The 1996-97 Gas Price Review in Argentina

Argentina's natural gas industry was privatized at the end of 1992. Prior to divestiture, the state-owned monopoly Gas del Estado was divided into two transport and eight distribution companies, all of which were sold through international bidding. An independent government body, Ente Naal Regulador de Gas (Enargas), was established to regulate the transport and distribution segments of the industry. As part of its mandate, Enargas is in charge of price reviews. These reviews, which occur every five years, determine the allowed tariffs for each transport and distribution company. The first such review took place in 1996-97, and the new tariffs went into effect in January 1998. This Note examines the methodology and outcome of this experience. This Annual Review of Development Effectiveness (ARDE) builds on previous reviews, i.e., the 1998 review, released in a hostile environment of financial crisis, concluded that improvements in project performance cannot be enough, that improvements at a higher plane of program, and country performance should also be present; and, the 1999 review, inscribed within the Comprehensive Development Framework dilemmas, and challenges, identified practices for dealing with those challenges, namely to be based on country commitments to poverty reduction, and sustainable growth. The ARDE 2000 finds that progress was solid on a broad front, but that further progress is likely. 2002 Annual Review of Development Effectiveness : Achieving Development Outcomes - The Millennium Challenge

This is the sixth Annual Review of Development Effectiveness (ARDE), covering the year 2002. its findings indicate that the Bank's country, sector, and global programs are consistent with the Millennium Development Goals (MDG) themes, increasingly focused on poverty reduction. The review assesses, and evaluates the outcomes of its development assistance, indicating that at the project level, outcomes continue to improve, with seventy seven percent satisfactory ratings in FY01 (exceeding for a second year the Strategic Compact target of seventy five percent); over two thirds of projects were rated as likely, or highly likely to be sustained; and, one half rated as having substantial, or higher institutional development impacts. This 2004 Annual Review of Development Effectiveness (ARDE): The World Bank's Contributions to Poverty Reduction, looks at the growth and poverty reduction experience of client countries. It assesses the extent to which Bank interventions have contributed to growth and poverty reduction and the effectiveness of different types of interventions. The review uses the key elements of the Bank's 2001 poverty reduction strategy to examine the extent to which these elements respond to the needs of the poor, are actually being carried out, and are having an impact. Like previous ARDEs, this review draws primarily on OED's recent evaluation studies, synthesizing and highlighting the findings of these studies around a common theme-in this case, poverty reduction.
