Ethiopia: Priorities for Ending Extreme Poverty and Promoting Shared Prosperity

This Systematic Country Diagnostic (SCD) identifies the binding constraints to reducing extreme poverty and promoting shared prosperity in Ethiopia. Achieving those goals requires a two pronged strategy of building on the strengths of past performance as well as introducing new elements. Progress in rural livelihoods drove poverty reduction in the past and will likely do so in the future. In addition, faster, and more inclusive, private sector-led structural change and ‘getting urbanization right’ are essential going forward. The report identifies two key challenges to sustainable progress: Ethiopia needs sustainably financed infrastructure that enables private investment to flourish and reduces reliance on public borrowing. It must also strengthen feedback mechanisms that inform policymakers of what works and what doesn’t so that the aspirations of a rapidly rising and better-educated working-age population can be met. The report is structured in two parts: Part A analyses the past and Part B identifies priorities for the future.
Against the Current: How to Shape an Enabling Environment for Sustainable Water Service Delivery in Nigeria

Nigeria has enough surface and ground water to meet domestic demand, but as of 2004 half of its urban population did not have access to piped water. And for those who did have access, water taps flowed only a few hours a day. Rapid urban population growth of 5.7 percent per year heightened the difficulties faced by State Water Agencies (SWAs) in meeting the need for piped water and expanding production capacity. Poorly maintained and aging pipes were subject to frequent leakages, and some newly built pipes carried no water owing to intermittent power supply. Nigeria’s water sector performance contrasts with that of smaller countries in West Africa, such as Niger and Burkina Faso, which, with fewer resources, have undergone major institutional reforms and made significant progress in the urban water sector. The case study is part of a series on Doing Development Differently in Nigeria. This series seeks to support the World Bank’s Nigeria country team in strengthening its effectiveness by tailoring interventions to the local context using World Bank support to leverage system wide change and systematically learn by doing. This case study is also part of the Science of Delivery case study program that is contributing to the Global Delivery Initiative’s Library of Delivery Case Studies. The Global Delivery Initiative is collaboration across the international development community to forge a new frontier in development efforts worldwide.
Regional Initiative in Support of the Horn of Africa

The Horn of Africa (HoA) region has many security and development challenges whose origins and consequences go well beyond the borders of individual countries. It is also a region with many human assets and resource endowments, and some of the most dynamic economies in the world. Despite its numerous challenges, the Horn of Africa offers significant potential to address cross-border issues that can help transform its countries and the region. This paper describes a World Bank Group (WBG) initiative to address some of the key drivers of instability in the HoA and promote development in the area. The initiative is intended to build on and complement the large country and regional programs the WBG and other partners are already supporting in the HoA, bringing value by addressing a number of issues which demand cross-border collaborative solutions to reducing fragility and instability. The central rationale to this initiative is that WBG cannot effectively support the elimination of extreme poverty and boost shared prosperity in the region without engaging more intensively and creatively in addressing very difficult development problems, including those linked to insecurity and vulnerability. The WBG package totals $1.8 billion to be committed over approximately 24 months, with about $600 million investments from the International Finance Corporation (IFC) and an estimated $200 million in guarantees from the Multilateral Guarantee Investment Agency (MIGA). The initiative builds on two previous programs aimed at similar issues in the Great Lakes Region (May 2013) and the Sahel (November 2013), efforts that recognize the link between security and development, and the importance of giving hope to vulnerable citizens, including women and children, that they can overcome poverty and deprivation.
Do Pro-Poor Policies Increase Water Coverage? An Analysis of Service Delivery in Kampala's Informal Settlements

Uganda is one of the poorest countries in Africa with a gross national income (GNI) per capita in 2010 of United States (U.S.) $500 compared with the Sub-Saharan regional average of $1,170. Uganda's population growth of over 3 percent per year, one of the highest in the world, puts a considerable strain on public sector service delivery, not just for water and sanitation but also in other areas such as health, education, and transport. The aim of this study is to assess the impact of the pro-poor policies introduced by the National Water and Sewerage Corporation (NWSC) between 2004 and 2010, by analyzing the effectiveness, efficiency, and equity of these policies and strategies implemented by the Government of Uganda (GoU) and NWSC to increase coverage of urban water supply services in poor settlements. The study focuses exclusively on the area of Kampala city, the capital of Uganda, as this constitutes the largest service area of the NWSC - with approximately 60 percent of its connections and 64 percent of its revenues. The assessment of the impact of the pro-poor policies on the poor in Kampala is based on an analysis of the effectiveness, the efficiency, and the equity of these policies since 2004. The report is divided into the following six chapters: chapter one gives the introduction of the report and presents the objectives and methods used. Chapter two presents an overview of the water sector in Kampala, including the legal, institutional, and regulatory framework, a definition of poverty in Kampala and what this means for poor households. Chapter three describes the urban water sector policy and the strategy developed by the NWSC to expand services and improve financial performance. Chapter four analyzes in detail the impact of NWSC policies and water supply delivery mechanisms on services to poor households in Kampala. Chapter five contains the conclusions of the study. Chapter six contains recommendations for further analysis which can be undertaken by the NWSC, GoU, and or the World Bank.
The Nile Story: 15 years of Nile Cooperation--Making an Impact

