Improving Climate Resilience of Federal Road Network in Brazil
(World Bank, Washington, DC, 2019-05) World BankAlthough Brazil is the fifth largest country in the world, it has a relatively low number of natural hazards. However, its exposure to natural hazards has increased relative to other countries because of insufficient preventive actions in the past, resulting in more damage from natural hazards to both infrastructure and human lives than countries of comparable size would incur. Brazil faces an increasing risk of natural disasters, in particular floods and landslides. The objective of the study is to strengthen capacity of geohazard disaster resilience of federal highway infrastructure in Brazil through reviewing disaster risk management (DRM) capacity for federal road infrastructure and case studies of applying innovative methodologies for assessing disaster risk and evaluating economic benefits of resilience countermeasures. Although floods and landslides are the most recurrent natural disasters in Brazil, this report focuses on the latter, leaving floods for future studies. This report carefully describes how three innovative methodologies that, if properly applied, could improve the effectiveness of landslide risk management, thus reducing economic and human impacts. The report begins with diagnostics of the institutional capacities of geohazard risk management at the federal government level in Brazil. Chapters 1 and 2 include the backgrounds of natural disasters, road systems, and geohazards on roads in Brazil and a review of the road geohazard risk management with overviews of the following areas: institutional capacity and coordination, system planning, engineering designs, operation and maintenance, nonstructural measures, and contingency programming. Then, Chapters 3 and 4 describe the case study of application of the three innovative DRM assessment methodologies. Finally, Chapter 5 shows the suggestions and recommendations for the next steps. -

Prioritizing Infrastructure Investments in Panama: Pilot Application of the World Bank Infrastructure Prioritization Framework

As such, they typically feature strongly in national development plans. While governments may receive many infrastructure project proposals, however, resources are often insufficient to finance the full set of proposals in the short term. Leading up to 2020, an estimated US$836 billion - 1 trillion will be required each year to meet growth targets worldwide (Ruiz-Nunez and Wei, 2014; World Bank). Global estimates of infrastructure investments required to support economic growth and human development lie in the range of US$65-70 trillion by 2030 (OECD, 2006), while the estimated pool of available funds is limited to approximately US$45 trillion (B20, 2014). The past twenty years have also seen a shift towards decentralized infrastructure planning. Many subnational governments, regional entities, and sector agencies have been delegated responsibility for infrastructure planning promote local responsiveness, but responsibility for allocating funds often remains with a centralized finance agency (CFA). While constituencies may propose numerous projects, governments often have insufficient financial resources to implement the full suite of proposals. This report presents the IPF methodology and results of the pilot application to a select set of transport and water and sanitation projects in Panama. The report first gives background information on infrastructure prioritization in Panama, then follows with a description of the IPF in technical and implementation terms. Next, we present the results of the pilot and close with recommendations for implementing IPF to a wider set of projects. -

Philippine Transport Infrastructure Development Roadmap Framework Plan: Executive Summary
(World Bank, Washington, DC, 2014-10) Cambridge SystematicsVarious transport-related agencies and local governments develop their respective transport plans or strategies to address bottlenecks and improve outcomes in the transport sector. However, to be able to bring a more focused or targeted intervention that is more inclusive, these various strategies need to focus on establishing interconnectivity between key urban growth centers and between lagging and fast-growing regions, and creating supporting institutions that promote greater integration. Upon the request of the National Economic and Development Authority, a framework plan was developed to provide policy-makers with a strategic framework to help identify the transport needs of the Philippines and guide in implementing an integrated, more coordinated approach to establishing stronger transport infrastructure linkages to support the country’s inclusive growth agenda. The framework plan was developed under the guidance of a vision and goals developed by stakeholders across the Philippines. This comprehensive vision can be summarized as ‘Bringing us all closer together for prosperity.’ The geographic focus of the Framework Plan includes all of the Philippines outside of Metro Manila. This Framework Plan does not replicate the work being done by the Japan International Cooperation Agency (JICA) for Metro Manila (the JICA study covers Metro Manila with an approximate radius of 100 kilometers and is being conducted to evaluate specific transport infrastructure projects for the Metro Manila area). Future improvements and needs of transportation infrastructure to meet the demand for long-distance transport to and from Metro Manila and to other urban/economic centers in the Philippines are considered; nevertheless, national-level strategies recommended in this study affect all areas of the Philippines. -

