Infrastructure Tokenization: Does Blockchain Have a Role in the Financing of Infrastructure?
(World Bank, Washington DC, 2023-03-22) World Bank GroupThe purpose of this report is to assess whether digitizing the equity or debt financing used for infrastructure projects using blockchain, that is, tokenized infrastructure, provides enough benefits to justify the use of this technology. The information presented here aims to inform the World Bank whether it should explore the possibility of tokenizing one of its infrastructure projects. The conclusions are based on interviews with tokenization start-ups, experts, and the review of current and planned regulatory frameworks in selected jurisdictions and use cases/pilots to date. -

Managing the Fiscal Implications of Public-Private Partnerships in a Sustainable and Resilient Manner: A Compendium of Good Practices and Lessons Learned from the COVID-19 Pandemic
(Washington, DC, 2023-03-22) World BankPublic-private partnerships (PPPs) can sometimes be perceived as a means for delivering infrastructure for free. A more nuanced but still inexact view is that they are a mechanism to overcome fiscal constraints. Some argue, perhaps rightly, that often governments enter PPP contracts without fully understanding their fiscal implications. These misconceptions lead to several challenges. There is evidence that fiscal sustainability is often overlooked or ignored by countries with PPP programs, with long-term fiscal implications the governments did not understand or manage well. Governments also struggle with perceptions that they are not fully transparent about the real, ultimate costs of PPP projects. This report aims to illustrate how to improve fiscal risk management and treatment of fiscal commitments and contingent liabilities (FCCL) arising from PPP projects, to build better Infrastructure post-COVID-19. It intends to be a resource for World Bank client countries, including low income and fragile economies, to design their fiscal PPP management frameworks in a viable way that helps them develop their PPP programs while maintaining medium-to-long-term fiscal sustainability and resilience. With that in mind, Volume I highlights and contextualizes the main findings from a set of case studies that assessed the PPP fiscal risk management framework in select countries, and synthesizes the observable and qualitative results in managing the impact of crises, in particular the COVID-19 pandemic. Based on that, it also explores how this crisis has affected PPP projects and overall PPP programs, and suggests improvements to FCCL management frameworks in order to strengthen the capacity of countries to continue with their PPP programs in a sustainable fiscal manner. Volume II contains the detailed case studies on which Volume I is based. -

Transport and Logistics: Myanmar Infrastructure Monitoring
(Washington, DC: World Bank, 2022-03-31) World BankTransport and logistics services in Myanmar have been substantially hit by the impacts of the February 2021 coup and the surge in Coronavirus disease 2019 (COVID-19) cases. Logistics companies have been affected by rising fuel prices, border closures, and a shortage of shipping containers. While the initial effects after the military coup on the transport sector were extremely severe, there have been signs of some recovery of transport services since May 2021. Public transport in Yangon experienced a significant reduction in passenger demand in early months after the coup, subsequently recovering some ground by December 2021. Higher fuel prices and currency liquidity shortages significantly increased the cost of inland transport services. Transportation and logistics services are expected to be severely impacted by continuing high fuel prices, mobility constrains, political instability, and evolution of the pandemic. The export and import via container are expected to recover gradually due to agricultural and garment industry-led demand. However, improvement of exports and imports in the medium term is uncertain given the complexity of trade relations with international trade partners. In addition to effects of the coup and political conflicts, risks related to the pandemic will also significantly impact logistics supply chains and mobility in the near to mid-term. -

