Ukraine e-Government Assessment
(World Bank, Washington, DC, 2018-06) World BankElectronic Government (e-government) is among the main bases for improving public administration and service delivery in Ukraine. To effectively support enhanced developmentoutcomes, it requires a systemic and coordinated approach and parallel advancement of various components of digitalization. The purpose of this assessment is to identify issues and opportunities to consolidate, enhance and accelerate the electronic government reform in Ukraine. It informs and serves as a foundation for the prioritization and development of future areas of engagement of the broader e-government reform.Efforts to advance the implementation of e-government activities have not been properly sequenced and have been uncoordinated.To assess governance e-transformation this report introduces a comprehensive methodology – Electronic Government’s Governance Outline (hereafter Assessment) – that was developed by the team and is used for the first time. This assessment reflects the progress and status against various benchmarks of e-government, grouped in 18 dimensions and spread among 5 areas.The Ukraine assessment is a first attempt at bringing together the technical perspective of digitalization with the treatment of the agency problem underlaying the essence of governance. Recognizing the challenges and complexity of reforms in this area, the report outlines key priorities for future focus by policymakers and implementers in setting up specific strategies for addressing weaknesses and advancing reforms. The assessment, which was performed through desk review of policy and regulatory framework, interviews and structured surveys of key stakeholders, reveals a pattern of disproportional development of the system. The report discusses three foresight scenarios as alternatives to the “status quo”.The scenarios reflect different approaches to addressing identified vulnerabilities of e-government in Ukraine. Implementing many of the good practices will be a challenge in the short-term. Next steps should ideally focus on reforms that prioritize consolidation of datacenters. Implementing a centralized policy for ICT procurement requires strong political will and high-level support. The first manifestation of such political support could be clear definition of the stakeholder roles and, most importantly, separation of implementation from policymaking. -

West Bank and Gaza: High Level Technical Assessment on e-Government
(World Bank, Washington, DC, 2016-01) World Bank GroupThe Palestinian Authority (PA) is in the early phase of its e‐government journey and aims to utilize ICT to deliver services to its citizens and businesses to improve social well‐being and facilitate economic development. The PA aims to serve 12.1 million Palestinians in the West Bank (2.7 million), the Gaza Strip (1.7 million), and the remaining 7.7 million Palestinians who are dispersed among 28 different countries. Many Palestinians are refugees, including more than one million in the Gaza Strip, 750,000 in the West Bank, and about 250,000 in Israel. Of the Palestinian population residing abroad, otherwise known as the Palestinian diaspora, more than half are considered stateless, lacking citizenship in any country. The combination of the ongoing Israeli‐Palestinian conflict as well as the diaspora situation makes implementation of e‐government projects in the West Bank and Gaza (WBG) unique and complex. A review of e‐government documentation and stakeholder interviews reveals that the PA has made reasonable progress on e‐government amidst a challenging environment, but it is still in the nascent phase in terms of delivering benefits to its constituents. There are numerous challenges for the successful implementation of e‐government, including geopolitical conflict, insufficient legislation to facilitate electronic transactions, limited budget to support e‐government projects, inadequate policies and standards, and limited capacity within the e‐government unit under the Ministry of Telecommunications and Information Technology (MTIT). The PA is at a key moment in its e‐government journey. It is an opportunistic time to drive modernization of its public administration and public service delivery through use of ICT, offer better services to citizens, and promote economic growth. -

Practical Approaches for County Governments to Facilitate Public Participation in the Planning and Budget Process
(World Bank Group, Washington, DC, 2015-02) Omolo, AnnetteKenya's new Constitution and supportive legal framework contain multiple provisions requiring both national government and counties to make information publicly available and consult with citizens in planning and budgeting. Citizen participation affords county governments an opportunity to empower citizens on their operations and to deliberate, debate, and influence the allocation of public resources. This working paper presents practical approaches for Kenyan counties to implement public participation in their systems that encourage meaningful public engagement. -

