Publication Cairo Traffic Congestion Study : Executive Note(Washington, DC, 2014-05) World BankThe Greater Cairo Metropolitan Area (GCMA), with more than 19 million inhabitants, is host to more than one-fifth of Egypt's population. The GCMA is also an important contributor to the Egyptian economy in terms of GDP and jobs. The population of the GCMA is expected to further increase to 24 million by 2027, and correspondingly its importance to the economy will also increase. Traffic congestion is a serious problem in the GCMA with large and adverse effects on both the quality of life and the economy. In addition to the time wasted standing still in traffic, time that could be put to more productive uses, congestion results in unnecessary fuel consumption, causes additional wear and tear on vehicles, increases harmful emissions lowering air quality, increases the costs of transport for business, and makes the GCMA an unattractive location for businesses and industry. These adverse effects have very real and large monetary and nonmonetary costs not only for the economy of the GCMA, but given its size, for the economy of Egypt as well. As the population of the GCMA continues to increase, traffic congestion is becoming worse and the need to address this congestion is becoming more urgent. This report documents the results of the study. The study has been undertaken in recognition of the fact that successful implementation and operation of BRT systems often reflects non-physical actors like leadership, communications, organizational structure, service planning and operating practices rather than the design of transitways, stations, terminals and vehicles. Unlike many industries where benchmarking has proven to be successful and straightforward, the multitude of the actors and interactions involved in urban transport systems may make benchmarking a complex endeavor. It was therefore important to analyze what has been done so far, propose basic benchmarking elements and test them, and identify lessons for a simple and sustainable urban transport benchmarking framework. A major component of this study was to investigate (a) the availability of data for benchmarking and (b) the value of benchmarking on the basis of limited data. The study therefore proposes a benchmarking framework for urban transport, focusing on the performance of public transport. Because the design of a benchmarking framework depends on the objectives sought from it, the study focused on the performance of public transport systems from the policymaker s perspective. The study included pilot application of the proposed framework in five cities from three continents Beijing, Bucharest, Cape Town, Colombo, and Singapore. The pilot application and comparative analysis helped gauge applicability and practicality of the proposed framework.Publication Yemen, Republic of - Urban Transport in Sana’a : Strategy Note(World Bank, 2010-09-01) World BankYemen, the fastest urbanizing country in the Middle East and North Africa region, has a very limited natural resource base and the efficiency of its cities is therefore essential for its future economic growth. However, this efficiency is increasingly handicapped by the poor performance of urban transport, especially in the capital Sana'a. This report presents the main findings of this review and makes key recommendations to improve the efficiency of urban transport in Sana'a. It contains the following chapters: a first chapter presents the general context of the study, characterized by fast demographic and spatial growth in Sana'a, causing major difficulties in terms of urban transport management; a second chapter analyses and describes the main underlying issues affecting the performance and efficiency of Sana'a transport system; a third chapter presents institutional, technical and financing recommendations to improve the performance of Sana'a transport system; and a fourth chapter presents a tentative three-year action plan for implementation of the recommendations.Publication Bosnia and Herzegovina - The Road to Europe : Annex 4. The overall objective should be the development of a transport system, and an institutional framework, that facilitates rather than constrains, economic development in Bosnia and Herzegovina. A strong transport system contributes to economic growth by reducing the economic distance to markets by expanding opportunities for trade, by improving the competitiveness of national locations for production and distribution, and by facilitating mobility for a country s citizens; while minimizing the social and environmental costs of the transport sector. The report concludes by recommending actions that aim to improve the institutional framework, improve the sustainability of the transport sector, facilitate broad based economic growth, and mitigate the social and environmental detriments associated with transport. Bhutan's population growth rate is high, rural-urban migration is accelerating, and, fueled by sustained economic growth, the country is urbanizing rapidly, giving rise to an expanding urban middle class, with rising expectations of well-paid employment, accessible services, and consumption potential. However, accessibility to a large measure depends on availability of reliable, and affordable transportation. Poor rural access is synonymous with rural isolation, and poverty, while high external and domestic transport costs constrain the country's economic and social development. Transportation poses a considerable cost disadvantage to business and commercial undertakings; road transport is slow and regularly disrupted by landslides and flooding; air transport is costly and erratic. Costly transport is a major factor constraining the development of tourism, horticultural exports, and agro-processing and wood-based industries. Sector issues discussed in this report emerge from a detailed assessment of the transport system, and an analysis of public expenditures. It discusses the strategy for improving rural accessibility, and the central role of roads, and motorized transport for integrating remote regions and communities into the national economy; access to regional and global markets, to include technical support for development, operation, and management of transport logistics, establishment of a dry port in Phuentsholing with reefer storage facilities, and, internationally competitive Druk air cargo rates, especially for exports of perishable, and high value agricultural products; transport sector planning and coordination, which includes specific policy, planning, and investment recommendations for roads, air transport, urban transport, and road transport services. It is recommended to consider recasting the proposed Transport Master Plan as a National Transport Strategy and Policy Review to identify and analyze emerging challenges, and constraints in the transport sector; recommend appropriate strategies, and policies to address these concerns; and, prepare an implementation plan for sector modernization, including policy and institutional reforms.Publication Urban Transport in the Europe and Central Asia Region : World Bank Experience and Strategy(Washington, DC, 2002-12) World BankThe paper's main objectives are to provide a common thematic basis for urban transport inputs into the making of country-specific assistance strategies, and thereafter to guide urban transport project and sector work included in the business plans agreed under these strategies. It is a companion volume to the forthcoming ECA Transport Strategy Paper, which covers all modes of transport. It also represents a bridge between the project-related and policy studies done for specific cities/countries in ECA, and the Bank-wide urban transport policy, whose latest expression is the document Cities on the Move: The World Bank Urban Transport Strategy Review, published in August 2002. Also, urban transport activities being highly interdependent with other aspects of urban life and economy, this paper is related to parallel Bank writings on urban development, water, and environment in the ECA region.