Cairo Traffic Congestion Study : Executive Note
(Washington, DC, 2014-05) World BankThe Greater Cairo Metropolitan Area (GCMA), with more than 19 million inhabitants, is host to more than one-fifth of Egypt's population. The GCMA is also an important contributor to the Egyptian economy in terms of GDP and jobs. The population of the GCMA is expected to further increase to 24 million by 2027, and correspondingly its importance to the economy will also increase. Traffic congestion is a serious problem in the GCMA with large and adverse effects on both the quality of life and the economy. In addition to the time wasted standing still in traffic, time that could be put to more productive uses, congestion results in unnecessary fuel consumption, causes additional wear and tear on vehicles, increases harmful emissions lowering air quality, increases the costs of transport for business, and makes the GCMA an unattractive location for businesses and industry. These adverse effects have very real and large monetary and nonmonetary costs not only for the economy of the GCMA, but given its size, for the economy of Egypt as well. As the population of the GCMA continues to increase, traffic congestion is becoming worse and the need to address this congestion is becoming more urgent. This report documents the results of the study. The results of this study should be of interest to policy-makers and practitioners in the GCMA, the Egyptian Government, other cities facing similar problems, and international financial institutions. -

International Experience in Bus Rapid Transit Implementation : Synthesis of Lessons Learned from Lagos, Johannesburg, Jakarta, Delhi, and Ahmedabad

The study has been undertaken in recognition of the fact that successful implementation and operation of BRT systems often reflects non-physical actors like leadership, communications, organizational structure, service planning and operating practices rather than the design of transitways, stations, terminals and vehicles. This paper does not seek to compare BRT with other forms of public transport but only seeks to evaluate a sample of BRT systems in terms of the softer issues that have contributed making a BRT system successful or not so successful. -

The Future of Water in African Cities : Why Waste Water? Integrating Urban Planning and Water Management in Sub-Saharan Africa, Background Report
(World Bank, Washington, DC, 2012-01) Bloch, RobinThis paper is one of a series of analytical studies commissioned by the World Bank's Africa Region and Water Anchor which are intended to identify and address the future challenges of urban water supply, sanitation and flood management in Sub-Saharan Africa's (SSA) cities and towns. Following the terms of reference for the assignment, and as indicated by its title, the paper is directed at understanding and describing the linkages and interdependencies between water management and water security on the one hand, and urbanization, urban planning and development on the other. The paper is structured in six sections. Section one presents an overview of urbanization trends in SSA. This is followed by a discussion in Section two of what can be seen as the corollary of the unprecedented urban population growth now occurring and projected for SSA, large-scale urban expansion, involving potentially massive increases in urban land cover. This expansion has implications, also discussed in section two, for the internal structuring of African cities and towns, and for the planning and development of the overall urban form which is resulting, as well as for the environmental risks cities and towns face now and into the future. This 'poor urban planning' in the present-day has its roots in the inherited practices of colonial-era planning theories and practices, which are described in section three. These still resonate, as discussed in section four, which discusses key constituent aspects of contemporary planning systems in Africa, as illustrated by a number of case studies. In section five, the focus shifts to the current institutional experience with urban water management, again with a number of good practice cases provided. The author then turn in the concluding section seven to the key concern of this issues paper: that of integrating urban planning and water management as the Integrated Urban Water Management (IUWM) approach emerges- or, perhaps to put it better, of finding ways in which such integration can promote the emergence of IUWM. This is a necessary but difficult task, complicated by the reality that, as seen in the quote above, IUWM requires quite considerable coordination within the water sector alone. Moreover, our preceding analysis demonstrates, and this is the core argument of this paper, that seen from the side of the overall urban planning system, the deficiencies, decline and the delegitimizing of the 'traditional' planning system and practices in SSA, and the theory which underpins them, along with the failure to modernize them in a consistent fashion, has led, if anything, to greater fragmentation in the planning and managing of urban development. Land use planning and infrastructure (and other sector) planning, including water, typically occur in an uncoordinated fashion. This makes planning adequately for large-scale urban growth and expansion that much more difficult. -

