    Guidelines for a Strategy for Ports and Inland Waterways

    Argentina has a fairly developed transport system, which in the case of cargo shows a performance in progressive decline, with remarkable differences between components, logistics chains, and regions. Water transport, a key sector for the country’s connectivity with world markets, encounters difficulties when it comes to facilitating international trade. Two of these difficulties are of a structural nature, the first related to Argentina’s location in global maritime networks, far from key markets and major cargo corridors. The second concerns the limitations inherent to the waterways accessing ports with the largest movements of agri-bulks and containers, on the Río de La Plata and the Lower Parana River. Ports and waterways were subject to far-reaching reforms in the 1990s, fostering the greater participation of the private sector through dredging and port terminal operation concessions. At present, the contractual terms of these reforms are coming to an end, so the government now has the opportunity to redefine them, within the framework of a global context where maritime navigation - and cargo logistics in general - faces major changes and challenges. This is thus an auspicious moment to redefine strategies for ports and inland waterways, looking at safeguarding the country’s maritime connectivity and fostering greater competitiveness in international trade, whose growth is intrinsic to economic development and poverty reduction.

    Sustainable Development of Inland Waterways Transport in Vietnam: Strengthening the Regulatory, Institutional and Funding Frameworks

    Vietnam has a long history of using its rivers and canals for transportation of goods and people. Today, Vietnam’s waterways transport about 17 percent of all domestic goods tonage loaded in Vietnam and perform nearly 19 percent of all traffic tasks, a measure which combines both tonnes loaded and distance carried. These are very high levels by international standards, and Vietnam’s national freight task proportion is more than double that for China, the United States, and the European Union where inland waterways are also prevalent. Right after its integration into the international economic community in the late 1980s, Vietnam listed the development of inland waterways transport as one of its priorities to boost economic growth. Overcoming financing constraints, the country has made enormous strides in developing its inland waterways transport by efficiently exploiting the natural conditions of its rivers and canals. However, exploiting only the natural conditions of Vietnam’s inland waterways could diminish the country’s competitive advantage over time. In order to bring the waterways’ great potential into reality, further investment is required in the institutional structure, in strengthening the legal and regulatory framework, and in improvement of the funding framework for the sector. This report provides a comprehensive review and assessment of the challenges that the sector faces, along with a reform program recommended to the government of Vietnam that could help improve the enabling environment for the inland waterways transport industry and further its growth and technical sophistication.

    Fit for Purpose: Dam Rehabilitation Prioritization Tool in Zimbabwe

    As a nation with highly variable and limited availability of water resources, Zimbabwe relies on a vast and aging water infrastructure stock that requires prompt rehabilitation to better support the water, food, and energy sectors. The country has limited water resources, with much of its area classified as semi-arid with highly variable rainfall. Zimbabwe relies on dams to store water to ensure irrigation for food security, water supply, and hydropower production. It has the second highest water storage capacity per capita in Southern Africa. There are about 10,000 dams, from large to small, and more publicly owned dams than private dams.

    Argentina: Valuing Water

    This report assesses water security in Argentina, using a conceptual framework developed by the World Bank. The effects of the pandemic reinforce the importance of safe access to water, hygiene, and sanitation, both as the first barrier against virus transmission and as an essential factor during recovery to mitigate secondary impacts on livelihoods and community well-being. The clear need to ensure that water is available in sufficient quantity and quality for human and productive uses, together with controlling the effects of the excess of water, highlights its central role in the economy, and in particular in securing the well-being of vulnerable communities. Argentina is already taking key steps to close water security gaps. It is increasing access to water and sanitation services with a focus on the most vulnerable; defining planning instruments such as national water plans; reinforcing tools such as the national information system for water and sanitation, the national water network information system (SNIH) and management and results plans (PGRs) for public service companies; expanding the regulatory framework with law 27,520 on minimum budgets for adaptation to and mitigation of climate change; and creating new entities such as the national directorate of drinking water and sanitation (DNAPyS). This study builds on these efforts and recommends steps to take toward becoming a more water-secure country by 2030.

    Assessment of Farmer-Led Irrigation Development in Rwanda

    Irrigation development in Rwanda is typically not demand-driven. Existing irrigation developments have mostly resulted from government-led initiatives and donor support with the aim of achieving food security. A few irrigation projects have also been initiated by private commercial farmers and smallholder farmers with use of small-scale irrigation technology (SSIT). Farmer-led irrigation development (FLID) is defined as a process by which small-scale farmers or commercial farmers drive the establishment, improvement, and/or expansion of irrigated agriculture, often in interaction with external actors. It typically involves entrepreneurial investments by farmers either alone or in groups. For the FLID supply chain to be effective and efficient, several key private and public sector participants are involved. Districts, sectors, and offices are key stakeholders that deliver agriculture extension and advisory services and serve as focal points representing the needs of local communities and coordinating multisector responses. Regarding FLID financing, the government has attempted to reform policies and increase access by smallholder farmers to financial services. As a result, different commercial banks both public and private, MFIs, and other financial service providers continue to expand their financial services to poor rural communities, especially smallholder farmers.

