The 2030 Water Resources Group (2030 WRG) has joined efforts with the Government of UP, private sector organizations, and civil society, under the UP Multi-Stakeholder Platform, to transform agricultural production in the state by improving water use efficiency in cultivation, increasing mechanization in agriculture, promoting farm productivity, and integrating climate-smart water management practices. Photo credit: 2030 WRG UP ACCELERATOR PRAGATI About UP Accelerator PRAGATI To support the Government of Uttar Pradesh’s agricultural transformation, the UP Accelerator PRAGATI (Program for Agriculture Trans-formation and Increased Incomes) was launched by the UP Multi-Stakeholder Platform, supported by 2030 WRG. UP Accelerator PRAGATI aims to transform agricultural development in the state by significantly scaling up the adoption of climate-resilient water management and other small-farmer friendly measures that can help farmers achieve economic gains and other co-benefits such as water efficiency, soil fertility, and reduced agricultural emissions. UP Accelerator PRAGATI aims to help 1 million farmers improve their incomes and enhance sustainable agriculture and water management practices. Component 1: Enhance water use efficiency. Improve agricultural water productivity by increasing the net irrigated area under micro-irrigation and expanding the area under climate-smart rice-wheat systems. Component 2: Increase agricultural pro- ductivity. Improve access, availability, and affordability of farm machinery through custom hiring centers/farm machinery banks, innovative service delivery models, and digital platforms, which will enhance the adoption of water-saving agricultural practices. Component 3: Sequester carbon and reduce emissions. Support the adoption of climate- positive practices that help decarbonize agricultural value chains with the support of non-governmental organizations, carbon project developers, and farmer communities. Governance and our role UP Accelerator PRAGATI is being implemented through the UP Diversified Agriculture Support Project (UP DASP)—an autonomous special purpose vehicle, with the Agricultural Production Commissioner as the Accelerator Coordinator and the support of key stakeholders, including the Additional Chief Secretary for Agriculture, Government of UP. A Project Management Unit to support program implementation is being established with the support of the Bill and Melinda Gates Foundation. UP Accelerator PRAGATI will provide support through: A one-stop shop for last mile service delivery of government initiatives to help achieve agri- water productivity objectives. Opportunities for the private sector to leverage flagship government programs through public-private- partnerships to reduce water and carbon footprints and strengthen agricultural value chains. Advisory and extension services, market linkages, mobilizing value chain investments and finance for project implementation.
