagnostic (SCD) presents an assessment of the main opportunities and constraints for achieving the World Bank’s twin goals in Cabo Verde. It assesses the pathways for reducing extreme poverty and raising the welfare of the poorest forty percent of the population in a sustainable manner, and identifies the main constraints for operationalizing these. The SCD is based on a review of existing documents, analysis of available data, and in-country discussions and expert interviews that took place during 2016 and 2017. The SCD focuses on the country’s development potential and challenges to meeting the objectives of poverty reduction and shared posterity. It lays the ground for the program of collaboration between Cabo Verde and the World Bank Group, namely the 2018–2021 country partnership framework. -

Conducting Classroom Observations: Stallings 'Classroom Snapshot' Observation System for an Electronic Tablet
(World Bank, Washington, DC, 2017-07) World Bank GroupThe “Stallings Classroom Snapshot” instrument, technically called the “Stanford Research Institute Classroom Observation System”, was developed by Professor Jane Stallings for research on the efficiency and quality of basic education teachers in the United States in the 1970s. (Stallings, 1977; Stallings and Mohlman, 1988). The Stallings instrument generates robust quantitative data on the interaction of teachers and students in the classroom, with a high degree of inter-rater reliability (0.8 or higher) among observers with relatively limited training, which makes it suitable for large-scale samples in developing country settings. (Jukes, 2006; Abadzi, 2007; DeStefano et al, 2010; Schuh-Moore et al, 2010). The instrument is language and curriculum-neutral, so results are directly comparable across different types of schools and country contexts, and a growing body of comparative country data from the US and developing countries is available. Use of the Stallings classroom snapshot in more than seven countries in the Latin America and the Caribbean region in recent years has generated a global data base of more than 20,000 different classroom observations in more than 3,600 schools. A public use online database is being created on the World Bank/SIEF (Strategic Impact Evaluation Fund) website. These data provide valuable reference benchmarks for any country or education system that uses the Stallings instrument following the protocol outlined in this guide. -

World Development Report 2017: Governance and the Law

When they are, why do they often fail to generate development outcomes such as security, growth, and equity? And why do some bad policies endure? This book addresses these fundamental questions, which are at the heart of development. Policy making and policy implementation do not occur in a vacuum. Rather, they take place in complex political and social settings, in which individuals and groups with unequal power interact within changing rules as they pursue conflicting interests. The process of these interactions is what this Report calls governance, and the space in which these interactions take place, the policy arena. The capacity of actors to commit and their willingness to cooperate and coordinate to achieve socially desirable goals are what matter for effectiveness. However, who bargains, who is excluded, and what barriers block entry to the policy arena determine the selection and implementation of policies and, consequently, their impact on development outcomes. Exclusion, capture, and clientelism are manifestations of power asymmetries that lead to failures to achieve security, growth, and equity. The distribution of power in society is partly determined by history. Yet, there is room for positive change. This Report reveals that governance can mitigate, even overcome, power asymmetries to bring about more effective policy interventions that achieve sustainable improvements in security, growth, and equity. This happens by shifting the incentives of those with power, reshaping their preferences in favor of good outcomes, and taking into account the interests of previously excluded participants. These changes can come about through bargains among elites and greater citizen engagement, as well as by international actors supporting rules that strengthen coalitions for reform. -

These two focus areas build on three cross-cutting themes: climate change and resilience, rights and participation; and institutions and governance. -
