The Gender Innovation Lab (GIL) conducts impact evaluations of development interventions in Sub-Saharan Africa, seeking to generate evidence on how to close the gender gap in earnings, productivity, assets and agency. The GIL team is currently working on over 50 impact evaluations in 21 countries with the aim of building an evidence base with lessons for the region.

    Helping Female Entrepreneurs Access Digital Platforms: The Importance of a Tech-Plus-Touch Approach and Other Lessons Learned - Case Study 1

    Connecting female entrepreneurs to digital platforms that provide access to information and resources is possible, even in low-income and low-bandwidth settings. However, supporting initial take-up may require traditional, in-person marketing and onboarding. This brief shares lessons from a pilot of a digital mentoring platform in Ethiopia. The target users were female entrepreneurs in Ethiopia’s Somali region. The pilot found that on-boarding female entrepreneurs to digital platforms and helping them progress through the user experience is possible, but also suggests that thoughtful design modifications are critical. These modifications include: (a) using old-fashioned marketing strategies; (b) adopting a tech-plus-touch approach; (c) prioritizing a mobile-first low-bandwidth option; (d) simplifying onboarding requirements; and (e) providing educational and guidance resources.

    New Insights on Women’s Employment in Ethiopia’s Industrial Parks

    Low take-up of job offers and high early turnover continue to affect employment of Ethiopia’s female factory workers. Despite starting factory work around the onset of the COVID-19 pandemic, the women in our sample still left factory employment primarily for voluntary reasons unrelated to COVID-19. This is consistent with early separation being a longer-term feature of factory employment. Women who voluntarily left their factory jobs reported they had received wages close to the minimum of what they were expecting. Much of the COVID-related separations we observe are “voluntary”, with women choosing to leave factory jobs and mainly staying at home due to personal health concerns. Therefore, while measures to reinforce input chains and demand for factory orders remain key, immediate interventions to address workers’ health and safety concerns are crucial to counter voluntary quitting in times of a public health crisis.

    Re-Thinking Firm Level Data Collection during COVID-19: Using Mobile Sensing to Understand the Financial Behaviors of Entrepreneurs

    SMEs around the world are entering a crisis period in light of COVID-19, adding new urgency to understanding firm-level financial behaviors and challenges. At the same time, traditional methods of in-person data collection pose a health risk to both enumerator and firm and contravene social distancing guidelines and public health policies. Remote data collection methods such as phone sensing offer a viable and promising alternative. Phone sensing utilizes data generated from mobile phone usage, from GPS location to call logs to battery life – to offer insights on firm behavior, trends, and challenges. While the technology is still new and untested, this note explores some of the early insights gained from a pilot of mobile sensing technology to understand the financial behavior of women entrepreneurs in Ethiopia. Phone sensing data allows us to glean some insights into the lives and behaviors of entrepreneurs which traditional data collection might not reveal. One of the key finding of this pilot is that mobile phone sensing data correlates with business outcomes. Insights such as the ones from this pilot, if collected at a larger and more systematic scale, could enhance our understanding of borrower behavior, and could help lenders and policymakers better target potential borrowers, better understand when borrowers are likely to face adversity, and better design products to meet their needs.

    Algorithms for Inclusion: Data Driven Lending for Women Owned SMEs

    All over the world, women have less access to credit than men. Because of both discriminatory property laws and unwritten social customs, women are less likely than men to own high-value assets that can be used as collateral to secure loans. Financial institutions in developing countries rely on heavy collateral requirements because they don’t have enough information about their borrowers. New technologies - many emerging from financial technology (fintech) startups in the Silicon Valley - have the potential to generate data on borrowers that can replace traditional collateral requirements, and unlock finance for women. In Ethiopia, the authors explored introducing fintech that can harness the data that financial institutions are already sitting on. The technology focuses on digitizing hard-copy loan application files of previous borrowers to identify trends and characteristics associated with repayment, and predict creditworthiness of new borrowers. Fintech solutions can viably address the collateral constraint for women borrowers, and can work even in low tech environments. But technology adoption isn’t easy, and assessing the readiness of financial institutions to adopt fintech and embark on technological change is a critical first step.

