Monitoring the Impact of COVID-19 on Firms in Zambia: Results from Two Rounds of World Bank Enterprise Survey Follow-ups on COVID-19
(World Bank, Washington, DC, 2021-05) Finn, Arden ; Ayana, Gemechu A. ; Kanagavel, RajeeThe Coronavirus disease 2019 (COVID-19) pandemic and its negative economic effects create a need for timely data and evidence to help monitor and mitigate the social and economic impacts of the crisis. To monitor the impacts of the COVID-19 pandemic and related containment measures on formal firms in Zambia and to inform the policy response, the World Bank is implementing several rounds of phone-based surveys of firms. The surveys in Zambia are follow-ons from the baseline enterprise survey that was conducted in Zambia immediately prior to the pandemic. These phone surveys allow for a better understanding of the effects of and responses to the COVID-19 pandemic on firm operations, hiring and firing, and expectations of future operations and labor demand in order to better tailor and implement interventions and policy responses and monitor their effects. This note summarizes the results of round 2 (R2) of the survey, conducted between December 19, 2020 and February 18, 2021. The information presented in this report is based on the sample of 570 firms that responded to both round 1 (R1) and round 2 (R2) surveys. -

Subnational Targeting of Project Sites Using Project Targeting Index
(World Bank, Washington, DC, 2020-08) Finn, Arden ; Masaki, TakaakiIt is critical to ensure that the World Bank portfolio is well targeted to areas with the greatest needs and with greatest potential to maximize development benefits. The Project Targeting Index (PTI) offers an evidence-based approach to inform spatial targeting of projects based on country strategies and objectives. We apply the PTI method for case studies in Madagascar and South Sudan to demonstrate how the tool helps align and monitor Bank project locations with development goals. -

Monitoring COVID-19 Impacts on Households in Zambia, Report No. 1: Results from a High-Frequency Phone Survey of Households
(World Bank, Washington, DC, 2020-07-08) Finn, Arden ; Zadel, AndrewThe COVID-19 pandemic and its economic and social effects on households have created an urgent need for timely data to help monitor and mitigate the social and economic impacts of the crisis and protect the welfare of the least well-off in Zambian society. To monitor how the COVID-19 pandemic is affecting Zambia’s economy and people and to inform interventions and policy responses, the World Bank designed and conducted a rapid phone-based Household Monitoring Survey (HMS). This brief summarizes the results of the first round of the HMS, implemented between June 5 and June 26, 2020. The brief is based on a sample of 1,602 households in both urban and rural areas in all ten provinces of Zambia. The survey is representative at three levels: Lusaka, urban excluding Lusaka, and rural. The 25-minute questionnaire covers such topics as knowledge of COVID and mitigation measures, access to educational activities during school closures, employment dynamics, household income and livelihood, income loss and coping strategies, and assistance received.
