Toward More People-Centered Service Delivery: Opportunities for the National ID System in Lesotho
(Washington, DC, 2022-05) World BankThis note documents the current and emerging use cases for the national ID (NID) system in the Kingdom of Lesotho. It demonstrates considerable potential and progress to date, and makes recommendations for moving toward a more inclusive, trusted and service delivery-oriented NID system. Global experience has shown that national ID systems can promote more efficient, transparent and people-centered service delivery in the public and private sectors, particularly when the system is designed with the appropriate enablers and safeguards in place to support improved development outcomes and mitigate risks. As countries move toward digital economies and governance, ID systems often serve as an essential digital platform, underpinning the digital payment infrastructure and transactions, as well as the provision of online and offline government services. -

Barriers to the Inclusion of Women and Marginalized Groups in Nigeria’s ID System: Findings and Solutions from an In-Depth Qualitative Study

The majority live in low-income countries (LICs), particularly in Sub-Saharan Africa and Asia. This study contributes to an overarching goal of building global knowledge about increasing women’s and marginalized groups’ access to and use of IDs to promote development. There is little systematic evidence about the causes of gender gaps or the exclusion of particular groups from possession of government-recognized IDs. The study aims to analyze gaps in access to the national ID issued by Nigeria’s National Identity Management Commission (NIMC), and provide evidence-based advice to policy makers on how to lift the constraints that create high barriers for women and marginalized groups. -

Federal Democratic Republic of Ethiopia: Evaluation of MDGs Specific Purpose Grant to Regions

Presently, sub-national government taxes and revenues account for about 28 percent of general taxes and revenues, and sub-national expenditures amount to 51 percent of general government expenditures. The ensuing vertical mismatch is bridged by grants from the Federal government to the regions. Presently, these grants account for 57 percent of sub-national expenditures1. For many years, these grants consisted mostly of a block grant (the Federal General Purpose Grant) given without any strings attached, which means the regions could use it as they wished. The rest of the report is organized as follows. Section two provides the policy context that is the information, data, evolutions, etc. specific to Ethiopia, which are necessary to understand and interpret the MDGs grant policy. Section three present and discusses the policy content that is the components of the policy previously identified. Section four is a policy assessment, which utilizes the evaluation framework proposed above to analyze the relationships between the various components of the policy, and discuss its efficiency, its effectiveness and its success. Section five is a conclusion that summarizes the analysis, and attempts, prudently and modestly, to outline some potential avenues for future action. -

Integration of Civil Registration and Vital Statistics and Identity Management Systems: Botswana Success Story
(World Bank, Washington, DC, 2015-09) Republic of Botswana ; World BankThe initiative of a case study on Botswana’s successful integration of civil and identification registers comes against a backdrop of major continental and global efforts to accelerate improvement in the area of civil registration. The national identification system (NIS) is linked with other government systems such as the elections system, the social benefits registration system (SOBERS), the government payroll, the transport system, and others to facilitate service delivery because a person’s identity serves as a gateway for accessing services. In addition, through this link the NIS is updated in real-time when a death occurs and the status of the registered citizen is automatically changed from live to deceased, and this update is imported to all other interfaced government systems in real-time. Civil registration is a credible source from which vital statistics in Botswana can be generated and was used previously to generate population reports. The creation of one department to provide civil and national registration headed by a single Registrar for both civil and national registration brought about benefits of synchronization of processes and immediate decision-making. Furthermore, having an institutional framework in place facilitates the smooth implementation of civil registration and vital statistics (CRVS) and identity management (ID-M) through a network of offices strategically placed across the country to ensure that services are brought closer to the people. -

Identity Management Systems Analysis: Botswana Country Report
(World Bank, Washington, DC, 2015-09) Republic of Botswana ; World BankThis report analyses the identity management system (IMS) of the Republic of Botswana with respect to: (1) accessibility, (2) robustness, (3) integration and regulated access to data, and (4) legal frameworks and data protection, and documents the extent to which the legal and institutional framework and the human and physical infrastructures have facilitated the establishment, operationalization, and management of identity management as a comprehensive system. Botswana has a single foundational IMS is a primary tool for public administration and governance as well as facilitation of service delivery to the public. It creates one identity per person pursuant to the current legal framework which is used several times by the person at various institutions to facilitate the individual’s access to services including social safety net programs, claiming of rights, and entitlements. The national identity card is used as a breeder document for obtaining other documents such as passports, driver’s licenses, and voter registration cards. The national identity number used at age 16 is the same unique identification number (UID) issued upon registration of birth. This strategy ensures an identity life cycle from identity establishment to end of identity. The national identity management system is linked with other systems, such as the electoral system, the social benefit registration system (SOBERS), government payroll, and the transport system. Similarly, through this link, the national IMS is updated in real time when a death occurs. It is envisaged that the identity management (ID-M) system will in the future be linked to the immigration and citizenship system under the department of immigration and citizenship to progress it to a fully-fledged population register or people hub.