The Nile Story is one of immense challenges and remarkable achievements for the economic development of the region. It begins in 1999, when the ministers in charge of water affairs in the Nile countries agreed to form the Nile Basin Initiative (NBI). Between 2003 and 2015, the Nile Basin Trust Fund (NBTF) supported and coordinated cooperative work in the region, which has been delivered mainly through the NBI. This book, commissioned by the World Bank on the closure of the NBTF, captures some insights to this 15 year story, the role of the NBI, and how its many achievements have been made along the way.
Rwanda Poverty Assessment

The last poverty assessment for Rwanda was conducted in 1997. Three years after the genocide, the country was characterized by deep and widespread poverty, rock-bottom health indicators, and pervasive hunger and food insecurity. In real terms, gross domestic product (GDP) per capita was lower than it had been in 1960. In real terms, the economy quadrupled between 1995 and 2013. Enrolment in primary school is near universal and infant and child mortality are among the lowest in Africa. A large part of the population, including the extreme poor, is covered by public health insurance. This poverty assessment focuses on the evolution of poverty and other social indicators over the past decade (2000-1 and 2010-11). Using data from a variety of sources, mainly the three household living standards surveys (EICV) and the three demographic and health surveys (DHS) conducted during the past decade, the poverty assessment documents trends in monetary and non-monetary dimensions of living standards and examines the drivers of observed trends. The aim of the poverty assessment is to provide policy makers and development partners with information and analysis that can be used to improve the effectiveness of their poverty reduction and social programs.
South Sudan: Impact of a Continued Internal Conflict on Food Security and Poverty

South Sudan is a fragile country beset by conflicts. The oil shutdown accompanied by a border closure in 2012 was resolved, but ongoing military clashes between factions of the ruling party have affected livelihoods since December 2013. Before the onset of these conflicts, large parts of the population were food insecure (2 out of 3 people) and lived in poverty (1 out of 2 people). This note estimates and juxtaposes the impact of the oil shutdown and the ongoing military conflict on livelihoods based on food price changes, predicted harvest losses and displacement. The resulting poverty estimates help to understand the structural implications of these conflicts. But to validate these numbers, test the underlying modeling assumptions and inform a policy response, new data needs to be collected urgently.
Toward Efficient and Sustainable River Basin Operational Services in Indonesia

Since the introduction of the Water Law in 2004, national river basin management in Indonesia has been carried out by 30 public river basin management organizations (RBOs), called either Balai Besar Wilayah Sungai(s) (BBWSs) or Balai Wilayah Sungai(s) (BWSs); the two are referenced together here as B(B)WSs. These national government agencies fill both regulatory and management functions, as well as undertaking construction, operation, and maintenance of river infrastructure and irrigation systems larger than 3,000 hectares. Provincial water agencies also provide water resource and river basin management in provincial basins and basins of national river territories, in coordination with the national river basin agencies.
Do African Children Have an Equal Chance? : A Human Opportunity Report for Sub-Saharan Africa

This study explores the changing opportunities for children in Africa. While the definition of opportunities can be subjective and depend on the societal context, this report focuses on efforts to build future human capital, directly (through education and health investments) and indirectly (through complementary infrastructure such as safe water, adequate sanitation, electricity, and so on). It follows the practice of earlier studies conducted for the Latin America and the Caribbean (LAC) region (Barros et al. 2009, 2012) where opportunities are basic goods and services that constitute investments in children. Although several opportunities are relevant at different stages of an individual s life, our focus on children s access to education, health services, safe water, and adequate nutrition is due to the well-known fact that an individual s chance of success in life is deeply influenced by access to these goods and services early in life. Children s access to these basic services improves the likelihood of a child being able to maximize his/her human potential and pursue a life of dignity.
Health Financing in the Republic of Gabon

This is a review of the health financing situation in the Republic of Gabon. The book reviews the situation in the country under the lens of the principles of health financing: revenue mobilization for health, risk pooling, and purchasing services. The book also estimates the fiscal space in health that is, looking at options that can increase resources for health within a macroeconomic and fiscal context. Universal health coverage has been defined as a situation where all people who need health services (prevention, promotion, treatment, rehabilitation, and palliative) receive them, without undue financial hardship. Universal health coverage consists of three inter-related components: (i) the full spectrum of quality health services according to need; (ii) financial protection from direct payment for health services when consumed; and (iii) coverage for the entire population. Because of Gabon's commitment to universal health coverage, certain segments are calling for additional resources for this sector. As a result, the country is grappling with the following: (i) how are resources being spent, (ii) is there room for a more efficient allocation of current resources, or (iii) is there an urgent need to mobilize additional resources to meet the goal. This book attempts to diagnose the situation and offer additional information to enlighten and fuel the debate. The book has six chapters: chapter one gives background and objectives. Chapter two provides an overview of the country s health status and service use patterns. Chapter three provides an overview of health financing systems and outputs. Chapter four provides an overview of the national health insurance and social security (caisse nationale d'assurance maladie et de garantie sociale) (CNAMGS). Chapter five provides fiscal space analysis for health. Finally, chapter six provides the reform issues and policy options in health financing.