Water Supply and Sanitation in the Democratic Republic of Congo : Turning Finance into Services for 2015 and Beyond
(World Bank, Nairobi, 2012) World BankThe African Ministers' Council on Water (AMCOW) commissioned the production of a second round of Country Status Overviews (CSOs) to better understand what underpins progress in water supply and sanitation and what its member governments can do to accelerate that progress across countries in Sub-Saharan Africa (SSA). AMCOW delegated this task to the World Bank's Water and Sanitation Program and the African Development Bank who are implementing it in close partnership with United Nations Children's Fund (UNICEF) and World Health Organization (WHO) in over 30 countries across SSA. This CSO2 report has been produced in collaboration with the Government of the Democratic Republic of the Congo (DRC) and other stakeholders during 2009-10. The analysis aims to help countries assess their own service delivery pathways for turning finance into water supply and sanitation services in each of four subsectors: rural and urban water supply, and rural and urban sanitation and hygiene. The CSO2 analysis has three main components: i) a review of past coverage; ii) a costing model to assess the adequacy of future investments; and iii) a scorecard which allows diagnosis of particular bottlenecks along the service delivery pathway. The CSO2's contribution is to answer not only whether past trends and future finance are sufficient to meet sector targets, but what specific issues need to be addressed to ensure finance is effectively turned into accelerated coverage expansion in water supply and sanitation. In this spirit, specific priority actions have been identified through consultation with government and other sector stakeholders. A regional synthesis report, available separately, presents best practice and shared learning to help realize these priority actions. -

Development of 13 Mozambican Municipalities in Central and Northern Mozambique : Summary report
(World Bank, 2011-04-01) World BankThe objective of this study on the Development of 13 Mozambican Municipalities in Central and Northern Mozambique is to assess the impact that the 2008 reforms on own-source revenues is having on the municipal revenue potential. To do so, it calculates the revenue potential of four fiscal and three non-fiscal revenue sources. The analysis shows that there is substantial untapped revenue potential at the municipal level, with estimates indicating that -in the case of the most buoyant local revenue sources- municipalities are only collecting about half of the revenue potential. In the worst cases, municipalities are collecting far less than 10 percent of the total revenue potential of a local revenue source. The fact that a revenue gaps exists is not only an indication of weak municipal performance. Municipalities have relatively recently been created and it takes time, capacity, and effort, to consolidate their revenue functions. Tax administration is overall still weak and a series of vacuums exist on the municipal fiscal legislation. The analysis reveals that the current revenue instruments at the disposal of municipalities are generally appropriate municipal revenue instruments, so that efforts at the national and municipal levels should be made to build the capacity of the local tax administration to collect these revenues. The report provides specific suggestions on ways to strengthen the revenue collection for the main municipal revenue instruments. However, in addition to increasing municipal tax effort, the expenditure needs of municipalities are so demanding that additional intergovernmental transfers and tax sharing arrangements should also be considered as a building block of municipal finances in Mozambique. The results of this study aim to become part of the ongoing dialogue with the municipalities and national tax authorities to expand the understanding of municipal revenues in Mozambique on the basis of more sound empirical evidence. The scope of this analysis was limited to a sample of six municipalities. In-depth case studies were prepared for each of these municipalities, upon which the current Summary Report is based. The six case municipalities include: Beira, Cuamba, Marromeu, Nacala, Ribaue, and Vilankulo. To bring the Summary Report and the six municipal cases together in the most effective way, the current report follows the same structure as each of the municipal cases. The diagnosis of the current situation is presented in Section 2, followed by a discussion on the estimation of municipal revenue potential in Section 3. Proposals and recommendations regarding the strengthening of municipal revenue collection are presented in Section 4. -

A Framework for Urban Transport Benchmarking

Unlike many industries where benchmarking has proven to be successful and straightforward, the multitude of the actors and interactions involved in urban transport systems may make benchmarking a complex endeavor. It was therefore important to analyze what has been done so far, propose basic benchmarking elements and test them, and identify lessons for a simple and sustainable urban transport benchmarking framework. A major component of this study was to investigate (a) the availability of data for benchmarking and (b) the value of benchmarking on the basis of limited data. The study therefore proposes a benchmarking framework for urban transport, focusing on the performance of public transport. Because the design of a benchmarking framework depends on the objectives sought from it, the study focused on the performance of public transport systems from the policymaker s perspective. The study included pilot application of the proposed framework in five cities from three continents Beijing, Bucharest, Cape Town, Colombo, and Singapore. The pilot application and comparative analysis helped gauge applicability and practicality of the proposed framework.
