    Toward Managing Rural Drinking Water Quality in the State of Punjab, India

    Rural drinking water quality is an emergent issue in the State of Punjab. In response to health concerns related to children being exposed to metals in some regions, and reports of higher incidence of cancers in the state, the department of drinking water supply and sanitation conducted blanket testing of all its water supply sources. The objective of this study was to systematically examine the drinking water quality issue and provide practical guidance to the state on possible responses. The state’s commitment to addressing this issue is highlighted by its allocation of 59 million dollars for a component to improve water quality through the Punjab Rural Water and Sanitation Sector Improvement Project, financed by the World Bank. While the study seeks to provide an analytical basis for understanding the occurrence and impact of the contamination, practical actions have been explored and demonstrated to allow the state to begin actively managing the water quality issue. The study is designed around three key areas: understanding the problem; taking appropriate action; and institutional sensitization and action. This report is a first step toward understanding and managing water quality issues in the state. It provides an analytical basis for moving forward and has demonstrated approaches that have yielded valuable lessons for scale-up. The next steps are for the state to identify key actions and develop detailed action plans for implementation.

    Water and Sanitation Services for Informal Settlements in Honiara, Solomon Islands

    The objective of this study was to inform Solomon Water of potential service delivery models for the expansion of water and sanitation services in informal settlements in Honiara. Currently, a range of water service delivery models are in use by residents of settlements. As described below, many of do not result in safe and affordable drinking and domestic water. Similarly, a range of sanitation practices are in use, most are not likely to result in safe containment of human waste. Solomon Water is currently expanding and improving its water and sanitation services in Honiara, and other regional towns urban center's. As a part of this improvement and expansion agenda, there is the opportunity to improve the water and sanitation services used by residents of informal settlements. In recognition of the diversity of environmental, social and economic diversity amongst urban residents in Honiara’s informal settlements, a range of water and sanitation service delivery models may need to be offered. This assessment identifies the range of possible water and sanitation service models, and, with input from Solomon Water, informal settlement residents and other stakeholders, together with analytical information and lessons about service delivery models used elsewhere, makes recommendations about the water and sanitation service options best suited to informal Honiara’s settlements.

    Safely Managed Sanitation in High-Density Rural Areas: Turning Fecal Sludge into a Resource through Innovative Waste Management

    Safely managed sanitation is a focus of the SDGs and central to stunting reduction and early childhood survival, both identified by the World Bank's Human Capital Index as critical for humans to develop their full potential. In 2015, 4.5 billion people lacked access to safely managed sanitation. This paper finds that hundreds of millions more people are exposed to significant health risks due to unsafely managed sanitation. This report explores the challenges of fecal sludge management (FSM) in densely populated rural areas and it presents some typical current practices, examples of financially sustainable FSM services, and global innovations in waste management with potential replicability for FSM. Its aim is to promote dialogue on how to move from the Millennium Development Goals' approach to rural sanitation—effectively, building toilets—to the Sustainable Development Goals' approach: safely managed sanitation systems. The paper concludes that the sanitation service chain spans both private and public goods, and market mechanisms are not always adequate to mitigate the safety risks. Public funding will be needed to cover the affordability gap and address safely managed sanitation, requiring a clear and long-term commitment and support from government. The case is similar to that for networked sanitation: without public support, improving the safety of existing FSM services is likely to decrease profit margins and potentially render businesses unviable.

    Reform and Finance for the Urban Water Supply and Sanitation Sector

    Since 2016 the World Bank has explored a wide range of country experiences in delivering better water supply and sanitation services. The analyses led to publication of three new global frameworks for designing water reforms: Policy, Institutional, and Regulatory Incentives, which looks at the broader sector enabling environment; Water Utility Turnaround Framework, which looks at utility-level reforms; and Maximizing Finance for Development, which looks at shifting the financing paradigm to reach the Sustainable Development Goals. The three frameworks—individually and as a compendium—set forth the key principles of a more holistic approach to reform that diverges from the traditional focus on infrastructure economics to a deeper understanding of the behavior of and between sector institutions and of the people within those institutions. Each country-specific reform path will gradually bring the sector to higher degrees of maturity with a strong focus on improving financial sustainability. This summary note integrates the three lines of work—utility reform, sector reform, and sector finance—for readers to understand the critical links between the three spheres. New contributions of this note are a Maturity Matrix for assessing where a country is in its reform process and where it wants to go and a Maturity Ladder that identifies typical actions to move from one stage of maturity to the next. Tools and references are also provided to help governments start on their reform path.

    Vietnam: Toward a Safe, Clean, and Resilient Water System

    Prudent economic policies, combined with the enabling conditions created by a high endowment of water, have transformed Vietnam from a low income to a middle-income country within two decades. Though growth has produced vast benefits, it has also placed unrelenting pressures on water resources, which in turn lead to economic stresses. This report assesses how secure Vietnam’s water resources are and its economic implications and focuses on reducing the threats of “too little, too much, and too dirty.” Specifically, the report focuses on increasing water productivity in irrigated agriculture, water security and services for settlements, and on how Vietnam manages water quality and pollution issues, as well as climate change adaptation, disaster risks, and risks from infrastructure gaps and vulnerabilities. Recognizing that water governance is fundamental in addressing Vietnam’s water challenges, this report analyzes the current governance of the water sector to inform the development of strategies, provide an integrated view of challenges, and identify the most fundamental shifts needed to achieve national water security. Going forward, greater emphasis will have to be given to policy enforcement and to the incentives needed to assure greater compliance. The solutions suggested by this analysis are clustered around seven recommendations. This report was developed in close cooperation with the Government of Vietnam.

