    Brazil : The SOL-ution for Smart Community Procurement: Simple, Efficient, and Transparent Government Systems

    SOL is the Portuguese acronym for Online Bidding Solution (Solução Online de Licitação). SOL is a GovTech solution for community-level procurements carried out under community-driven development (CDD) projects, and it addresses the procurement challenges that the communities usually face. Piloting SOL in selected projects in Brazil showed the app’s potential to increase the efficiency, transparency, and governance of the procurement process. The app facilitates the connection between community associations and their suppliers and automates the full procurement process. In addition, as all procurement data is generated and safely stored in the app, the app enhances the audit capacity of governments and the World Bank. Given the many positive results, SOL is to be upgraded with new features and translated into other languages to facilitate scale-up and use by other countries, including in Latin America and the Caribbean.

    Ethics and Corruption in the Federal Public Service: Civil Servants' Perspectives

    This Survey on Ethics and Corruption in the Federal Public Service was held online from April 28 to May 28, 2021, in partnership with the Office of the Federal Comptroller General (CGU), the Ministry of the Economy, and the National School of Public Administration (ENAP). All civil servants were represented in the sample, totaling 22,130 respondents. The sample covered all federative units and ministries. Most civil servants report having witnessed some sort of unethical practice during their time in the public sector. Of all respondents, 58.7 percent stated that they witnessed some unethical practice during their career in public service. The most frequent practices were using one's position to help friends or family and bending the rules under pressure from one’s superiors. Over the past three years, around one third of all civil servants (33.4 percent) witnessed some unethical practice, according to their reports. Corruption in the public service is multifaceted, thus requiring granular information about its nature, prevalence, and vulnerable actors. In view of its scope, thematic scope, and representativeness, the data generated by the study could become a valuable source for the development of knowledge about corruption in the federal public service. We hope that this Survey on Ethics and Corruption in the Federal Public Service becomes a tool to complement current and future efforts to fight corruption.

    Promoting Competition in Local Markets in Mexico: A Subnational Application of the World Bank Group's Markets and Competition Policy Assessment Tool

    Stagnant productivity growth and high disparities in productivity levels across Mexican states have been holding back economic growth. In general, Mexico’s federal government has a solid competition policy framework in place. Subnational regulations in transport, agriculture, tourism, retail, and other sectors are holding back the potential of local economies to grow and provide consumers with affordable goods. Anticompetitive regulations for professionals such as notaries also increase the cost of doing business. The World Bank Group (WBG) was requested to address a critical gap and to pilot a reform-oriented engagement on competition policy at the subnational level. WBG engaged to motivate an actionable reform plan that can unlock competition in key markets at the local level. This note discusses the main findings of the WBG’s markets and competition policy assessment tool (MCPAT) application to various subnational governments in Mexico and the initial reform experience. It draws on the results of multiple pieces of analysis and implementation support projects since 2012 to assess, identify, prioritize, and modify regulations that restrict competition at the subnational level in key markets. This note is structured as follows: section 1 gives an introduction, section 2 discusses the international experience on the role of competition at the local level for development. Section 3 provides a brief presentation of the methodological steps of the MCPAT subnational application. Section 4 discusses incidences of anti-competitive regulation (some of which have been removed) to exemplify their harmful effect. Section 5 provides several examples of how to prioritize and design reforms based on how government interventions at the subnational level interact with particular features of subnational Mexican markets, as well as based on their feasibility and their potential effects.

    Dominican Republic Gearing Up for a More Efficient Tax System: An Assessment of Tax Efficiency, a Cost-Benefit Analysis of Tax Expenditures, and an Exploration of Labor Informality and its Tax Implications

    This study discusses options how to increase the Dominican Republic tax revenue and attempts to identify priority areas for efficiency-enhancing reforms. A 2016 World Bank report on Dominican fiscal policy found that the country's tax expenditures were poorly targeted and regressively distributed, benefitting the wealthy more than the poor, and imposed considerable fiscal and economic costs. The report also showed that the tax contribution of the informal sector is extremely low, despite the fact that informal workers account for roughly half of the active labor force. As the new government prepares the ‘fiscal pact' first described in the country's development strategy 2030, policymakers will require a more thorough understanding of these issues and their fiscal, economic, and distributional implications. Thus, building on past analytical work, the present study focuses on two priority areas: tax efficiency and labor informality. Chapter One reveals that the DR's strong and sustained economic growth in recent years has had only a modest impact on revenues' efficiency from value-added tax, corporate income tax, personal income tax, and minor taxes. An analysis of tax-collection efficiency reveals several feasible options for boosting tax revenues. Chapter Two explores the characteristics, correlates, and effects of widespread labor informality in the DR. Identifying the correlates of informality yield important implications for promoting formalization and thereby broadening the income-tax base.

    Technical Assessment of the Oaxaca Water and Sanitation Sector Modernization Program

    In 2012 the Government of Oaxaca (GoO) prepared a Strategic Plan (Plan Estrategico Sectorial) for the Water Supply and Sanitation sector as part of its State Development Plan (Plan Estatal de Desarrollo) covering the period 2011-2016 corresponding to the six years of its administration. The objectives of the Strategic Plan for the WSS sector can be grouped under four pillars, expanding access to WSS services urban areas, improving water service quality and financial sustainability of water utilities, increasing wastewater treatment coverage, and expanding access to WSS services rural areas.

