    Designing a Multi-Stakeholder Results Framework : A Toolkit to Guide Participatory Diagnostics and Planning for Stronger Results and Effectiveness

    This toolkit provides guidance to strengthen the results and effectiveness of multi-stakeholder development planning, including practical tools and processes. The toolkit guides collaborative steps, such as setting goals, diagnosing institutional problems and monitoring outcomes, all to produce a multi-stakeholder, outcome-based results framework to prepare a development strategy or plan and to implement with a strong result focus. It also includes guidance to use the results framework to highlight potentially high-impact areas for strengthening multi-stakeholder activities and to integrate monitoring and budget planning to a common set of outcomes. The toolkit gives special attention to the fragile context for development practitioners working in this area. The toolkit modules provide customizable resources to create a multi-stakeholder, outcome-based results framework. The modules can be used together as a complete resource or separately, focusing on modules that are of immediate interest. Although WBI originally developed the modules to support strategy design at the national level, they can also guide multi-stakeholder planning for results in other settings or key sectors where actors have diverse perspectives, with appropriate adjustments.

    Fraud and Corruption Awareness Handbook : A Handbook for Civil Servants Involved in Public Procurement

    This handbook is intended for government employees involved in public procurement. It provides some insights into how fraud and corruption schemes work in public investments. The handbook identifies a range of fraud and corruption indicators, or red flags, and relevant schemes that may become apparent during the life of an investment, from design to implementation. The primary focus of this handbook is fraud and corruption in procurement, with some coverage of general governance issues. It is based on the experience of Poland s Central Anti-Corruption Bureau and the World Bank s Integrity Vice Presidency, and it presents examples referring both to public investments implemented under Polish public procurement law and international competitive bidding. This handbook aims to provide support to the managers of procuring entities in conducting public procurement by identifying frequently occurring irregularities and suggesting methods of preventing them.

    Disclosure of Project and Contract Information in Public-Private Partnerships

    This report presents a review of current practices on the disclosure of information on Public-Private Partnership (PPP) projects and contracts from 11 jurisdictions at the national and sub-national level representing 8 countries. It is part of a broader program of work being undertaken by the World Bank Institute (WBI) on increasing the transparency of public-private contracting. The objective of this review is to present emerging practices on the disclosure of information on PPP projects and contracts and to distill from these suggestions to government agencies on how they can provide more information to their public on their PPP projects. There are no grounds to believe that PPPs require greater transparency than similar projects executed through traditional public procurement. However as with publicly-executed projects PPPs can benefit from greater transparency. In addition PPPs may require considerations and approaches to disclosure not present in publicly-executed projects. The remainder of this report is structured as follows: section one presents a synthesis of observed practices and then a recommended approach in terms of essential information to be disclosed and the key instruments through which this is done; section two presents country case studies in a standardized format reflecting the recommendations in section one; annexures one and two list relevant websites, legislation and policy.

    Poverty Reduction with Strategic Communication: Moving from Awareness Raising to Sustained Citizen Participation

    The role of communication in Poverty Reduction Strategy (PRS) processes has evolved since 2000. The introduction of new communication channels for public policy debate has empowered a wide array of stakeholders who previously were absent or marginal in the development agenda. Initially, consultations were mainly a donor-led requirement, often done to access Heavily Indebted Poor Country (HIPC) funding quickly. This experience led to the recognition that more can be gained by working in partnership with other stakeholders. This publication updates a 2005 review of communication in PRSs. It includes four country case studies (Ghana, Tanzania, Moldova, and Nepal) and a regional analysis of Latin America and the Caribbean. It explores how the use of strategic communication has expanded beyond the PRS and is now being integrated into national development planning and implementation. Many of these strategies are shifting their focus from a 'dissemination and publicity strategy' to a 'communication program' that emphasizes information intervention beyond the traditional campaign, workshop or seminars. Compared with the 2005 review, the main difference is the institutionalization of communication, moving beyond the one-time experience for the first set of PRSs to broader, deeper sustained communication in support of poverty reduction and national development strategies. A second major difference is expanding beyond communication and participation in PRS formulation to PRS implementation, monitoring, and evaluation. The challenges of communication in national development strategies both within and between government, civil society, and donors correspond to some of the key challenges of the PRS initiative, how to create a genuinely participatory, and comprehensive process. Donor harmonization and aid coordination have improved government-donor relations, but both parties need to forge a new relationship with civil society for the more ambitious agenda to promote good governance.