India Land Governance Assessment: National Synthesis Report
(World Bank, Washington, DC, 2015) World BankAs India continues to urbanize and move towards a less agricultural- and more industry-based economy, land demands will continue to grow. Its urban population is expected to increase by more than 200 million by 2030, requiring 4 to 8 million hectares of land for residential use alone. Demands for infrastructure and industry could add a similar amount, summing to total land demand of 5 to10 percent of the land area currently used for agriculture. If not handled well, such massive land use change may increase vulnerability and food insecurity, rent-seeking, environmental problems, social dislocation, inequality, and conflict. But it also provides an opportunity to address the underlying structural issues, propelling India into the league of middle-income countries and laying the ground for significantly advancing shared prosperity and reduced poverty. This synthesis report presents results from land governance self-assessments by six states: The fact that land is a state subject implies that actions to improve land governance need to be initiated at state level. To identify opportunities, six states implemented the Land Governance Assessment Framework (LGAF), a tool that allow comparing the status of their land governance against international good practice along a set of dimensions in a very participatory process. Results are summarized in state reports that were validated publicly and discussed with policy makers in each state. This national report complements these and draws out common areas. -

Republic of Serbia Municipal Public Finance Review : Options for Efficiency Gains
(Washington, DC, 2014-06-05) World BankSince the global financial crisis, Serbia's public debt has more than doubled. Local Governments (LGs) need to find ways to perform more efficiently, not only to contribute to national fiscal consolidation efforts, but also because they may have fewer resources available in the future. This report represents a continuation of the World Bank effort to explore LGs finances. The first phase of this report focused on options for increases in local revenues; impact of further decentralization; options for reduction of subsidies in selected sectors; and how to control the public debt. The report is organized as follows. Chapter 2 examines LG hiring and pay policies. In addition to offering recommendations on how to achieve efficiency and savings, it sheds light on employment wage policies within LG enterprises. Chapter 3 deepens the analysis of local public utility companies (PUCs), which not only have significant responsibilities for delivering local services, but also often pose a significant pressure on LG budgets. On average, financial support to PUCs accounts for a quarter of local budgets. This chapter looks at the main issues and makes recommendations for efficiency gains. Chapter 4 discusses the most important public financial management issues for LGs, asking where better management and accountability could increase value-for-money and help extract additional benefits from current and capital expenditures. It examines budget preparation, execution, and reporting issues as a basis for recommending policies to increase transparency and accountability as well as more efficient use of resources. Chapter 5 summarizes the main conclusions and policy recommendations of the report. -

Republic of India - eGovernance in the North East : Reducing Public Administration Constraints to Improve Service Delivery
(Washington, DC, 2014-06-02) World BankThe Government of Assam (GoA) is engaged in a process of improving services to citizens. The focus on better services to citizens is in line with the National e-Government Plan (NeGP), with a number of existing and anticipated Union Acts, and with recently passed acts in Assam, especially the Assam Right to Public Services Act of 2012. The GoA is fully aware that progress on service delivery will require attention to both vertical and horizontal connectivity, and it intends to develop a Strategic Action Plan which focuses on these critical elements. The policy dialogue with the Government of Assam and review of relevant documents reveal general agreement on main public administration constraints (PAC's) to service delivery. The current report proposes a gradual reform approach, with a focus on searching for improvements that can be accomplished with a reasonable effort. The present report is structured as follows. Chapter two, 'Public Administration Constraints (PAC's)', provides a detailed diagnostic of constraints identified in Assam, groups those under five headings, and proposes actions to address each of the constraints. Chapter three, 'the way forward' proposes a process leading to the preparation and adoption by the Government of Assam of a strategic action plan to address to address selected PAC's. -

Local Service Delivery in Nepal
(Washington, DC, 2014-06) World BankThe effectiveness of public service delivery depends in large part on the capability, resources and inputs, and the motivation of frontline service providers at the local level. In Nepal a combination of de-concentrated line agencies and local bodies at the district, municipal, and village level provides inputs which are translated into delivery of service outputs and outcomes. Yet the relationships between line agencies and local bodies in service delivery are not well understood. The purpose of this report is to examine in detail the current dynamics of frontline service delivery to identify institutional limitations and present approaches to addressing them. This study seeks to map out the dynamics of service delivery at the local level through analysis of the institutional framework and actual practices in service delivery in 14 jurisdictions in the two districts of Dhankuta and Dhanusa. The study includes a detailed review of the provision of local roads networks and primary and lower secondary education. In this context, the report is divided into four parts: part one gives introduction; part two presents institutional framework for local service delivery; part three focuses on sub-national service delivery: local roads and primary education; and part four presents conclusions and recommendations to improve frontline service delivery. -