    Governance in Irrigation and Drainage: Concepts, Cases, and Action-Oriented Approaches—A Practitioner’s Resource

    Irrigated farming is central to meeting the world's food and fodder needs and will be even more important in delivering on food security and water sustainability development priorities in the future. High population growth, climate change, increasing socio-economic growth, and water stress are key drivers of change. Although irrigation covers only 6.5 percent of the total land used for agriculture, it supports production of forty percent of the world's food and fodder output, with a gross value of fifty-five percent of global agricultural produce. Improving irrigation performance is a priority strategy in addressing rural poverty and in mitigating climate -change impacts, especially for the most vulnerable. Investment in irrigation has seen renewed interest in the past decade, and irrigation and drainage (I and D) governance emerging as a key focus for improved performance. Institutional failures and poor irrigation performance have been blamed on low capacity, perverse incentives, misdirected policies, and weak implementation but these are only contributing factors. Investments in institutions of the past have aimed to fix the institutions, with a focus on form and on organizational structure. The central message of this resource book is that functions, processes, and related capabilities must be the priority focus of all irrigation institutional interventions.

    Fintech for the Water Sector: Advancing Financial Inclusion for More Equitable Access to Water

    For many low-income households in the developing world, incomes are highly variable and uncertain. High up-front costs combined with irregular incomes result in unequal access to water, sanitation, and irrigation. Households typically can, and should, cover the costs of accessing water resources, but they cannot do this without help. Financial inclusion can help households access water resources. Financial inclusion focuses on ensuring everyone has access to useful and affordable financial products and services, including transactions, payments, savings, credit, and insurance. The emerging field of financial technology (fintech) can help address barriers to financial inclusion in the water sector while potentially reducing or eliminating the need for subsidy. Fintech solutions already address some of the needs of developing-nation households—applications include payments and mobile money, pay-as-you-go (PAYG) models, insurance technology (insurtech), and virtual banks. This paper explores how fintech can support expansion of market-based solutions for water, sanitation, and irrigation, identifying several use cases where fintech is already being used to address financial inclusion and access to water. In addition to ways that fintech can help households access water supply and sanitation services, the paper also examines how fintech can help water utilities serve low-income customers more effectively and assist small-scale service providers in growing their businesses.

    Evaluating the Potential of Container-Based Sanitation

    In the face of urbanization, alternative approaches are needed to deliver adequate and inclusive sanitation services across the full sanitation service chain. Container-based sanitation (CBS) consists of an end-to-end service—that is, one provided along the whole sanitation service chain—that collects excreta hygienically from toilets designed with sealable, removable containers and strives to ensure that the excreta is safely treated, disposed of, and reused. This report builds on four case studies (SOIL – Haiti, x-runner – Peru, Clean Team – Ghana, Sanergy – Kenya) to assess the role CBS can play in a portfolio of solutions for citywide inclusive sanitation (CWIS) services. The authors conclude that CBS approaches should be part of the CWIS portfolio of solutions, especially for poor urban populations for whom alternative on-site or sewer-based sanitation services might not be appropriate. Customer satisfaction with existing services is high and services provided by existing CBS providers are considered safe but have some areas for improvement. While the proportion of total CBS service costs covered by revenues is still small, CBS services are considered to be priced similarly to the main sanitation alternatives in their service areas. Recommendations include adopting a conducive policy and regulatory environment and exploring ways to ensure that CBS services are sustainably financed. The report also identifies areas for further analysis.

    Evaluating the Potential of Container-Based Sanitation: SOIL in Cap-Haitien, Haiti

    This study focuses on Sustainable Organic Integrated Livelihoods (SOIL), a U.S.-based nongovernmental organization (NGO), and its operations mostly in Cap-Haitien, Haiti, and to a lesser extent in Port-au-Prince. SOIL, through its container-based program known as EkoLakay, operates mainly in the eastern part of Cap-Haitien in low-income areas characterized by a high population density, irregular alley layout, and higher exposure to floods (compared to the rest of the city). SOIL provides full-cycle ecological sanitation, where excreta is treated and transformed into compost, benefiting agricultural projects and development. SOIL is the only service provider in Cap-Haitien (and in Haiti at large) able to manage a sanitation system that covers the whole sanitation service chain, and customers expressed satisfaction with the toilet technology. While affordability is a key issue for customers and non-customers, the user fee is unlikely to cover all costs of the sanitation service, which includes excreta treatment and transformation. SOIL intends to transfer implementation and scale-up of its CBS business models to the public and private sectors in Haiti, making replicability and scalability key for their business model. To meet its ambitious target number of customers in Cap-Haitien and Port-au-Prince, SOIL will need to continue to influence the institutional environment, along with other organizations and donors in the sector.

    Evaluating the Potential of Container-Based Sanitation: Sanergy in Nairobi, Kenya

    This case study examines the container-based sanitation (CBS) service provided by Sanergy and how its business model fits overall in Nairobi as well as specifically in informal settlements there. Sanergy’s basic business concept is to provide safe sanitation to low-income residents of informal settlements in Nairobi and to create a sustainable value chain that converts feces into premium reuse products for agriculture. Sanergy provides single-cubicle, branded Fresh Life Toilets (FLTs) to franchisees for a fee and collects the excreta from the toilets on a frequent basis (daily or every two or three days). Satisfaction expressed by customers with Sanergy’s toilets was high and users of Sanergy’s toilets are paying much the same rates as they would for other toilet options. Overall, the FLT operation shows promise to provide a highly cost-effective sanitation solution at scale and the evolving policy landscape and significant investment by Sanergy and others has radically changed the status of CBS in a short time. Sanergy plans to scale significantly to serve as many as 500,000 people in its existing areas of operation, an ambitious expansion plan that will warrant further study and monitoring.