    The Russia Corporate Governance Manual : Part I. Corporate Governance Introduced

    The Russia corporate governance manual has been divided into and is published in six parts: (i) corporate governance introduced; (ii) good board practices; (iii) shareholder rights; (iv) information disclosure and transparency; (v) special focus section; and (vi) annexes model corporate governance documents. The first four parts contain chapters that focus on core corporate governance issues, such as a company's board structure, information disclosure practices, and shareholder rights. Part five focuses on corporate governance issues of particular importance in the Russian context, namely corporate governance concerns during a company's reorganization, within holding structures, and relating to enforcement. Part six, finally, offers practical tools in the form of model documents, for example company codes, by-laws, and contracts. All issues are closely examined through Russian law and regulations; the Federal Commission for the Securities Market's Code of Corporate Conduct (FCSM Code) Code and, when applicable, internationally recognized best practices. This manual also provides government officials, lawyers, judges, investors, and others with a framework for assessing the level of corporate governance practices in Russian companies. Finally, it serves as a reference tool for the educational institutions that will train the next generation of Russian managers, investors, and policy makers on good corporate governance practices.

    Microfinance Poverty Assessment Tool

    Currently, no rigorous tool exists to measure the poverty level of microfinance institution (MFI) clients. In order to gain more transparency on the depth of poverty outreach, CGAP collaborated with the International Food Policy Research Institute (IFPRI) to design and test a simple, low-cost operational tool to measure the poverty level of MFI clients relative to nonclients. This tool is a companion piece to the CGAP Appraisal Format; donors should not use the poverty assessment tool without also conducting a larger institutional appraisal. The concept of poverty is complex and strongly influenced by local cultural and socioeconomic conditions. The poverty assessment approach presented in this manual supports a flexible definition of poverty that can be adapted to fit local perceptions and conditions of poverty. The tool is intended neither as a means to target new clients nor to assess the impact of microfinance services on the lives of existing clients. It may provide a useful means to verify-both for the donor and the MFI-the extent to which an existing strategy results in poor clients joining the MFI. The tool assesses the poverty levels of MFI clients compared to nonclients within the operational area of an MFI. Using available data or expert opinion, the tool also relates local poverty levels to poverty measured at larger regional and national levels.

    Analyzing and Managing Banking Risk : A Framework for Assessing Corporate Governance and Financial Risk Management, Second Edition

    This publication aims to complement existing methodologies by establishing a comprehensive framework for the assessment of banks, not only by using financial data, but also by considering corporate governance. It argues that each of the key players in the corporate governance process (such as shareholders, directors, executive managers, and internal and external auditors) is responsible for some component of financial and operational risk management. Following a holistic overview of bank analysis in Chapter 2, the importance of banking supervision in the context of corporate governance is discussed in Chapter 3. This chapter also considers the partnership approach and the emerging framework for corporate governance and risk management, as well as the identification and allocation of tasks as part of the risk management process. The framework for risk management is further discussed in Chapters 4 through 11.

    Developing Government Bond Markets : A Handbook

    This handbook is designed as a reference source for two distinct user groups involved in the development of government bonds markets: 1) senior government officials responsible for developing the government bond market; and 2) individuals responsible for guiding the market development process at the operational level, and who have a substantial need to understand the policy issues involved. The handbook is structured as follows: Chapter 1 provides an overview of certain policy considerations relevant to developing a government bond market. This overview considers key issues, but at a level of generality appropriate for senior govenrment offcials responsible for making key strategic decisions. The remaining eleven chapters present more detailed discussions of key policy issues, including substantive considerations relating to implementation. The handbook's primary emphasis, however, focuses on the policy dimension of developing medium-and long-term bond markets. It is not intended as a technical manual for use by individuals engaged in day-to-day implementation or operations. The handbook also provides bibliographic and website references for those interested in pursuing further issues covered. A comprehensive glossary of terms related to securities markets appears at the end of the handbook.

    Telecommunications Regulation Handbook

    In recognition of the fundamental importance of an appropriate regulatory environment to accelerate connectivity, and access to information services, this handbook provides a practical reference source, on the methods used to regulate the telecommunications sector around the world, emphasizing best practices. The focus is on practices that promote the efficient supply of telecommunications services in a competitive marketplace. It offers a useful compilation of descriptions, and analyses of regulatory practices, and approaches applied in a wide range of countries. The handbook outlines the various factors that motivated the liberalization of telecommunications markets, i.e., increased growth, and fast innovations for better services; the need to expand and upgrade telecommunications networks with new services; growth of the Internet; of mobile and other wireless services; and, of international trade in telecommunications services. These factors compelled regulatory objectives to foster competitive markets to promote efficient supply of telecommunications, and quality at affordable prices. To this end, licensing telecommunications services, interconnection, price regulation, competition policy, and universal service are presented to form the framework for telecommunications regulation.
