Stimulating Business Angels in the Czech Republic
(World Bank, Washington, DC, 2018-10) World Bank GroupThis report provides a systematic assessment of business angel activities, and the ecosystem surrounding innovation finance, in the Czech Republic. Based on literature reviews, published data sources and local stakeholder interviews, the report distills findings related to the demand for and supply of risk investments, and offers policy recommendations for stimulating business angels. The report characterizes the Angel ecosystem as emerging with potential for growth. It is small both in terms of the number of investors and the amount invested. There appears to be a general lack of syndication of investments and concentration of investments in the capital (Prague) and in the information, communication, and technology (ICT) sector. On the demand side, a credible deal flow does exist, although it falls short of constituting a critical mass needed to support the development of the market. While issues in the local environment may affect the flow of angel investments, these are not insurmountable, based on the country’s competitive ranking on relevant global and European indicators. Finally, the report proposes a number of policy recommendations for enhancing business angel awareness and investments, including data collection and mapping of early stage market activities (short-term), creation of Czech National Angel Association (medium-term), and implementation of incentivization measures such as co-investment funds and tax incentives (long-term). -

Russia: Subnational Governments' Fiscal Response to the Economic Downturn
(World Bank, Washington, DC, 2016-12-15) World Bank GroupThe aim of this note is to present and analyze subnational fiscal trends in Russia in the context of overall slowing economic growth and falling oil prices over the last few years. In particular, in 2015, GDP fell by 3.7 percent. Despite efforts to cut expenditures, the federal deficit increased to 2.4 percent of GDP. Subnational governments were also affected by the economic slowdown. Aggregate subnational revenues declined, in real terms, by 6 percent between 2014 and 2015. Revenues from taxes (including shares of federal taxes) fell by 4 percent while federal transfers fell by 13 percent. Nevertheless, the aggregate fiscal performance of subnational governments actually improved over this period. The nadir of subnational government finances occurred in 2013, when the consolidated subnational deficit reached 0.9 percent of GDP. Since then, it has shrunk. In 2015, the deficit was equal to only 0.2 percent of GDP. This was largely achieved by drastic cuts in spending. Spending in the social and infrastructure sectors both fell by 9 percent in real terms between 2014 and 2015. This note examines the fiscal prospects of subnational governments in Russia, focusing particularly on the nature of these spending cuts and whether they are sustainable over the medium term. -

Federal Democratic Republic of Ethiopia: Evaluation of MDGs Specific Purpose Grant to Regions

Presently, sub-national government taxes and revenues account for about 28 percent of general taxes and revenues, and sub-national expenditures amount to 51 percent of general government expenditures. The ensuing vertical mismatch is bridged by grants from the Federal government to the regions. Presently, these grants account for 57 percent of sub-national expenditures1. For many years, these grants consisted mostly of a block grant (the Federal General Purpose Grant) given without any strings attached, which means the regions could use it as they wished. The rest of the report is organized as follows. Section two provides the policy context that is the information, data, evolutions, etc. specific to Ethiopia, which are necessary to understand and interpret the MDGs grant policy. Section three present and discusses the policy content that is the components of the policy previously identified. Section four is a policy assessment, which utilizes the evaluation framework proposed above to analyze the relationships between the various components of the policy, and discuss its efficiency, its effectiveness and its success. Section five is a conclusion that summarizes the analysis, and attempts, prudently and modestly, to outline some potential avenues for future action. -

Making the Whole Greater than the Sum the Parts: A Review of Fiscal Decentralization in Vietnam

It aims to inform reform of central-local fiscal relations in Vietnam to further promote growth and poverty reduction. The State Budget Law 2002 (SBL 2002) has enabled decentralization of important fiscal responsibilities to local authorities over the past ten years. This report responds to demands for more analysis of fiscal decentralization policies in Vietnam and the extent to which these have delivered on their stability, equity and efficiency objectives. It aims to inform future changes to the system of intergovernmental fiscal relations through revisions to the SBL 2002 and adoption of 2016-2020 Stability Period regulations. This report builds on existing research and aims to provide new analysis and perspectives on the above areas through extensive study of available data, consultations with central and local authorities, and reviews of laws, regulations and policies at central and local levels. It covers the following five pillars of fiscal decentralization: (i) expenditure decentralization and accountability; (ii) expenditure performance of local authorities; (iii) local revenue arrangements; (iv) intergovernmental fiscal transfers; and (v) local borrowing. -

Review of International Practices for Determining Medium Term Resource Needs of Spending Agencies

Both reports were carried out with support of the Governance Partnership Facility Trust Fund and in partnership between the Brazilian and Indonesian country offices of the World Bank. The first report aims to review international practices for determining medium term resource needs of spending agencies (what is also referred to as bottom-up costing for medium term expenditure frameworks). The principal objective is to compile comparative information on practices and methodologies used by selected OECD countries to determine program costs as part of their medium term expenditure planning. The second report details the experiences of three selected subnational governments in Brazil: Sao Paulo, Rio Grande do Sul and Pernambuco with the development and use of cost information. The main objective is to present comparative information on practices adopted by these jurisdictions. It is expected that this volume helps to fill a gap in the technical literature by presenting practical examples of the development and use of cost information within budgetary and fiscal planning frameworks in advanced and developing countries both at the national and subnational level. -