Critical Administrative Constraints to Service Delivery : Improving Public Services in Afghanistan's Transformational Decade
(Washington, DC, 2014-05) World BankSince 2001, the Afghan population's access to basic services has greatly improved in nearly all sectors. School enrolment has increased sharply, with over eight million children currently enrolled in school, of which 39 percent are girls. Current strategies for improving sub-national service delivery focus on delegating greater authority to provincial and district administrations. This report aims to identify administrative constraints in three key sectors of public service delivery, education, health and agricultural extension services. The analysis follows the service delivery chain, from central to provincial, through district to community level, and is particularly concerned to examine service delivery in these three sectors through the window of sub-national governance and its relations to the service delivery mandates of line ministries. The study provides the Government of Afghanistan with recommendations on how to alleviate critical constraints to service delivery at sub-national levels on a sustainable basis, in the context of an expected restrained fiscal future. The report's main findings are based on qualitative research. The key findings are based on existing literature and reports as well as field visits to 5 provinces and 10 districts and qualitative analyses of over 171 key-informant interviews on different levels of service delivery administration, 68 in-depth interviews with community leaders, and a community household survey in 20 communities spread over 5 provinces and 55 service facilities (for example, schools and clinics) were assessed. The report is split into six sections: section one gives executive summary; section two provides a brief introduction to the study objectives and clarifies some key definitions; section three outlines the methods used to perform the analysis; sections four, five, and six provide in-depth discussions of education, health, and agriculture extension respectively; and section seven provides recommendations and concludes. The over-arching governance structures and further methodological details are given in appendix one. All references and research tools are presented in annexes. -

Review of International Practices for Determining Medium Term Resource Needs of Spending Agencies

Both reports were carried out with support of the Governance Partnership Facility Trust Fund and in partnership between the Brazilian and Indonesian country offices of the World Bank. The first report aims to review international practices for determining medium term resource needs of spending agencies (what is also referred to as bottom-up costing for medium term expenditure frameworks). The principal objective is to compile comparative information on practices and methodologies used by selected OECD countries to determine program costs as part of their medium term expenditure planning. The second report details the experiences of three selected subnational governments in Brazil: Sao Paulo, Rio Grande do Sul and Pernambuco with the development and use of cost information. The main objective is to present comparative information on practices adopted by these jurisdictions. It is expected that this volume helps to fill a gap in the technical literature by presenting practical examples of the development and use of cost information within budgetary and fiscal planning frameworks in advanced and developing countries both at the national and subnational level. -

Decentralization, Accountability and Local Services in Sierra Leone : Situation Analysis, Key Challenges and Opportunities for Reform
(Washington, DC, 2014-04-02) World BankFollowing years of civil war that ended in 2002, Sierra Leone has pursued a policy of decentralization, devolving responsibility for many government functions to the Local Council level. The aims of this policy include achieving a more equitable and inclusive access to public services across the national territory, in part to alleviate regional inequities that contributed to the civil war. The implementation of the decentralization policy has faced many obstacles, however, including the need to rebuild local government institutions and capacity after 30 years of centrally dominated governance; the limited devolution of financial resources; and multifaceted political economy hurdles. This report, first, analyzes the current state of decentralization in Sierra Leone; second, identifies the most prominent challenges to continued decentralization; and, third, discusses options for the way forward. The report draws on qualitative and quantitative data collected from both central and local government stakeholders, and takes the perspective that decentralization and strengthened local governance institutions are an effective means to localize development and improve the effective and equitable delivery of key public services. The study focuses on progress to date and standing challenges in four key areas of analysis: fiscal decentralization, human resource decentralization, ensuring inclusivity and accountability in local governance, and ensuring efficiency and responsiveness in service delivery.