    Intra-Household Dynamics and the Design of Social Protection Programs: The Case of Polygamous Households in North Burkina Faso

    A recent overview of World Bank social safety net programs and gender highlighted the need for greater consideration of intra-household dynamics in the design of social protection programs (Bardasi 2014). During program design, decisions have to be made about who to target, how much and how often to give cash transfers, and what measures should accompany cash transfers. These decisions become even more complex in the context of polygamous households. The conclusions above are meant to illustrate important links between intra-household dynamics and the design of cash transfer programs. As a preliminary study, this research did not capture the actual effects of cash transfers. It is important to remember that money received from the government in the form of a regular cash transfer may be treated differently than income from other sources. Additional research is planned that will measure differences in the use of cash transfers depending on the social protection program design.

    As Good as the Company They Keep?: Improving Farmers’ Social Networks

    Extension services have a history of being relatively expensive and not always effective. At the same time, studies show that informal social networks can be very beneficial in helping increase productivity. In Uganda, the authors tested the value of informal social networks for women farmers by connecting the least-productive 30 percent to some of the most productive women farmers in their own villages. Results show significant gains in productivity indicating that the path to better outcomes is contained within their own community. Women learned the agricultural information at least as well in a network setting as in a more intensive, formal extension setting. On average, the social network intervention was less costly and more effectively targeted women and the least productive farmers than traditional extension services. By exploiting the power of social ties, social network interventions offer a lower-cost alternative to traditional agricultural training programs and can be particularly effective at improving the productivity of women. The results of the study featured in this brief are particularly relevant to policymakers in Sub-Saharan Africa, where productivity differentials still exist between males and females, and women are less frequently targeted for training.

    Costing the Gender Gap

    In sub-Saharan Africa women comprise a large proportion of the agricultural labor force, yet they are consistently found to be less productive than male farmers. The gender gap in agricultural productivity-measured by the value of agricultural produce per unit of cultivated land-ranges from 4-25 percent, depending on the country and the crop.1 The World Bank Africa Gender Innovation Lab, UN Women, and the UNDP-UNEP Poverty-Environment Initiative jointly produced a report to quantify the cost of the gender gap and the potential gains from closing that gap in Malawi, Tanzania, and Uganda. This report illustrates why the gender gap matters. Closing the gender gap of 28 percent in Malawi, 16 percent in Tanzania and 13 percent in Uganda could result in gross gains to GDP, along with other positive development outcomes, such as reduced poverty and greater food security. However, it is important to stress that these potential gains do not come without cost. Closing the gender gap will require changing existing or designing new policies, which may require additional resources.

    Female Entrepreneurs Who Succeed in Male-Dominated Sectors in Ethiopia

    In developing countries, female entrepreneurs have low returns. Yet, the few women who cross over into traditionally male-dominated sectors double their profits. So why don't more women cross over? When parents and husbands support them, women are more likely to cross over. When they lack information on the earnings potential in male-dominated sectors, they are less likely to. This suggests a path to promote women entrepreneurs crossing over. The challenges Ethiopian women face in getting jobs and earning income come from a range of sources. Women start from a more difficult situation than men --without easy access to finance, land, training, education and effective business networks. The share of women in Ethiopia without education is almost twice that of men, which in turn limits women entrepreneurs' ability to grow their businesses. Reducing gender inequalities in education and the labor market could increase annual GDP growth in Ethiopia by around 1.9 percentage points.

    Making it Easier for Women in Malawi to Formalize Their Firms and Access Financial Services

    The global rate of informal firms is high, especially for those that are women-owned and in the poorest countries, despite 149 economies implementing 368 reforms to simplify the registration process in a recent ten-year period. Through an experiment in Malawi, the author established an effective and replicable design to offer informal firms support to formalize, costing much less than the typical private sector development intervention. What works in the short-term is combining business registration with an information session at a bank including the offer of a business bank account. This led to women entrepreneurs increasing usage of bank accounts for business-only purposes, financial record keeping, and access to other financial services including insurance. Informal firms are smaller and less productive than formal ones, and their informal status is often associated with a number of costs, including less access to finance. Although 75 percent of the countries included in the Doing Business project have adopted at least one reform making it easier to register a business since 2004, informality remains very prevalent, especially in Sub-Saharan Africa. This may lead many to believe that entrepreneurs are not interested in registering their firms, and that if they could only be convinced to formalize it would lead to great benefits for their business.