Decentralization, Accountability and Local Services in Sierra Leone : Situation Analysis, Key Challenges and Opportunities for Reform
(Washington, DC, 2014-04-02) World BankFollowing years of civil war that ended in 2002, Sierra Leone has pursued a policy of decentralization, devolving responsibility for many government functions to the Local Council level. The aims of this policy include achieving a more equitable and inclusive access to public services across the national territory, in part to alleviate regional inequities that contributed to the civil war. The implementation of the decentralization policy has faced many obstacles, however, including the need to rebuild local government institutions and capacity after 30 years of centrally dominated governance; the limited devolution of financial resources; and multifaceted political economy hurdles. This report, first, analyzes the current state of decentralization in Sierra Leone; second, identifies the most prominent challenges to continued decentralization; and, third, discusses options for the way forward. The report draws on qualitative and quantitative data collected from both central and local government stakeholders, and takes the perspective that decentralization and strengthened local governance institutions are an effective means to localize development and improve the effective and equitable delivery of key public services. The study focuses on progress to date and standing challenges in four key areas of analysis: fiscal decentralization, human resource decentralization, ensuring inclusivity and accountability in local governance, and ensuring efficiency and responsiveness in service delivery. -

South East Europe Municipal Finance Review : Local Government Finance in the Western Balkans
(Washington, DC, 2013-09) World BankThis report addresses the limited access to local governments of data and knowledge of municipal finance issues in South East Europe (SEE). The objective of the analytical work under the SEE Municipal Finance Review (MFR) aims to (i) contribute to improved understanding of local government management and finance in the SEE Region; and (ii) contribute to improving the quality and consistency of key municipal finance data for improved evidence based policy making. The analysis presented in this report comprises the first attempt to review and analyze a regional set of disaggregated sub-national finance data in the SEE Region. Main findings of the MFR are presented in this report. Following an introductory chapter, chapter 2 provides an overview of the decentralization framework in the SEE Region, including on the administrative and political structure of sub-national governments, their population size and distribution, and the service functions assigned to local governments. Chapter 3 explains in more detail the local government finance framework. This includes an overview of the structure and composition of sub-national finances, in particular (i) revenue and expenditure assignments; (ii) transfers and intergovernmental fiscal relations; and (iii) the evolving framework and realities of sub-national borrowing and debt. Chapter 4 provides a summary of the key trends and findings from the cross-country, regional analysis, complemented by detailed analysis of the disaggregated datasets, where available. Finally, Chapter 5 summarizes conclusions and provides some recommendations for a possible way forward. In the medium to long term, access to municipal finance information would contribute to increasing transparency and accountability of local governments, improving revenue collection and expenditure performance, optimizing budget allocation procedures, and strengthen local authorities' role and position in intergovernmental fiscal considerations and negotiations in the SEE countries. -

PFM Design under Capacity Constraints : Planning Public Financial Management Reforms in Pacific Island Countries
(World Bank, Washington, DC, 2013-07) World Bank ; International Monetary FundThis note is intended to inform Public Financial Management (PFM) reform in small Pacific Island Countries (PICs). PFM systems in PIC contexts are often very different from the sophisticated and comprehensive systems operating in larger, wealthier countries. The authors give two key messages. Firstly, PFM capacity should be prioritized to areas that matter most in achieving development outcomes, and reforms should be intended to address specific, identified, problems, rather than to achieve blueprint good practice standards. Secondly, with small numbers of staff and high staff turnover limiting potential for sustainable gains from standard capacity building solutions (such as training programs and workshops), broader options for meeting capacity gaps should be considered, including accessing ongoing support for specialized tasks or even the wholesale outsourcing of certain functions. The three main sections of this note are as follows: (i) how to plan PFM reforms, including through the development of PFM roadmaps; (ii) how to prioritize limited PFM reform capacity to address the most pressing constraints to development; and (iii) how to access additional capacity to implement and sustain required PFM reforms. -

Public Sector-operated Price-comparison Websites : Case Studies and Good Practices
(Washington, DC, 2013-06) World BankThis technical note is intended to provide regulators with concrete, practical information on operating price-comparison websites and the strategic considerations necessary to take into account when designing such sites. The technical note examines price-comparison websites operated by public sector entities in Canada, Hungary, Ireland, Malaysia, Mexico, Norway, and the United Kingdom. The technical note describes the price-comparison tools in these case study countries, comparing differing approaches and highlighting good practices found across countries. Institutional and structural arrangements were found to vary across case study countries. Price-comparison websites are operated by either a financial regulator (Hungary, Malaysia) or more commonly by a financial consumer agency set up by the government but operating as an independent agency (Canada, Ireland, Mexico, Norway, United Kingdom). Typically, less sophisticated price-comparison websites provide basic price-comparison tools, while more sophisticated sites provide interactive product-selection tools and complementary educational materials in an intuitive, easy-to-use format. -

Using Lebanon's Large Capital Inflows to Foster Sustainable Long-Term Growth
(World Bank, 2012-01-01) World BankThis report aims to provide a diagnostic of the Lebanese economy and policy advice to a broad audience. To that effect, an analysis of the dynamics of foreign inflows and of the economy over the past decades is undertaken. Specifically, this report attempts to provide a vision for where would Lebanon be in 15 to 20 years if needed structural reforms are implemented. This report provides a quantification of the growth impact of these reforms, taken individually or combined. By doing so, it gives both an indication on the opportunity costs of not reforming and provides a vision on what the development stage could be in Lebanon in 15 to 20 years if reforms are implemented. The report includes a set of econometric simulations and analysis aiming: 1) to establish the relation between the dynamic of foreign financial inflows and deposits over a period of 20 years, 2) to establish the relation between deposits as proxy for foreign financial inflows from one side; and oil price as proxy for regional wealth, macroeconomic and security stability, and policy variables from the other side and, 3) to estimate the relation between economic fluctuations from one side; and bank lending as one of the channels of transmission of foreign financial inflows, and debtor interest rate from the other side.
