    From Source to Sea: South Asia Water Initiative Completion Report 2013 - 2021

    This Completion Report summarizes cumulative results and outcomes for the South Asia Water Initiative (SAWI) Phase 2 (from 2013-2021). SAWI’s objective was to increase regional cooperation in the management of the major Himalayan river systems in South Asia to deliver sustainable, fair, and inclusive development and climate resilience. Four interlinked pathways supported the outcomes: (i) building confidence and trust among the countries – mainly by convening regional technical dialogues; (ii) generating new technical knowledge, including in partnership with others, for national programs to use and to help shift stakeholder perceptions; (iii) building capacity of key institutions and stakeholders by exposing them to regional collaboration efforts elsewhere and training them in the use of new tools and technologies to strengthen water resource management; and (iv) scoping and leveraging investments, most notably World Bank investments so that these new approaches could be embedded and taken to scale.

    Glaciers, Rivers, and Springs: A Water Sector Diagnostic of Nepal

    Nepal is rich in water resources with a dense network of glaciers, lakes, rivers, and springs that originate in the Himalayas. However, only an estimated 15 billion cubic meters (BCM) of the 225 BCM water available annually is utilized for economic and social purposes. Several elements have contributed to this low rate of utilization, including Nepal’s rugged geography, inadequate institutional capacity, a history of prolonged political instability, and highly skewed seasonality - more than 80 percent of the precipitation in a year falls within a span of four months. For sustained economic growth and poverty reduction, and to enhance shared prosperity, Nepal must increase its investments in water-related infrastructure and institutions and improve the effectiveness of these investments. Although there is much to be done to harness this vital resource, it is important to broaden the development focus and integrate hydropower in a larger water resource management strategy. This strategy will ensure that water is available for basic and economic needs - even through the dry season - as a core component of Nepal’s overall development plan. Given Nepal’s development context and challenges, this document aims to analyze the most pressing sector challenges and identify strategic sector priorities that are aligned with the country’s partnership framework. It offers a snapshot of water in Nepal’s development story and situates the water sector in the broader context of the national economy, highlighting the importance of managing water resources for sustained economic growth and poverty reduction. It then presents five pressing sector-related challenges and concludes with a set of priority areas.

    Water in Circular Economy and Resilience: The Case of Chennai, India

    Chennai, a city on the southeastern coast of India and the state capital of Tamil Nadu, has one of the world’s fastest-growing economies. Chennai is the automotive hub for India and is also home to several other industries ranging from petrochemicals to hardware manufacturing, textiles, and apparel. Because of urbanization and economic growth, Chennai’s population has increased more than fifty percent over the past two decades. The city’s rapid growth has created several water challenges. This case study is part of a series prepared by the World Bank’s Water Global Practice to highlight existing experiences in the water sector. The purpose of the series is to showcase one or more of the elements that can contribute toward a Water in Circular Economy and Resilience (WICER) system. This case study focuses on the experience of Chennai in India.

    The Bangladesh Delta: A Lighthouse Case Study

    This case study report discusses current development strategy for the Bangladesh Delta, which reflects an integrated approach to disaster risk management and water resources management. In this context, special attention is given to the Bangladesh Delta Plan 2100 and the role of the World Bank in Bangladesh’s transition toward sustainable, climate-resilient development. The report goes over key building blocks of the government’s current delta management and highlights some aspects of the Bangladesh Delta Plan 2100 that may also be relevant to other deltas.

    Groundwater in Pakistan’s Indus Basin: Present and Future Prospects

    Groundwater is arguably the most poorly understood water resource in Pakistan a country in which matters of water resources are hotly debated on a regular basis. Groundwater has the potential to be the most reliable water resource for Pakistan, providing a buffer against the unpredictability of climate change and the failure of infrastructure designed to deliver surface water. The Indus basin groundwater aquifer in Pakistan holds in storage at least eighty times the volume of fresh water held in the country’s three biggest dams. In the 1960s, large-scale extraction from this underground storage began and has expanded to become an essential input to agriculture and the backbone of domestic water provision. Yet in 2020, Pakistan is on the brink of a lengthy and severe groundwater crisis. Pakistan lacks a comprehensive, reliable system for measuring groundwater extractions and their impact on the resource base. In the face of rising population, the effects of climate change, and the considerable natural lag in groundwater response to management interventions, the failure to tackle these challenges is already impairing national water security and drinking water quality. It was concluded that the lack of good-quality, long-term groundwater data in Pakistan’s Indus basin greatly complicates the task of numerical modeling and reduces the reliability of the results.

    Toward Managing Rural Drinking Water Quality in the State of Punjab, India

    Rural drinking water quality is an emergent issue in the State of Punjab. In response to health concerns related to children being exposed to metals in some regions, and reports of higher incidence of cancers in the state, the department of drinking water supply and sanitation conducted blanket testing of all its water supply sources. The objective of this study was to systematically examine the drinking water quality issue and provide practical guidance to the state on possible responses. The state’s commitment to addressing this issue is highlighted by its allocation of 59 million dollars for a component to improve water quality through the Punjab Rural Water and Sanitation Sector Improvement Project, financed by the World Bank. While the study seeks to provide an analytical basis for understanding the occurrence and impact of the contamination, practical actions have been explored and demonstrated to allow the state to begin actively managing the water quality issue. The study is designed around three key areas: understanding the problem; taking appropriate action; and institutional sensitization and action. This report is a first step toward understanding and managing water quality issues in the state. It provides an analytical basis for moving forward and has demonstrated approaches that have yielded valuable lessons for scale-up. The next steps are for the state to identify key actions and develop detailed action plans for implementation.

