Chatbots for Third-Party Monitoring: CivicTech Pilot in Madagascar

The advent and availability of new technologies provide new opportunities to reach citizens, aggregate their ‘voice’ and demand, help governments respond, and partner with citizens to find and implement solutions collectively. With the right approach, CivicTech enables citizens to overcome income, social, and geographical barriers to interact with governments and participate at the local or national level. The CivicTech pilot in Madagascar supported the development of a Facebook ChatBot (bot) to enable third-party monitoring of service delivery operations for the Madagascar Public Sector Performance Project (PAPSP, P150116). A similar approach could be replicated for Community Driven Development (CDD) projects and local government and decentralized service delivery projects to achieve a multi-channel structure for third-party monitoring (offline, mobile, and web). The note documents the CivicTech pilot experience in Madagascar and lessons learned. -

Improving Public Sector Performance: Through Innovation and Inter-Agency Coordination
(World Bank, Washington, DC, 2018-10) World Bank GroupThis report is an inaugural issue in a new series that aims to offer a fresh look at how developing countries are overcoming persistent problems in public sector management. Significant improvements in public sector performance are being evidenced across the developing world today, as government officials and political leaders find new and innovative ways to tackle long-standing challenges. Part I of this report demonstrates that public sector performance is being pursued diligently and successfully across a variety of country contexts, including in low-income environments. Through surveying its governance specialists from around the globe, the World Bank has assembled a collection of 15 cases that showcase how lessons from global experience are being adapted and applied in practice. The report also explores common success drivers that appear in each of the cases. Part II focuses on a special, cross-cutting topic that is critical to public sector performance -- policy and inter-agency coordination. As the responsibilities of government have grown in volume and complexity, policy and program coordination has become ever more challenging, and the stakes have never been higher. Enhancing coordination will depend not only on the adopted formal institutional mechanisms, but also on their interplay with the broader institutional environment and with other processes that influence coordination. -

Realizing the Devolution Dividend in Kenya through Cohesive Public Finance Management and Public Participation at County Level: Challenges, Lessons Learned, and Recommendations

These issues and challenges cut across Public Finance Management (PFM), public participation, functions and powers of the County actors and formed the basis for capacity building and training intervention that was provided through the Council of Governors (CoG) and Kenya School of Government (KSG) with the support from the Kenya Accountable Devolution Program (KADP). This brief report highlights the issues and challenges identified in four thematic areas and then provides the identified good practices and lessons learned that can be considered and implemented by County Governments. The first chapter discusses the PFM legal framework with reference to the fundamental processes of planning, budgeting, revenue, expenditure, and financial reporting and relates these to identified areas of conflict that are experienced while executing various PFM processes. The chapter also makes corresponding recommendations for good PFM practices in Counties. The second chapter highlights the challenges that County Governments have experienced in rolling out public participation and provides conceptual clarification and examples of good practices. The third chapter highlights areas that were recurring areas of misunderstanding and misinterpretation with regard to the Constitution and legislative framework on devolution (especially relating to functions and powers of the County Executive and County Assembly). Further, it articulates the Constitutional framework and interpretations of key provisions covering those areas of concern to facilitate common understanding that would help reduce recurring operational disharmony and conflicts. The fourth chapter highlights challenges that the County assemblies experience while executing their responsibilities with regard to fiscal matters and suggests good practices that should address these. This report is intended to be a simple, practical, go-to reference resource for County Executives and County Assemblies on common challenges that they experience while executing their roles and responsibilities and suggests good practices that can help them navigate through the challenges. -

Strengthening the Citizen-State Compact through Feedback: Effective Complaint Management as a Pathway to Articulate Citizen Voice and Improve State Response

The objective of this technical assistance, which has been undertaken at the request of the DGC, is to strengthen the Complaint Handling Mechanisms (CHMs) in five Palestinian ministries/government entities that are supported by World Bank-financed projects, as well as the DGC. This summary report synthesizes key findings that have emerged throughout the technical assistance and formulates Ministry-specific recommendations. It forms the basis of a possible phase II of the project, which would support the implementation of recommendations. The report presents the innovative methodology used to bring together the demand- and supply-side perspectives on CHMs in targeted ministries; the key findings from the survey and the ministry-by-ministry assessments; the key suggestions for improvement; and finally the next steps. Practical Approaches for County Governments to Facilitate Public Participation in the Planning and Budget Process

This working paper presents practical approaches for Kenyan counties to implement public participation in their systems that encourage meaningful public engagement. -

Republic of India - eGovernance in the North East : Reducing Public Administration Constraints to Improve Service Delivery
(Washington, DC, 2014-06-02) World BankThe Government of Assam (GoA) is engaged in a process of improving services to citizens. The focus on better services to citizens is in line with the National e-Government Plan (NeGP), with a number of existing and anticipated Union Acts, and with recently passed acts in Assam, especially the Assam Right to Public Services Act of 2012. The GoA is fully aware that progress on service delivery will require attention to both vertical and horizontal connectivity, and it intends to develop a Strategic Action Plan which focuses on these critical elements. The policy dialogue with the Government of Assam and review of relevant documents reveal general agreement on main public administration constraints (PAC's) to service delivery. The current report proposes a gradual reform approach, with a focus on searching for improvements that can be accomplished with a reasonable effort. The present report is structured as follows. Chapter two, 'Public Administration Constraints (PAC's)', provides a detailed diagnostic of constraints identified in Assam, groups those under five headings, and proposes actions to address each of the constraints. Chapter three, 'the way forward' proposes a process leading to the preparation and adoption by the Government of Assam of a strategic action plan to address to address selected PAC's. -

