    Early Experiences of Beneficiary Choice in Government-to-Person Payment Architecture in Indonesia

    The report has four main chapters, followed by the conclusion and policy recommendations. Chapter 2, context provides overviews of the three programs, including enrollment, the payment process, and demographic characteristics of the beneficiaries. Chapter 3 explains the payment architecture used to distribute social assistance in Indonesia. It also explains how it can be further transformed to improve the experience of beneficiaries in receiving social assistance and to empower beneficiaries to access and use financial services. Chapter 4 presents evidence to show beneficiaries’ experience with different payment methods, cashing out, and digital financial services. The study also investigates the early experiences of implementation of beneficiary choice and whether designing social assistance delivery that includes beneficiary choice can introduce positive outcomes that are not found in programs without such choice. The final chapter presents the conclusion and policy recommendations. In annex 1, the study details the regression models used for beneficiary choice analysis.

    Climate Change Adaptation and Social Inclusion Screening and Quantification Tool for PT Indonesia Infrastructure Finance

    Indonesia is highly vulnerable to the impacts of climate change, including projected sea-level rises, changing precipitation patterns, intense tropical cyclones, and storm surges. This is largely due to the concentration of urban poor in city peripheries, where infrastructure supply is limited and of low-quality. The government of Indonesia is strongly committed to combating climate change and, as such, has made a number of commitments to strengthen its climate change adaptation and mitigation priorities. As a step towards this, Indonesia ratified the Paris Agreement in 2016 and submitted its nationally determined contributions (NDCs). In this context it becomes imperative to catalyze infrastructure investments that foster E&S sustainability, with a focus on gender protection and equality, particularly in, vulnerable communities. To help further the government’s strategic priorities, PT Indonesia Infrastructure Finance (IIF), a leading non-bank private infrastructure financing institution, is committed to strengthening the application of international best practices in climate risk and social inclusion standard. The objective of this assignment was to (i) strengthen IIF’s capacity to develop a strategy and methodology to screen climate-smart projects and quantify the impacts and benefits of the application of climate risk, gender, and other social inclusion considerations such as Cultural Heritage, Biodiversity, Ecosystem Services, and Indigenous peoples from a project perspective and (ii) help support and advance Indonesia’s sustainability and climate commitments.

    Beyond Unicorns: Harnessing Digital Technologies for Inclusion in Indonesia

    Similar to many other countries around the world, the COVID-19 (coronavirus) pandemic has hit Indonesia hard. Latest estimates suggest that about 5.1 million people—equivalent to 2.4 percent of the working-age population—have lost their jobs, while an additional 24 million have had to work reduced hours due to the pandemic. As many as 50 percent of workers have experienced a reduction in earnings. The impact on living standards has been devastating, with more than 2.2 million Indonesians estimated to have been pushed into COVID-19-induced poverty in 2020. One unexpected silver lining from the crisis, however, has been the turbo-charged adoption of digital technologies. Businesses, both large and small, have flocked to digital technologies to try to ensure the continuity of their operations. School closures have forced students and teachers to adapt and explore digitally enabled remote learning options, including the adoption of a variety of EdTech solutions. HealthTech apps enabling remote consultations and the delivery of medicine have seen unprecedented growth in adoption rates. Confined at home due to mobility restrictions, Indonesians have switched to the internet for their entertainment and social needs, driving sharp growth in the usage of digital media (music and video streaming) and communications applications. With this pandemic-induced flight to digital expected to be permanent to a large extent, there is excitement about an even greater acceleration in what was already the fastest growing digital economy in Southeast Asia. But at the same time questions have also emerged about the possibility of the differential access to and adoption of digital technologies compounding existing inequalities. For a country that considers achieving balanced development one of its key priorities, this is an important new challenge.

    Maturity Matrices for Institutional Benchmarking of Dam Safety in Indonesia

    The development of Maturity Matrices for Institutional Benchmarking of Dam Safety in Indonesia provides a method for assessing the effectiveness of the operation, maintenance, surveillance and emergency preparedness programs adopted by dam authorities. Matrices were developed for dam owners and operators to assess the effectiveness of dam safety programs against in-country standards and guidelines, or, good industry practice as considered most appropriate. The matrices were developed through an iterative and consultative process that included a detailed review of the legal hierarchy, specific dam safety regulations and technical guidelines, the roles and responsibilities of the different institutions involved, followed by expert review and verification. The primary benefit of using dam safety-related Maturity Matrices is to improve the understanding of dam safety programs across a range of different metrics. This allows owners and operators to monitor performance over time and inform the prioritization of resources for dam operation, maintenance and safety improvement. The matrices also allow regulatory bodies to assess performance across different owners and operators, and contrast the effectiveness across dam management units to identify systemic issues and target interventions and remedies accordingly.

    Septage Management Pilots and Capacity Building in Indonesia: Synthesis Report

    This report is a synthesis of the technical assistance (TA) and recommendations, carried out by the World Bank water and sanitation program (WSP) since September 2014. To achieve the target of 100 percent improved sanitation, there is a national drive to improve fecal sludge management (FSM). This TA recognizes that to achieve the goals it is necessary to support the development of national FSM policies, regulations, and guidelines, while also improving capacity at the local level by supporting the implementation of improved FSM models in target cities. The objective of the TA was to provide government with tested advice on how to scale up improved septage management nationwide through: (i) improvement of septage management in three cities through the application of new management models (local level); and (ii) assistance to national government in training and capacity building and the formulation of policies and regulations to improve septage management at scale (national level). This report is structured as follows: chapter one is the executive summary; chapter two gives the background to sanitation in Indonesia and to fecal sludge management in particular; chapter three provides an overview of the TA approach; chapter four gives details of the implementation of the TA; chapter five summarizes the lessons learned; and chapter six outlines the recommendations and next steps.

