Objectives This survey was designed to assist the World Bank Group (WBG) in gaining a better understanding of how stakeholders in Vietnam perceive the WBG. The survey explored1: ▪ Overall Context ▪ Overall Attitudes toward the World Bank Group ▪ World Bank Group’s Work and Engagement on the Ground ▪ World Bank Group’s Support in Development Areas ▪ World Bank Group’s Knowledge Work and Activities ▪ The Future Role of the World Bank Group in Vietnam ▪ Communication and Information Sharing ▪ Background Information II. Methodology From March 2020 through May 2020, 1,043 stakeholders of the World Bank in Vietnam were invited to provide their opinions on the WBG’s work in the country by participating in a Country Opinion Survey (COS). Participants were drawn from the office of the President and Prime Minister, office of a Minister, office of a Parliamentarian, employees of ministries/ministerial departments/implementation agencies, Project Management Units (PMUs) overseeing implementation of projects or consultants/contractors working on WBG-supported projects/ programs, local government officials or staff, independent government institutions, the judiciary, state-owned enterprises, bilateral agencies, multilateral agencies, public-private partnerships, private sector organizations, the financial sector/commercial banks, private foundations, NGOs/ community-based organizations (CBOs), trade unions, faith-based groups, youth groups, academia/research institutes/think tanks, and the media. A total of 580 stakeholders participated in the survey (56% response rate). Respondents either received the questionnaires via the online survey platform Qualtrics (N=466) or they received the questionnaire via post and returned it accordingly (N=114). Every country that engages in the Country Opinion Survey must include specific indicator questions that will be aggregated for the World Bank Group’s annual Corporate Scorecard. These questions are identified throughout the survey report. The results in this year’s Country Survey were compared to those in the FY’17 Country Survey (response rate was 43%, N=632). The samples from FY ’17 and FY ’20 were quite disparate among certain stakeholder groups, making it difficult to weight them for equivalence while maintaining statistical reliability. Therefore, the comparisons by year were analyzed using the original distribution of stakeholders for both years and because of that, it is possible that some differences in responding between years may reflect differences in the samples for FY ’17 and FY ’20, not necessarily changes in attitudes over time. To reduce the influence of the latter factor, only those questions with similar response scales/options were analyzed. In terms of the former, however, the samples from FY17 and FY20 were quite disparate among certain stakeholder groups, making it difficult to weight them for equivalence while maintaining statistical reliability. Therefore, the comparisons by year were analyzed using the original distribution of stakeholders for both years and because of that, it is possible that some differences in responding between years may reflect differences in the samples for FY17 and FY20, not necessarily changes in attitudes over time.
