Toward More People-Centered Service Delivery: Opportunities for the National ID System in Lesotho
(Washington, DC, 2022-05) World BankThis note documents the current and emerging use cases for the national ID (NID) system in the Kingdom of Lesotho. It demonstrates considerable potential and progress to date, and makes recommendations for moving toward a more inclusive, trusted and service delivery-oriented NID system. Global experience has shown that national ID systems can promote more efficient, transparent and people-centered service delivery in the public and private sectors, particularly when the system is designed with the appropriate enablers and safeguards in place to support improved development outcomes and mitigate risks. As countries move toward digital economies and governance, ID systems often serve as an essential digital platform, underpinning the digital payment infrastructure and transactions, as well as the provision of online and offline government services. -

People's Perspectives on ID and Civil Registration in Rwanda
(World Bank, Washington, DC, 2021-01-29) World BankRwanda's electronic national population register (NPR) and ID project was first launched in 2008 and has since achieved impressive coverage. Today, the NPR captures the information of approximately 98 percent of the population. It is commonly considered to be one of the strongest foundational national identification (ID) systems in Africa due to the robust back end and information management systems that underpin it. The National Identification Agency (NIDA) ), has made concerted efforts over the years in the areas of policy, business process, communications, and support to ensure that all people in Rwanda are able to access IDs and register births and receive birth certificates. This has included initiatives like "CRVS week" in 2017 to encourage people to register the births of their children. It also includes nationwide communications campaigns to ensure equal access to IDs and the ability to use these to access services, with specific targeting for vulnerable groups like refugees. In order to improve current processes, close the remaining two percent gap in ID coverage, and inform the roll out of the new digital birth registration, NIDA requested the World Bank to support qualitative research to understand experiences, attitudes, and behavior of Rwandans towards accessing and using the current national ID cards and birth certificates. -

Unraveling Data’s Gordian Knot: Enablers and Safeguards for Trusted Data Sharing in the New Economy
(World Bank, Washington, DC, 2021) World BankAs countries around the world battle the Coronavirus (COVID-19) pandemic, the importance of sharing and using data effectively has never been more apparent. Data collection and analysis tools for diagnostics, detection, and prediction are of critical importance to respond intelligently to this crisis and prevent more lives from being lost. An effective response requires data to be shared between institutions, across sectors, and beyond national borders. Because data is critical to understanding, anticipating, and responding to the crisis, new approaches to share data are being tried, some which may have concerning consequences for individual data protection. It is an extraordinary moment where the use of personal data for helping society may potentially come into conflict with data protection norms. The aim of this report is to highlight emerging practices and interesting features of countries’ current approaches to establishing these safeguards and enablers of data sharing. -

The Regulation of Digital Trade: Key Policies and International Trends

We are not there yet --not by a long shot. For now, digital trade remains segmented mostly along national and regional boundaries, due largely to a combination of lack of consumer trust in online transactions and regulatory differences across borders, as well as the inherent challenges of moving goods internationally. Regulation plays a central role in building the foundations of digital markets. It can provide the legal tools necessary for remote contracts, clarify the rights and obligations of the multiple actors involved in digital transactions, and establish a framework that promotes consumer trust in digital markets, even when the consumer does not know the merchant or when the merchant is in a different country. However, regulation can also further segment digital trade, de facto restricting digital transactions to within national boundaries, or allowing for cross-border transactions with some partners to flourish, while limiting others. This can be the intended result of regulatory measures that limit cross-border data flows or online purchases or may be the undesired effect of regulatory differences across countries that leads businesses to offer different goods and services across boundaries. -

Artificial Intelligence in the Public Sector: Maximizing Opportunities, Managing Risks
(World Bank, Washington, DC, 2020) World BankThe paper curate’s knowledge residing in public documents and aims to distill lessons learned on how to adopt and use AI as part of a public sector modernization strategy. The paper’s primary scope is on governance-related aspects. Chapter two elaborates on the opportunities being availed by governmentsaround the world using AI. These opportunities should be availed while managing associated risks, which are discussed in chapter three. For maximizing opportunities and managing risks, governments need to adopt AI ethical principles and institutional arrangements, discussed in chapter four. Chapter five discusses the ethical dimensions that need a broader policy response at the national level. Chapter six enumerates the building blocks necessary for a successful long-term AI strategy. The appendices contain information for practitioners. Appendix A provides technical information and additional resources for further support, and Appendix B highlights solutions that rely on AI for improvements in efficiency, scientific analysis, and prediction within the disciplines. To fully comprehend the impact that AI might have on governments, it is necessary to develop a solid understanding of key AI concepts. The paper does not offer in-depth coverage of work in specific sectors. The findings in the paper were validated through interviews with industry experts. Special efforts have been made to ensure the architectural design approaches discussed in the paper incorporate the best industry knowledge. The paper goes to great lengths to maintain a practical approach, with ‘handson’ examples of architectures and applications. -