    Strengthening the Indonesia National Water and Sanitation Information Services Center for Improved Planning

    This report summarizes the main achievements of technical assistance provided under the Water Supply and Sanitation Policy Formulation and Action Planning Facility to the Indonesian National Water and Sanitation Information Services (NAWASIS) Centre from October 2012 to December 2014 to further consolidate the water supply and sanitation (WSS) data and information management instrument (NAWASIS Info) as a modular part of the overall services provided by the Centre. It highlights some of the continued challenges of effective WSS monitoring, and proposes strategies for further WSS data and information management development. This reports is divided into nine sections. The first three sections provide background information, including the report purpose, general context and description of the assistance. Sections four to seven describe the progress made in achieving the expected outcomes, while the final two sections describe the future of NAWASIS and some recommendations on moving forward.

    International Experience in Bus Rapid Transit Implementation : Synthesis of Lessons Learned from Lagos, Johannesburg, Jakarta, Delhi, and Ahmedabad

    It is in this context that this study has been undertaken to document BRT case studies in terms of the political setting, institutions/governance, public involvement and communications, service/operations/management and planning and their relationship to investment performance. The study has been undertaken in recognition of the fact that successful implementation and operation of BRT systems often reflects non-physical actors like leadership, communications, organizational structure, service planning and operating practices rather than the design of transitways, stations, terminals and vehicles. This paper does not seek to compare BRT with other forms of public transport but only seeks to evaluate a sample of BRT systems in terms of the softer issues that have contributed making a BRT system successful or not so successful.

    Preparing for the Next Crisis : Establishing a Vulnerability and Shock Monitoring and Response System in Indonesia

    Economic and natural crises and shocks are unfortunately recurring events, but the better a country is prepared for such eventualities, the lesser the impact may be. In 2009, in the wake of the global economic crisis, the Government of Indonesia piloted a Crisis Monitoring and Response System (CMRS). The CMRS experience provides valuable inputs for the design of a long-term Vulnerability and Shock Monitoring and Response System (VSMRS). The CMRS covered the whole country, which meant that there was no need for a priori guesses on where crisis impacts might be worst. This report is intended to provide inputs to a discussion within Government of Indonesia agencies, and between the Government and other interested parties (such as donors, international agencies, etc), on what a nascent VSMRS could look like, and how it could operate. It should be stressed that this document does not provide a blueprint for a fully-fledged VSMRS, primarily because such a system could develop in so many ways that much of what would be elaborated in detail might be of little use. The focus is therefore primarylyon discussing general aspects of a VSMRS, to build a common perception on the general direction of such an initiative between the key stakeholders, and to elaborate the concept later on together with a technical working group tasked to do this.

    Crisis Monitoring and Response System

    This document contains a detailed description of the design, development, and operations of the Crisis Monitoring and Response System (CMRS). It covers the period from January 2009, when the CMRS was initiated, until September 2010 when the final CMRS reports (including this one) were completed. In addition to providing a definitive record of CMRS design and operational decisions, the document describes the results of the analyses based on the data collected. The document is intended to be the definitive source of reference material. It should prove particularly useful if and when consideration is given to the design, development and implementation of crisis monitoring system in the future. The ultimate objective was to ensure timely and appropriate policy responses in those districts identified as adversely affected as result of the global economic crisis (or any other shock). The output was to be an operational CMRS, comprising a data collection system and analyses that facilitated identification of appropriate responses. Funding for the CMRS was provided by Australian Government agency responsible for managing Australia's overseas aid program (AusAID). The level of funding determined the scale of the CMRS. The budget was sufficient to support three rounds of a survey collecting data via a relatively short questionnaire from about 15,000 households.

    Transport Development Priorities in Papua and West Papua

    The province of Papua of the Republic of Indonesia was provided special autonomy under law 21-2001 in recognition of the fact that 'the management and use of the natural wealth of Tanah Papua has not yet been optimally utilized to enhance the living standard of the natives, causing a deep gap between the Papua province and the other regions, and violations of the basic rights of the Papuan people.' The goal of special autonomy was to help Papua and Papuans catch up to the rest of Indonesia in terms of living standards and opportunities. Yet, now almost a decade later, and after the split into two provinces: Papua and West Papua, progress toward this goal has been slow. In recognition of this, the Indonesian central government issued presidential instruction 5-2007 on the acceleration of development of Papua and West Papua instructing all relevant technical ministries to devote special attention to the two provinces and to coordinate their programs with the governors of both provinces. Transport is a key piece of the development puzzle and is a high priority for all levels of government in Papua and West Papua. Yet, despite this, and large amounts of investment channeled toward the sector, the people of Papua and West Papua are not receiving substantially better transportation services than they were before special autonomy. This report aims to set out a set of priorities that transport development must follow in Papua and West Papua if investments are to be productive and remain useful for their entire design life.