    The Government of Ceará has asked for the Bank s support in implementing its multi-year plan (Plano Plurianual or PPA) for 2012-15. The objectives of the Plan are to promote equitable social development, sustainable economic development and to contribute to the emergence of a more efficient and participatory public sector.The activities to be supported have been chosen on the basis of the importance to these goals, the state s commitment to and the Bank s capacity, in view of its experience in other Brazilian states and elsewhere, to contribute to improving their design and execution. The PforR will build on previous Bank support for public sector reform by strengthening results-based management within sector agencies and providing incentives for collaboration among agencies and with the private sector. This will contribute to strengthening the implementation of Government programs in the following areas: skills development, early childhood development and water quality.

    Central America : Big Data in Action for Development

    This report stemmed from a World Bank pilot activity to explore the potential of big data to address development challenges in Central American countries. As part of this activity we collected and analyzed a number of examples of leveraging big data for development. Because of the growing interest in this topic this report makes available to a broader audience those examples as well as the underlying conceptual framework to think about big data for development. To make effective use of big data, many practitioners emphasize the importance of beginning with a question instead of the data itself. A question clarifies the purpose of utilizing big data, whether it is for awareness, understanding, and/or forecasting. In addition, a question suggests the kinds of real-world behaviors or conditions that are of interest. These behaviors are encoded into data through some generating process which includes the media through which behavior is captured. Then various data sources are accessed, prepared, consolidated and analyzed. This ultimately gives rise to insights into the question of interest, which are implemented to effect changes in the relevant behaviors. Utilizing big data for any given endeavor requires a host of capabilities. Hardware and software capabilities are needed for interaction of data from a variety of sources in a way which is efficient and scalable. Human capabilities are needed not only to make sense of data but to ensure a question-centered approach, so that insights are actionable and relevant. To this end, cooperation between development experts as well as social scientists and computer scientists is extremely important.

    FONDEN: Mexico's Natural Disaster Fund--A Review

    FONDEN (Natural Disasters Fund), Mexico's fund for natural disasters, was established in the late 1990s as a mechanism to support the rapid rehabilitation of federal and state infrastructure affected by adverse natural events. FONDEN was first created as a budget line in the Federal expenditure budget of 1996, and became operational in 1999. Funds from FONDEN could be used for the rehabilitation and reconstruction of: 1) public infrastructure at the three levels of government (federal, state, and municipal); 2) low-income housing; and 3) certain components of the natural environment. FONDEN consists of two complementary budget accounts, the FONDEN program for reconstruction and FOPREDEN program for prevention, and their respective financial accounts. The FONDEN program for reconstruction is FONDEN's primary budget account. It channels resources from the federal expenditure budget to specific reconstruction programs. The FOPREDEN program for prevention supports disaster prevention by funding activities related to risk assessment, risk reduction, and capacity building on disaster prevention. The FONDEN system is continuously evolving to integrate lessons learned over the course of years of experience.

    Colombia - Programmatic Strategic Engagement on Public Sector Management and Governance : Concept Note

    This concept note presents the strategic engagement of the World Bank in the areas of public sector management and governance in Colombia. It describes the short and medium term approach through which the Bank will provide support to the country on those areas of reform, as well as their links and synergies with other sectors activities. It also provides a summary of the Bank's public sector management and governance recent activities and their links with the program proposed by this strategy. This concept note lays out the strategy and program of financial support, knowledge and convening services to continue supporting the Government's public sector reform agenda in a demand-driven and flexible manner. The program aims to contribute to improve sustained and inclusive growth and competitiveness through strengthened government's management and improved service delivery. Its objectives are aligned with the National Development Plan (NDP) pillars and cross-cutting themes of good governance and regional development and integration, as well the Country Partnership Strategy (CPS) outcomes. The remainder of this note is structured as follows: (i) section two summarizes the trend public sector reforms have been following in Colombia; (ii) section three provides an overview of the trajectory the reform key National Government Management Institutions (NGMI) has followed in Colombia, summarizing the current status of Government's efforts in this area and outlining the pending policy reform agenda; (iii) section four presents a review of past Bank engagement in NGMI' s reforms and a description of the strategy to respond to the Government's priorities and pending reform agenda, including key expected outputs; (iv) section five provides an overview of the trajectory decentralization reform has followed in Colombia, summarizing the current status of Government's efforts in this area and outlining the pending policy reform agenda; (v) section six presents a review of past Bank engagement in decentralization reforms and a description of the strategy to respond to the Government's priorities and pending reform agenda, including key expected outputs; and, (vi) section seven contains a resource section, describing the timeline of proposed activities, budget, team composition, and processes for quality review, monitoring and evaluation.

    Peru - Public financial management performance report : based on the performance measurement framework (PEFA)

    The report based on the Public Expenditure and Financial Accountability (PEFA) methodology is to serve Peruvians authorities and officials as a baseline and reference for the monitoring of Management of Public Finances (GFP) in the country. Also, it feeds and updates the dialogue between the government and various agencies and bilateral development cooperation in the area of GFP, the achievements and shortcomings of reform processes that are underway or are proposed in the future. The report also helps these agencies to determine country eligibility for a new program budget support or, possibly, to verify compliance with general conditions or special disbursement of GFP linked to a program previously approved. In addition, the report fosters discussion on the formulation or revision of an integrated program of public finance or the development or revision of a support program for public finance and institutional coordination between different agencies.