    Wastewater: From Waste to Resource – The Case of Nagpur, India

    Water stress has become a problem in most Indian cities, as rapid population growth increases simultaneously water demand by households, industries, and power plants. Utilities need to meet this growing demand while ensuring fair tariffs for users and promoting a sustainable use of water resources. As federal and state governments look for innovative alternatives to freshwater, the reuse of treated wastewater is gaining attention and being promoted at the federal and state levels. In addition to the environmental, health, and social benefits of treating wastewater; treated wastewater can become a reliable water source for industrial users, freeing up freshwater resources for households and helping address water scarcity in big cities. The government of India has taken steps to promote wastewater reuse, starting with the regulation of industrial water consumption and the setting and enforcement of mandatory water reuse targets for industries. The national target is to treat and reuse 50 percent of total wastewater by 2022 (PwC 2016). Some cities have set their own, more ambitious targets, and states such as Gujarat (Government of Gujarat, 2018) and Maharashtra (IndianExpress, 2017) have implemented new policies to promote wastewater reuse. Moreover, the government of India has adopted policies, established strong mechanisms of regulation, and provided funding for various programs, such as the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), to enable municipal authorities to enter into public-private partnership (PPP) arrangements to attract private funding. As a result, municipalities across the country have started to implement wastewater reuse projects. Most of these initiatives are led by utilities, through partnerships with the private sector, and with the central government covering part of the capital costs. The success of these projects reveals that wastewater reuse activities can be viable if properly structured and supported by enabling policies and institutions.

    The Nitrogen Legacy: The Long-Term Effects of Water Pollution on Human Capital

    The fallout of nitrogen pollution is considered one of the largest global externalities facing the world, impacting air, water soil and human health. This paper presents new evidence that nitrogen pollution in water is an important determinant of variations in human capital. Data from the Demographic and Health Survey dataset across India, Vietnam, and 33 African countries are combined to analyze the causal links between pollution exposure experienced during the very earliest stages of life and later-life health. Results show that pollution exposure experienced in the critical years of development from the period of birth up until year three – is associated with decreased height as an adult, a well-known indicator of overall health and productivity, and is robust to several statistical checks. Because adult height is related to education, labor productivity, and income, this also implies a loss of earning potential. Results are consistent and show that early-life exposure to nitrogen pollution in water can lower height-for-age scores during childhood in Vietnam and during infancy in Africa. These findings add to the evidence on the enduring consequences of water pollution and identify a critical area for policy intervention.

    Pakistan: Getting More from Water

    This report builds on prior work to provide a new, comprehensive, and balanced view of water security in Pakistan, stressing the importance of the diverse social, environmental, and economic outcomes from water. The report highlights the complex water issues that Pakistan must tackle to improve water security and sheds new light on conventional assumptions around water. It seeks to elevate water security as an issue critical for national development. The report assesses current water security and identifies important water-related challenges that may hinder progress in economic and human development. It identifies unmitigated water-related risks, as well as opportunities where water can contribute to economic growth and poverty reduction. The report analyzes how the performance and architecture of the water sector are related to broader economic, social, and environmental outcomes. It models alternative economic trajectories to identify where intervention can lead to a more water-secure future. A consideration of water sector architecture and performance and how these determine outcome leads to recommendations for improving aspects of sector performance and adjusting sector architecture for better outcomes. The sector performance analysis considers (a) management of the water resource, (b) delivery of water services, and (c) mitigation of water-related risks. The description of sector architecture considers water governance, infrastructure, and financing.

    Flood Risk Assessment and Forecasting for the Ganges-Brahmaputra-Meghna River Basins

    The Ganges Basin in South Asia is home to some of the world's poorest and most vulnerable communities. Impacted by catastrophic annual floods, the region is recognized as highly disaster prone, causing widespread human suffering and economic losses. In recognition of these challenges, many groups are actively and cooperatively engaged in reducing South Asia's vulnerability to flooding. As a contribution to these efforts, the World Bank recently commissioned specialist teams to assess and map flood risk across the Ganges River basin and to design and evaluate flood forecasting tools for the greater Ganges-Brahmaputra-Meghna basin. Flood Risk Assessment and Forecasting for the Ganges-Brahmaputra-Meghna River Basins summarizes the technical findings, includes highlights of the work, and links to the full technical reports and new interactive online resources. The report provides, for the first time, a numbers-based view of the impacts of floods of different severities across the Ganges basin, helping identify priority areas for addressing flood risks (for example, relocating levees, improving flood warning systems, and boosting overall economic resilience). This report on the flood forecasting system provides probability-based flood forecasts for more than 85 Ganges-Brahmaputra-Meghna basin locations along with near-real-time data maps of rainfall (predicted and actual) and river levels.
