Objectives This survey was designed to assist the World Bank Group (WBG) in gaining a better understanding of how stakeholders in Ukraine perceive the WBG. The survey explored:  General Issues Facing Ukraine  Overall Attitudes toward the World Bank Group  World Bank Group’s Effectiveness and Results  The World Bank Group’s Knowledge Work and Activities  Working with the World Bank Group  The Future Role of the World Bank Group in Ukraine  Communication and Information Sharing  Background Information II. Methodology From November to December 2016, 200 stakeholders of the WBG in Ukraine were invited to provide their opinions on the WBG’s work in the country by participating in a country opinion survey. Participants were drawn from the office of the President/Prime Minister, office of a Minister, office of a Parliamentarian, employees of ministries/ministerial departments/ implementation agencies, Project Management Units (PMUs) overseeing implementation of WBG projects or consultants/contractors working on WBG-supported projects/programs, local government office or staff, bilateral/multilateral agencies, private sector organizations, the financial sector/private banks, NGOs/community-based organizations (CBOs), the media, independent government institutions, trade unions, faith-based groups, youth groups, academia/research institutes/think tanks, and the judiciary branch. A total of 118 stakeholders participated in the survey (59% response rate). Respondents received the questionnaires via post or courier and returned it accordingly. Respondents were asked about: general issues facing Ukraine; their overall attitudes toward the WBG; the WBG’s effectiveness and results; the WBG’s knowledge work and activities; working with the WBG; the WBG’s future role in Ukraine; and the WBG’s communication and information sharing. Every country that engages in the Country Opinion Survey must include specific indicator questions that will be aggregated for the World Bank Group’s annual Corporate Scorecard. These questions are identified throughout the survey report. The results of this year’s Country Survey were compared to those in the Country Survey conducted in FY ’14 (response rate was 53%, N=169). Although the FY ’14 and FY ’17 COS recruited respondents from the same stakeholder groups, the samples from both years were quite discrepant in the number of respondents that responded from individual stakeholder groups, making it impractical to attempt weighting the samples to achieve approximate equivalence. Thus, it should be noted that differences between the two COS may be due to actual changes within the country, but could also represent changes in the respondent samples across the two years. Demographics of the Sample (continued) Familiarity with the World Bank Group  Year comparison: Respondents in this year’s Country Survey indicated significantly higher levels of familiarity with the WBG compared to respondents from the FY ’14 Country Survey (FY ’14 = 5.2).  Collaboration: Respondents who collaborate with the WBG gave significantly higher ratings of familiarity with the WBG (mean rating = 6.8) compared to respondents who do not collaborate with the WBG (mean rating = 5.2).  Impact of Familiarity: Respondents’ ratings of familiarity with the WBG were significantly, moderately correlated with their ratings of the WBG’s overall effectiveness in Ukraine, the extent to which the WBG achieves development results, and the extent to which the WBG plays a relevant role in development in Ukraine. 7 World Bank Group Country Opinion Survey 2017: Ukraine IV. Overall Attitudes toward the World Bank Group (continued) Effectiveness of WBG’s Instruments in Reducing Poverty  Stakeholders: Respondents from PMUs/Consultants on WBG-supported projects gave the highest ratings for the effectiveness of most of these WBG instruments whereas respondents from local government, NGOs/CBOs, and academia tended to give significantly lower ratings. Responses for individual instruments by stakeholder groups can be found in Appendix B (see page 62).  Collaboration: Compared to respondents who do not collaborate with the WBG, respondents who collaborate with the WBG gave higher ratings for the effectiveness of all of these WBG instruments, significantly so for all except “Guarantees”. Overall Attitudes toward the World Bank Group (continued) Greatest Weakness  Year comparison: Respondents in the FY ’14 Country Survey indicated that the WBG’s greatest weaknesses in its work in Ukraine were not collaborating enough with non-state actors (percentage of respondents = 26%) and not enough public disclosure of its work (25%), followed by the WBG’s processes being too complex (18%) and being too bureaucratic in its operational policies and procedures (17%). 19 World Bank Group Country Opinion Survey 2017: Ukraine VI. For the most part, respondents from NGOs/CBOs tended to give the highest ratings of importance for these areas whereas employees of ministries tended to give significantly lower ratings. Those development areas which had significant stakeholder group differences were:  “Private sector development”;  “Public sector governance/reform”;  “Financial markets”;  “Agriculture and rural development”;  “Anti-corruption”; and  “Judiciary reform”.  Collaboration: Respondents who collaborate with the WBG gave significantly higher ratings for the importance of the WBG’s involvement in “Recovery and response to displacement”, “Water and sanitation”, and “Agriculture and rural development” (mean ratings = 8.0, 8.3, and 8.2, respectively) compared to respondents who do not collaborate with the WBG (mean rating = 6.8, 6.9, and 7.1, respectively). 21 World Bank Group Country Opinion Survey 2017: Ukraine VI. Sectoral Importance and Effectiveness (continued) Drivers of Effectiveness To determine the key drivers of respondents’ ratings of the World Bank Group’s overall effectiveness and ratings of its ability to help achieve development results in Ukraine, bivariate correlational analyses were conducted using respondents’ ratings of the sixteen specific areas of effectiveness. Correlational analyses, however, are not able to tell us exactly what is causing respondents’ ratings of the World Bank Group’s overall effectiveness or ratings of its ability to help achieve development results. Rather, these analyses tell us that as ratings of effectiveness in one area increase, respondents’ ratings of the WBG’s overall effectiveness increase, or as ratings of effectiveness in one area increase, ratings of the WBG’s ability to help achieve development results increase. Thus, it can be inferred that respondents’ perceptions of effectiveness in one specific area are related to, or drive, respondents’ perceptions of the WBG’s overall effectiveness or perceptions of the WBG’s ability to help achieve development results.  Overall Effectiveness: Those specific areas with the highest Pearson Product-Moment correlations were determined to be the most closely related to perceptions of the WBG’s overall effectiveness, suggesting that ratings of effectiveness in those specific areas are drivers of perceptions of the WBG’s overall effectiveness in Ukraine. The areas determined to be key drivers from these analyses were:  The WBG’s effectiveness at poverty reduction;  The WBG’s effectiveness at judiciary reform;  The WBG’s effectiveness at economic growth;  The WBG’s effectiveness at anti-corruption; and  The WBG’s effectiveness at social protection.  Achieving Development Results: Those specific areas with the highest Pearson Product- Moment correlations were determined to be the most closely related to perceptions of the WBG’s ability to help achieve development results in Ukraine, suggesting that ratings of effectiveness in those specific areas are drivers of perceptions of the WBG’s ability to help achieve development results. The Future Role of the World Bank Group in Ukraine Making the World Bank Group of Greater Value  Year comparison: Respondents in the FY ’14 Country Survey indicated that, to make itself of greater value, the WBG should reach out more to groups outside of Government (percentage of respondents = 40%), followed by collaborate more effectively with Government clients (29%), reduce the complexity of obtaining WBG financing (27%), and increase the level of capacity development in Ukraine (23%). 38 World Bank Group Country Opinion Survey 2017: Ukraine IX.