Technology Landscape for Digital Identification
(World Bank, Washington, DC, 2018-02-26) World BankRobust, inclusive, and responsible identification systems can increase access to finance, healthcare, education, and other critical services and benefits. Identification systems are also key to improving efficiency and enabling innovation for public- and private-sector services, such as greater efficiency in the delivery of social safety nets and facilitating the development of digital economies. However, the World Bank estimates that more than 1.1 billion individuals do not have official proof of their identity. New technologies provide countries with the opportunity to leapfrog paper-based systems and rapidly establish a robust identification infrastructure. As a result, the countries are increasingly adopting nationwide digital identification (ID) programs and leveraging them in other sectors. Whether a country is enhancing existing ID systems or implementing new systems from the ground up, technology choices are critical to the success of digital identification systems. A number of new technologies are emerging to enable various aspects of ID lifecycle. For some of these technologies, no large-scale studies have been done; for others, current speculation makes objective evaluations difficult. This report is a first attempt to develop a comprehensive overview of the current technology landscape for digital identification. It is intended to serve as a framework for understanding the myriad options and considerations of technology in this rapidly advancing agenda and in no way is intended to provide advice on specific technologies, particularly given there are a number of other considerations and country contexts which need to be considered. This report also does not advocate the use of a certain technology from a particular vendor for any particular application. While some technologies are relatively easy to use and affordable, others are costly or so complex that using them on a large scale presents daunting challenges. This report provides practitioners with an overview of various technologies and advancements that are especially relevant for digital identification systems. It highlights key benefits and challenges associated with each technology. It also provides a framework for assessing each technology on multiple criteria, including length of time it has been in use, its ease of integration with legacy and future systems, and its interoperability with other technologies. The practitioners and stakeholders who read this are reminded to bear in mind that the technologies associated with ID systems are rapidly evolving, and that this report, prepared in early 2018, is a snapshot in time. -

The Role of Digital Identification in Agriculture: Emerging Applications
(World Bank, Washington, DC, 2018-01) World BankAgricultural development is one of the most powerful tools to end extreme poverty. Agriculture accounts for nearly one-third of global gross domestic product (GDP), and the majority of the world’s poor live in rural areas and make a living through agriculture. To end extreme poverty by 2030, most of the income gains will need to be made in rural areas, including by boosting smallholder farmers’ earnings from farming and off-farm activities.1 Increasing the ability of such smallholders to professionalize, improve their productivity, and generate additional income is therefore critical to both alleviate rural poverty and increase food security. Smallholder families have complex livelihoods. They typically rely on income from a variety of sources,including government safety nets, subsidies, and off-farm enterprises. Enabling these families to exit poverty will require innovative solutions to address critical challenges, such as (1) lack of access to financial services, (2) lack of adequate supply-chain traceability, (3) challenges related to the delivery of goods and services, and (4) gender inequality. When smallholder farmers lack government recognized identification (ID) documents, these and other challenges are further exacerbated. Without an official proof of identity, many smallholder farmers struggle to access services and subsidies and to seize new opportunities offered by innovations in mobile technologies, finance, and beyond. A robust, government recognized ID can help smallholder farmers formally register land and livestock, and access mobile, financial, and other services that would allow them to work, sell, and spend income formally. Thus, identification is an important building block to achieving Sustainable Development Goal 2: End hunger, achieve food security and improved nutrition, and promote sustainable agriculture. This paper looks at three key applications of identification in agriculture to understand how these can help tackle some of the critical challenges, remove barriers to agricultural productivity, and enhance farmers’ livelihoods, including through: (1) increasing the effectiveness and inclusivity of subsidy programs; (2) enabling formal land and asset registration; and (3) improving data about farmers’ economic activity and needs. At the same time, there are challenges to maximizing the benefits of identification in agriculture. ID systems increasingly rely on digital infrastructures for authentication and identity verification. Although mobile and broadband coverage is growing at a rapid rate worldwide, rural areas often still lack the reliable mobile and Internet connectivity required for certain applications of digital IDs. Rural households are also less likely to have the digital literacy required to navigate digital ID systems and may be less able to monitor and hold authorities accountable for how their personal data are being used and shared. Therefore, any ID application in agriculture will need to consider how data protection and privacy safeguards may need to be adapted to rural contexts. In addition, ID applications in agriculture may face institutional arrangements and coordination challenges. In the presence of a foundational ID system, the Ministry of Agriculture or other implementer will need to coordinate with other areas of the government, including the ID provider. In the absence of a foundational ID system, the Ministry of Agriculture or other implementer will need to consider how they can meet their own needs while coordinating with other agencies and partners who may be implementing separate yet overlapping functional ID systems. -

