    The Evolving Role of the Planning Function: International Experience and Reform Options for India

    This note presents the main trends in strategic planning across public sector administrations in seven countries: Australia, Canada, Brazil, Mexico, Malaysia, South Korea, and Colombia. It was prepared in response to the Indian Government's interest in understanding the emerging trends in the evolution of strategic planning in a range of countries and effectively adapting this function across public administration at the national and subnational levels.

    GovTech for Azerbaijan: A Whole of Government Approach as a Key Foundation for the Digital Economy in Azerbaijan

    This note presents main findings of the GovTech Snapshot Assessment for Azerbaijan, forming part of a larger World Bank global engagement on GovTech and Advisory Services and Analytics (ASA) in the South Caucasus focusing on transforming government services through digital innovations. The objective of the note is to conduct an initial GovTech stock-taking, using the GovTech conceptual framework within the broader Digital Economy context. Starting with a first analytical phase in 2021 and to be continued through a second phase of implementation support in 2022, the assessment focuses on key thematic areas in line with client interest to help identify entry-points and reform options. It applies a simplified and customized version of the Digital Government Readiness Assessment Methodology (DGRA), assessing key thematic dimensions and developing a menu of reform options in line with client priorities. The note is structured in four sections. The first section presents the GovTech and Digital Economy conceptual framework. Section two includes key findings of the snapshot assessment for all nine dimensions of the DGRA. Section three propose potential reform opportunities, based on entry-points identified in the assessment and customized to client priorities. Finally, Section 4 presents different engagement options to deepen collaboration between the government of Azerbaijan and the World Bank on GovTech.

    Citizen Engagement in Operations: A Stock-Take of Citizen Engagement in Development Policy Financing

    Guided by the 2014 Strategic Framework for Mainstreaming Citizen Engagement in World Bank Group Operations, the World Bank supports policies, programs, projects, and advisory services and analytics where citizen engagement (CE) can improve development results. While the corporate commitment to mainstream CE targets investment operations, the World Bank teams continue to explore CE in other instruments. Engaging Citizens for Better Development Results, a report by the Independent Evaluation Group (IEG), assessed the Bank Group’s efforts to mainstream CE. It recommends the World Bank “encourage and support efforts of its regional, country, and Global Practices teams to establish, where appropriate, thick CE that is regular and continuous, uses multiple tools, and is embedded in country systems.” It also suggests this objective could be achieved by more systematically using existing channels of dialogue and stakeholder engagement, including that of Development Policy Financing (DPF), and applying tools at the various levels. Given this context, this Governance Note aims to take stock of existing CE practice in DPF by shedding light on the prior action usage.

    Artificial Intelligence in the Public Sector: Maximizing Opportunities, Managing Risks

    The paper curate’s knowledge residing in public documents and aims to distill lessons learned on how to adopt and use AI as part of a public sector modernization strategy. The paper’s primary scope is on governance-related aspects. Chapter two elaborates on the opportunities being availed by governmentsaround the world using AI. These opportunities should be availed while managing associated risks, which are discussed in chapter three. For maximizing opportunities and managing risks, governments need to adopt AI ethical principles and institutional arrangements, discussed in chapter four. Chapter five discusses the ethical dimensions that need a broader policy response at the national level. Chapter six enumerates the building blocks necessary for a successful long-term AI strategy. The appendices contain information for practitioners. Appendix A provides technical information and additional resources for further support, and Appendix B highlights solutions that rely on AI for improvements in efficiency, scientific analysis, and prediction within the disciplines. To fully comprehend the impact that AI might have on governments, it is necessary to develop a solid understanding of key AI concepts. The paper does not offer in-depth coverage of work in specific sectors. The findings in the paper were validated through interviews with industry experts. Special efforts have been made to ensure the architectural design approaches discussed in the paper incorporate the best industry knowledge. The paper goes to great lengths to maintain a practical approach, with ‘handson’ examples of architectures and applications.