    Assessment of Farmer-Led Irrigation Development in Niger

    Niger is a large landlocked country whose northern two-thirds lies within the Sahara Desert with a population of about 21.5 million people. Most of the population is concentrated in areas around the Niger River in the southwestern corner of the country and along its long southern border with Nigeria. Niger’s economic activity is concentrated on traditional activities, primarily agriculture, livestock, forestry, and fishery but also informal trade and production. The country has experienced declining average rainfall, desertification, recurring droughts, and deforestation. Undernourishment is widespread. Agricultural risks, primarily droughts in Niger, have severe economic consequences with wide repercussions. Farmer-led irrigation (FLI) in the Niger context could be defined as irrigation privately owned and managed by farmers. The purpose of this study is to analyze the extent and the environment of FLI development in Niger, the challenges and constraints, and the business opportunities to be piloted.

    Flood-Resilient Mass Transit Planning in Ouagadougou

    Ouagadougou, the largest city in Burkina Faso, is growing rapidly, with the annual rate reaching 9 percent by some estimates, and with commensurate challenges for ensuring efficient mobility for its residents. Like many urban areas in Sahelian West Africa, Ouagadougou is also highly vulnerable to extreme hydro-meteorological events. In the context of the plans to develop an efficient, bus-based mass transit system in Ouagadougou in the medium term, the study aimed to characterize the spatial distribution and severity of flood risk affecting the planned system; and to identify, evaluate, and prioritize interventions that will increase its resilience. The study focuses on a pilot sector of 67 km, covering a large part of central Ouagadougou and its strategic infrastructures, at the intersection of the future planned mass transit system and the areas of the city a priori considered more flood prone (for example, near the major dams). By working with a local drone operator and an international flood modelling firm, the study constructed high spatial resolution digital elevation and digital terrain models for the area of interest (AOI), which served as inputs for developing a hydrological model. To further classify the road and future mass transit sections in order to prioritize interventions, the analysis applied the criteria of an area priority score and a flood criticality score, which together combine into an overall impact score. The importance of good planning and policy and regulatory actions vis-a-vis more structural engineering solutions is underlined by the fact that the top two measures singled out by the multicriteria analysis are so-called soft solutions - related to the maintenance and cleaning of the flood-related structures and the reinforcement of the waste collection system.

    The importance of ensuring that dam structures can withstand earthquakes has been recognized and practiced for many years. The technical capability of the dam engineering industry in the seismic design of dam structures has increased considerably since the 1980-1990s. Dams designed using modern seismic engineering principles that are well constructed have performed well during earthquakes, with only modest damage. Older dams that have suffered damage from earthquakes are likely to have been subjected to poor construction or maintenance, or they lack modern defensive design measures to prevent failure. Seismic hazard varies around the world. Some countries experience major earthquakes frequently, whereas other countries have hardly ever experienced one. This technical note contains the minimum level of technical detail for seismic design of new structures and seismic assessment of existing structures, so that non-specialists can use it. The key objective is to provide guidance for addressing seismic aspects of dam projects early on in project preparation. The note is intended to raise awareness and inform specific studies and investigations, as appropriate, during project preparation. The material presented should be used to assess the required level of seismic hazard assessment, review the adequacy of the dam’s seismic design and resilience measures, and recommend required expertise for quality assurance of projects involving dams in seismic areas.

    Potential Failure Mode Analysis

    Potential failure modes analysis (PFMA) is a process to systematically identify, describe, and evaluate the ways in which a dam and its appurtenant structures could fail under postulated loading conditions. Since 2002, PFMA has been introduced as part of five-year inspections under the U.S. Federal Energy Regulatory Commission (FERC) regulations for nonfederal hydropower dams in the United States. The PFMA is intended to provide an understanding of how and why dams fail by looking at how dams behave normally, learning to identify early signs that something is wrong, understanding the hazards and risks imposed by the dam, and being prepared for the unexpected behavior that leads to failure. The World Bank has assisted some countries in applying the PFMA for safety review of major existing dams and found that the tool is useful in prioritizing additional investigations needs and remedial works in coordination with key stakeholders, including owners, operators, and designers. This Technical Note contains guidance for preparing PFMA terms of reference for: (a) the FERC-based standard approach to PFMA; and (b) a simplified PFMA approach.

The investigation, design, and construction of dams should identify and consider all potential hazards and threats to dam safety while being cognizant of the associated consequences of dam failure.