Transport Asset Management Plan Guideline for Climate Resilience and Road Safety (Phase I) for the Municipality of Ulaanbaatar
(Washington, DC: World Bank, 2022-02-01) World BankThis is the first iteration of a Transport Asset Management Planning (TAMP) Guideline for Ulaanbaatar. This TAMP Guideline I guides the Municipality of Ulaanbaatar (MUB) to move away from its conventional reactive decision-making approach and adopt a systematic, evidence- and risk-based approach in maintaining its road assets. The reactive way of doing business, which postpones repair activities until major deterioration occurs, is no longer sustainable. It is too expensive, and it erodes the value of important and costly road assets. As the costs of operating and repairing roads continue to increase, it has become more difficult for the MUB to meet the demands of an aging and expanding infrastructure while dealing with public expectations to provide the same level of service. This TAMP Guideline can therefore serve as a medium- and long-term tactical guide for MUB to plan for repair and maintenance of its transport assets to provide good quality road network to UB’s citizens while optimizing the use of its scarce financial resources for maintenance and repairs. The TAMP incorporates two key risks that strain the performance and safety of UB’s road network: climate risks (particularly urban flooding) and road safety risks. -

Fit for Purpose: Dam Rehabilitation Prioritization Tool in Zimbabwe
(Washington, DC, 2022) World BankAs a nation with highly variable and limited availability of water resources, Zimbabwe relies on a vast and aging water infrastructure stock that requires prompt rehabilitation to better support the water, food, and energy sectors. The country has limited water resources, with much of its area classified as semi-arid with highly variable rainfall. Zimbabwe relies on dams to store water to ensure irrigation for food security, water supply, and hydropower production. It has the second highest water storage capacity per capita in Southern Africa. There are about 10,000 dams, from large to small, and more publicly owned dams than private dams. -

Palestinian Digital Economy Assessment
(World Bank, Washington, DC, 2021-12-22) World Bank GroupThe world of tomorrow will be driven by digital transformation across sectors and industries, and the global coronavirus disease of 2019 (COVID-19) pandemic is accelerating this process. Digital technology is already playing an important role in the West Bank and Gaza (WB and G), and development of the digital economy is among the national priorities. This report aims to assess the state of digital economy development in WB and G, identify opportunities for further growth, and inform reforms and donor support programs in WB and G. The report provides a comprehensive overview of digital economy development in WB and G across the five foundational pillars - digital infrastructure, digital platforms, digital financial services, digital businesses, and digital skills. The report is based on several fact-finding missions, structured interviews, surveys, focus group discussions, and analysis of secondary data. The findings show that despite recent progress, the potential of the digital economy in WB and G is not fully exploited. Accelerating digital transformation and building a well-connected Palestinian economy will entail strengthening both analog and non-analog foundations. Three key areas that require the immediate attention of Palestinian policy makers are: (1) improving the digital infrastructure, (2) updating the legal and regulatory framework, and (3) ensuring institutional coordination and resource mobilization. -

Argentina: Valuing Water
(World Bank, Washington, DC, 2021-08-17) World BankThis report assesses water security in Argentina, using a conceptual framework developed by the World Bank. The effects of the pandemic reinforce the importance of safe access to water, hygiene, and sanitation, both as the first barrier against virus transmission and as an essential factor during recovery to mitigate secondary impacts on livelihoods and community well-being. The clear need to ensure that water is available in sufficient quantity and quality for human and productive uses, together with controlling the effects of the excess of water, highlights its central role in the economy, and in particular in securing the well-being of vulnerable communities. Argentina is already taking key steps to close water security gaps. It is increasing access to water and sanitation services with a focus on the most vulnerable; defining planning instruments such as national water plans; reinforcing tools such as the national information system for water and sanitation, the national water network information system (SNIH) and management and results plans (PGRs) for public service companies; expanding the regulatory framework with law 27,520 on minimum budgets for adaptation to and mitigation of climate change; and creating new entities such as the national directorate of drinking water and sanitation (DNAPyS). This study builds on these efforts and recommends steps to take toward becoming a more water-secure country by 2030. -