Local Service Delivery in Nepal
(Washington, DC, 2014-06) World BankThe effectiveness of public service delivery depends in large part on the capability, resources and inputs, and the motivation of frontline service providers at the local level. In Nepal a combination of de-concentrated line agencies and local bodies at the district, municipal, and village level provides inputs which are translated into delivery of service outputs and outcomes. Yet the relationships between line agencies and local bodies in service delivery are not well understood. The purpose of this report is to examine in detail the current dynamics of frontline service delivery to identify institutional limitations and present approaches to addressing them. This study seeks to map out the dynamics of service delivery at the local level through analysis of the institutional framework and actual practices in service delivery in 14 jurisdictions in the two districts of Dhankuta and Dhanusa. The study includes a detailed review of the provision of local roads networks and primary and lower secondary education. In this context, the report is divided into four parts: part one gives introduction; part two presents institutional framework for local service delivery; part three focuses on sub-national service delivery: local roads and primary education; and part four presents conclusions and recommendations to improve frontline service delivery. -

Critical Administrative Constraints to Service Delivery : Improving Public Services in Afghanistan's Transformational Decade
(Washington, DC, 2014-05) World BankSince 2001, the Afghan population's access to basic services has greatly improved in nearly all sectors. School enrolment has increased sharply, with over eight million children currently enrolled in school, of which 39 percent are girls. Current strategies for improving sub-national service delivery focus on delegating greater authority to provincial and district administrations. This report aims to identify administrative constraints in three key sectors of public service delivery, education, health and agricultural extension services. The analysis follows the service delivery chain, from central to provincial, through district to community level, and is particularly concerned to examine service delivery in these three sectors through the window of sub-national governance and its relations to the service delivery mandates of line ministries. The study provides the Government of Afghanistan with recommendations on how to alleviate critical constraints to service delivery at sub-national levels on a sustainable basis, in the context of an expected restrained fiscal future. The report's main findings are based on qualitative research. The key findings are based on existing literature and reports as well as field visits to 5 provinces and 10 districts and qualitative analyses of over 171 key-informant interviews on different levels of service delivery administration, 68 in-depth interviews with community leaders, and a community household survey in 20 communities spread over 5 provinces and 55 service facilities (for example, schools and clinics) were assessed. The report is split into six sections: section one gives executive summary; section two provides a brief introduction to the study objectives and clarifies some key definitions; section three outlines the methods used to perform the analysis; sections four, five, and six provide in-depth discussions of education, health, and agriculture extension respectively; and section seven provides recommendations and concludes. The over-arching governance structures and further methodological details are given in appendix one. All references and research tools are presented in annexes. -

Political Economy of Extractives Governance in Sierra Leone
(World Bank, Washington, DC, 2013-07) Fanthorpe, Richard ; Gabelle, ChristopherSierra Leone is still recovering from a brutal civil war (1991-2002), fuelled in part by a valuable and easily extractable natural resource (diamonds). Sierra Leone now stands on the verge of an unprecedented period of economic growth, driven primarily by revenues from large-scale iron ore mining. Yet it continues to face many governance and developmental challenges. The rapid rise of the extractives governance agenda in Sierra Leone requires an equally swift, yet strategic response from all stakeholders: the Government of Sierra Leone (GoSL), development partners (DPs), civil society organizations (CSOs), communities, and mining companies. This report uses a 'value chain' approach to mining governance which highlights the critical stages through which a resource dependent country is expected to progress as it seeks to transform resource rents into economic growth and sustainable human development. The objective of this study is ultimately to improve the management of the natural resource endowment, enjoyed by Sierra Leone, in a manner that will allow the revenues generated from natural resource extraction to contribute in an optimal manner towards sustainable economic growth. Specifically, the study focuses on mining (iron ore, diamonds, and other minerals) and to a much lesser extent, oil and gas. By using the 'theories of change' approach to political economy analysis, the report looks at the historical challenges around extractive governance, identifies systemic features, and characteristics of 'the problem', extrapolates and analyses the incentives shaping the activities and behaviors of key stakeholders, and then lays out a possible platform for engagement based on clearly identified entry points. This report is organized as follows: chapter one is introduction, chapter two presents a summary of previous analytical work on the political economy of Sierra Leone with special reference to the extractives sector, its governance past, and possible governance futures. Chapter three undertakes an in-depth analysis of the extractives value chain in Sierra Leone and chapter four identifies key stakeholders across this value chain, noting their influence on extractives management policy and implementation, their potential relationships with other stakeholders, and influence over policy outcomes. Chapter five identifies and highlights suitable entry points for policy dialogue on extractives-led governance in Sierra Leone and possible project and technical assistance interventions across the value chain.