The Role of Digital Identification for Healthcare: The Emerging Use Cases
(World Bank, Washington, DC, 2018) World BankIdentification is crucial for the efficient and effective delivery of health services and public health management and is therefore instrumental for achieving sustainable development goal (SDG). Providers need to know a patient’s identity to access relevant medical and treatment histories and ensure that they are giving consistent and appropriate care. Patients also need documentation to prove enrollment in insurance programs or other safety nets that cover medical expenses. As an alternative to creating a health-specific functional identification system, some countries have instead opted to use existing foundational identification systems, such as population registers, unique identification numbers (UINs) or national ID (NID) cards, as the basis for patient identification, verification, and authentication. The goal of this paper is therefore to synthesize selected examples of how foundational systems are used for healthcare in a variety of countries. The authors hope that this initial effort at framing the utility of foundational identification for healthcare and providing early lessons and key considerations will help guide future work in this area by practitioners, donors, and researchers. This paper is organized as follows: section one gives introduction. Section two provides an overview of the main areas in which using a foundational system is likely to impact healthcare. Section three illustrates the impact areas using country cases from Botswana, Estonia, India, Korea, and Thailand. In light of these examples, section four discusses the key issues for practitioners to consider when integrating foundational identification into health care systems, including high-level design issues and strategies for maintaining data privacy and security. Section five provides concluding thoughts. -

Privacy by Design: Current Practices in Estonia, India, and Austria
(World Bank, Washington, DC, 2018) World Bank GroupDigital identification systems, integrated with civil registration, can play a transformational role across many development areas, such as financial inclusion, expanding access to services and social safety nets, and effective humanitarian response. But while the opportunity is great, so are the risks. One set of risks results from collecting, using, and managing personal data, which creates serious privacy challenges. Risks also include: (1) Incorrect or inaccurate data collection, leading to mistaken identity or unjust treatment; (2) Data collected for one purpose being used for another purpose without the user’s consent; and (3) Unauthorized or inappropriate transfer of data between government agencies, governments, and even with third non-governmental parties. The importance of data privacy in building digital ID systems is highlighted in the Principles on Identification developed by the World Bank in 2017. These principles have been signed onto by more than 20 international organizations and development partners as being fundamental to maximizing the benefits of identification systems for sustainable development. -

Republic of the Philippines e-Government Transformation: Open Government Philippines and Open Data Philippines
(World Bank, Washington, DC, 2015-07-01) Capili, Miro FrancesThe Philippines is one of the eight founding members of the open government partnership (OGP) alongside Brazil, Indonesia, Mexico, Norway, South Africa, United Kingdom, and the United States. The overarching concept of open government recognizes that good governance derives from the principle of transparency by providing an easily accessible, readily usable, and up-to-date online platform of digitized public records. Open data is an important component and commitment area of the OGP. The Philippines developed its first national open government action plan, which detailed nineteen initiatives under four broad outcome areas, from June to September 2011. This paper aims to: (1) document the historical development, key drivers, and milestones of open government Philippines and open data Philippines, and (2) pose recommendations for moving forward with its commitments. It reviews the composition and formation of the open data task force and showcases the features of data.gov.ph. The paper seeks to pose recommendations pertaining to the following areas: (1) release and manage organized, operable, and relevant data; (2) refine technical aspects of open data; (3) institutionalize open data within government; (4) promote civic engagement and stakeholder outreach; and (5) adopt complementary metrics and measures of success. The paper also opens a series of reports on the key stages in the development of the program, including implementation and impact evaluation.
