Access to Aid Data Transforms Lives

Aid transparency has emerged as a top priority for many donors who recognize that increasing access to aid information is central to improving the aid process. It increases accountability, helps countries make best use of scarce aid resources, increases the impact of aid in reducing poverty, improves lives in developing countries, and maintains domestic support for aid at times of financial stringency. That’s why the International Aid Transparency Initiative (IATI) was launched in Accra at the Third High Level Forum on Aid Effectiveness in September 2008 (HLF3). IATI is a multistakeholder voluntary initiative that seeks to improve the quality and use of international aid money by making aid information easier for people to find, understand, compare, and scrutinize.

Access to Water, Women’s Work and Child Outcomes

Poor rural women in the developing world spend considerable time collecting water. How then do they respond to improved access to water infrastructure? Does it increase their participation in income earning market-based activities? Does it improve the health and education outcomes of their children? To help address these questions, a new approach for dealing with the endogeneity of infrastructure placement in cross-sectional surveys is proposed and implemented using data for nine developing countries. The paper does not find that access to water comes with greater off-farm work for women, although in countries where substantial gender gaps in schooling exist, both boys' and girls' enrollments improve with better access to water. There are also some signs of impacts on child health as measured by anthropometric z-scores.

Addressing Gender-Based Occupational Segregation : Experimental Evidence from the Republic of Congo

Gender-based occupational segregation - the fact that men and women are typically concentrated in different occupations and economic sectors - contributes to gender gaps in earnings. In an experiment in the Republic of Congo, the authors examine whether addressing informational constraints around returns from male dominated sectors can encourage young women to apply for training in more profitable male-dominated sectors. There is high potential for interventions that pair information on returns and trade exposure. However, there are gender gaps in access to early opportunities, mainly relevant technical experience and network connections. Providing information on earnings is a low-cost intervention that can encourage young women to crossover to more lucrative trades, thereby reducing the gender gap in earnings.

Building Women's Economic and Social Empowerment through Enterprise : An Experimental Assessment of the Women's Income Generating Support Program in Uganda

This study investigates an attempt to economically and socially empower some of the poorest and most vulnerable young women in one of the poorest and most fragile places in the world: northern Uganda. Investing in women is said to be a key to development. Educate her, buy her a cow or goat, or help her start a business and great things will follow: sustained increases in income, greater empowerment and social inclusion, health and education for the children, and (especially in war-affected regions) mental health and happiness. This report provides provisional answers to these questions based on data collected from April 2009 to August 2012. The questions will continue to be explored and analyzed in academic papers in future, but the authors attempt to draw out the key findings and policy lessons as close to the end of the intervention and data collection as possible.

Bureaucrats, Tournament Competition, and Performance Manipulation : Evidence from Chinese Cities

Tournament competition is viewed as motivating bureaucrats in promoting growth. This paper examines how this incentive leads to economic performance manipulation. Using data from Chinese cities, the analysis shows that performance exaggeration increases over the course of the first term of the top bureaucrat, peaking in the last year of his or her term. Winning a tournament competition is behind this performance manipulation: political rivals reinforce each other in exaggerating performance, and political competition intensifies the tendency for manipulation. Performance exaggeration leads to higher chances of promotion, but the ratchet effect (that is, better performance today leading to a higher target tomorrow) and the potential to blame predecessors induce restraint. A good local institutional environment also restrains performance manipulation.

Investments in education across countries in Latin America and the Caribbean have transformed the lives of millions of girls and the prospects of their families and societies. Unleashing the full economic potential of women is nevertheless still a curtailed issue in the region: just about half of women are unable to participate in paid work. The majority of the population out of the labor market is women between the ages of 24 and 45. This is the largest share of the available pool of unused human capital countries have, and where mothers of young children are concentrated. This book argues that more and better childcare constitutes a fundamental policy option to improve female outcomes in the labor market, but countries need to pay particular attention to the design and features of such services. First-rate educational programs will be useless if children are not enrolled or do not attend formal education centers.