Beyond Unicorns: Harnessing Digital Technologies for Inclusion in Indonesia
(Washington, DC: World Bank, 2021-07-28) World BankSimilar to many other countries around the world, the COVID-19 (coronavirus) pandemic has hit Indonesia hard. Latest estimates suggest that about 5.1 million people—equivalent to 2.4 percent of the working-age population—have lost their jobs, while an additional 24 million have had to work reduced hours due to the pandemic. As many as 50 percent of workers have experienced a reduction in earnings. The impact on living standards has been devastating, with more than 2.2 million Indonesians estimated to have been pushed into COVID-19-induced poverty in 2020. One unexpected silver lining from the crisis, however, has been the turbo-charged adoption of digital technologies. Businesses, both large and small, have flocked to digital technologies to try to ensure the continuity of their operations. School closures have forced students and teachers to adapt and explore digitally enabled remote learning options, including the adoption of a variety of EdTech solutions. HealthTech apps enabling remote consultations and the delivery of medicine have seen unprecedented growth in adoption rates. Confined at home due to mobility restrictions, Indonesians have switched to the internet for their entertainment and social needs, driving sharp growth in the usage of digital media (music and video streaming) and communications applications. With this pandemic-induced flight to digital expected to be permanent to a large extent, there is excitement about an even greater acceleration in what was already the fastest growing digital economy in Southeast Asia. But at the same time questions have also emerged about the possibility of the differential access to and adoption of digital technologies compounding existing inequalities. For a country that considers achieving balanced development one of its key priorities, this is an important new challenge. -

Jobs and Distributive Effects of Infrastructure Investment: The Case of Argentina
(World Bank, Washington, DC, 2021-06) World BankThis paper assesses the short-term job generation potential of infrastructure investments in Argentina. The analysis is based on a 2017 Input-Output model with a breakdown of the construction sector into multiple infrastructure subsectors. The disaggregation was possible with a novel database with cost structures for about 70 infrastructure projects. The analysis reveals significant heterogeneity across subsectors of infrastructure investment, with job generation potential ranging between 15,000 and 49,000 annualized direct, indirect and induced jobs in the short-term per US1 billion dollars invested, depending on the type of infrastructure project considered. The results show that public housing and rural road maintenance, followed by railway construction, water and sanitation and urban infrastructure have the highest potential to generate jobs in the short-term. On the other hand, road construction and energy distribution are activities with lower short-term generation potential, but with higher long-term impact on GDP growth according to their elasticities estimates in the literature. The analysis reveals the characteristics of the projects that are determinants of the degree of job generation potential, these include: labor intensity, split between skilled and unskilled labor, ratio of imports to total investment, technology, among others. Infrastructure investment in sectors with high potential for employment generation compares favorably with pure demand stimulus check programs in terms of the effects on income growth for the poor and across all quintiles. However, infrastructure investment in sectors with low employment potential tend to have relatively more limited distributive effects. It is argued that to optimize job generation potential of infrastructure investment in the short-term as a fiscal stimulus, and in the long-term as a foundation for future growth, interventions must be ready for implementation, with low risk of delays, and selected based on sound economic analysis. Also, policymakers must pursue projects with high economic returns to enable a more productive and competitive economy and look for opportunities in which public sector investment can crowd in rather than crowd out private sector investment. -

Financial Protection of Critical Infrastructure Services
(World Bank, Washington, DC, 2021-03) World BankThis report uses the term critical infrastructure to refer to all the aspects required to deliver the critical services (e.g., transport, health care, energy). Six sectors are widely classified as being critical: energy, transport, water, information and communications technologies, health care, and finance. Some economies include education and critical economic and manufacturing sectors within their definitions. The focus of this report is on the financial protection of critical infrastructure services. This focus complements existing, well-documented evidence and frameworks, including evidence collated by the World Bank30, about the operational and physical protection and the resilience of critical infrastructure assets, and about best practice in incorporating resilience within PPPs in infrastructure. The financial aspects of resilience of critical infrastructure services are not widely discussed in the existing literature, yet this is a critical component of overall resilience. A 2014 publication by the Organization for Economic Co-operation and Development (OECD) titled Recommendations on Managing Critical Risks emphasized the role of financial preparedness in managing critical infrastructure risks to protect public finances and the fiscal position of a country. The 2018 and 2019 APEC Joint Ministerial Statements explicitly highlight the importance of quality and resilience, of the infrastructure’s strengths against climate and disasters, and of the role of financial protection in this context.
